City Council Minutes 10-14-1975 SpecialSPECIAL MEETING OF MONTICELLO CITY COUNCIL
October 14, 1975 - 3:00 P. M.
Present: Con Johnson, Stanley Hall, Dick Martie, Gene Walters.
Absent: Denton Erickson .
1. Resolution approving tax levy for 1976.
City Administrator presented budget as amended in pre-
vious meetings.
Motion by Walters, seconded by Martie and unanimously
carried to adopt resolution authorizing levy of $412,485.
Levy would result in mill rate of 10.09. (See supple-
ment 10-14-75 #0 .
2. Update on Comprehensive plan for Sewerage, Water and
Storm Water.
John Badalich, Al Javinsky, Keith Nelson and Ken Hader
of consulting engineering firm of Orr-Schelen-Mayeron
and Associates, Inc., reviewed various areas with the
council to get input necessary to complete the plan. Areas
discussed were future growth, area of future growth,
council's feelings on policy pertaining to controlled
growth, land costs, ponding areas, etc.
According to recent studies by the State Planning Agency,
Monticello's population, including orderly annexed area,
would be 5650 by the year 2000 and approximately 16000
by the year 2030. It was explained that the Planning
Agency's figures were on a county level and adjustments
had to be made to arrive at Monticello's figures.
Full report to be ready in approximately one month.
3. Amendment to Resolution on Assessments for 1975-1 Sanitary
Sewer and Watermain Improvement Project.
Motion by Martie, seconded by Walters and unanimously
carried to amend resolution of October 13, 1975 changing
assessment collection from 15 to 20 years. (See
supplement 10-14-75 #2)•
