NOTICE IS HEREBY GIVEN that propo als will be received by the
Industrial Development committee fo the city of Monticello at the
Monticello City Hall, 250 East Broadway, Monticello, Minnesota
55362, until 2:00 p.m. on the 7th of January, 1991. The
Industrial Development Committee (I C) is requesting proposals from
qualified contractors/developers to prepare TIF/SPEC Building Pre-
Plans. proposals must be submitte on the forms provided by the
IDC in accordance with the reques for proposals specifications
which are on file with the Economic Development Director.
Copies of the request for proposals specifications along with the
proposal forms for use by contractors/developers submitting a
proposal may be obtained at Ci y Hall, 250 East Broadway,
Monticello, Minnesota 55362.
No proposals will be considered un ess sealed and filed with the
Economic Development Director.
No proposals may be withdrawn for a period of 30 days from the date
of opening of the proposals. The I C reserves the right to reject
any or all proposals or waive info malities if deemed in the best
interest of the City of Monticello

REQUEST FOR ROPOSALS
TO PREPARE TIF/SPEC UILDING PRE-PLANS
FOR
CITY OF MO TICELLO
I. Introduction
II.
The Monticello Industrial evelopment Committee (IDC) is
requesting proposals from c ntractors/developers to prepare
TIF/SPEC building pre-plans for the City of Monticello.
The IDC has a concern about he lack of available industrial
space for lease in Monticel o. This concern may be a relief
for some communities; howe er, the reverse affect is that
Monticello has turned away 'nterested industrial businesses
looking to relocate and xpand. Al though they can't
guarantee any of those bu inesses would have located in
Monticello, nor can they guarantee our existing industrial
facilities will remain occupied in the future, the IDC has
proceeded to implement a ositive plan to resolve their
concern.
The plan is not to construc a facility but to have all pre-
plans in terms of buildin design, architecture, and the
development of the TIF p an completed to serve as an
attractive joint marketing pproach to recruit new industry.
The major advantage of t is approach is that it will
accelerate the project tim frame for a new prospect by at
least 60-90 days. In ot er words, a developer and the
City's Economic Developmen Director could jointly market a
new leasable facility avai able upon construction time.
The developer will be assi ted through a TIF pay-as-you-go
plan. Two criteria are critical to justify the use of TIF.
TIF must be tied to t e land acquisition and site
development costs of the developer; and secondly, the
development incentive mus be in the form of a "lease"
write-down for the benefi ing industry. TIF will not be
used to increase the devel per's return.

The life duration of request for proposals shall
terminate upon execution 0 the development contract or upon
the end of construction se son 1991, whichever is first.

The proposal shall be sub itted in duplicate on the six
forms provided by the IDC. The contractor is free to
include any other pertine t information along with the
required form. Failure to omplete the forms provided may
result in rejection of the proposal. The proposal shall
detail all estimated costs ithin 5% of final costs, terms
and conditions with respect but not limited to the following
items:
1. The developer shall dr ft three design pre-plans for a
15,000 sq ft, 20,0 0 sq ft, and 25,000 sq ft
manufacturing/office facility with sufficient
flexibility to suit p ospect's needs. The developer
must assure that the intended and ultimate
manufacturing/warehou e use of the facility is in
conformance with the new tax increment financing (TIF)
statutes. The design criteria shall conform with the
City ordinances and zoning and shall encourage
additional quality gr wth within the industrial sites.
All pre-plans shall be designed by a registered
engineer and/or archi ect.
2. The developer shall raft site pre-plans, including
parking, landscaping, drainage, and elevation to
conform with the City ordinance and zoning.

All pre-plans shall be reviewed by the City staff and
City engineers and a proved by the City Building
Inspector.

The selected develope shall obtain a land purchase
option or commitment I tter from the land owner of the
designated industrial site location. Said option of
commitment shall coinc de with the life duration of the
proposal. The develop r shall select a site zoned 1-1
(light industrial) or I~2 (heavy industrial) within the
city of Monticello.

10. The selected develo the HRA shall "pre-
negotiate" a develop contract inclusive of an
assessment agreement and an addendum. The said
addendum shall be exec ted by the leasee acknowledging
the City's assistan e and verifying the project
representations. The eveloper shall commit to not-to-
exceed construction osts and lease rates. The
developer shall submi financial statements and data.
11. The selected develope shall be assisted with the TIF
pay-as-you-go plan; th refore, this eliminates the need
for specific letters 0 credit or developer guarantees.
V. Selection/Neqotiation
As set forth herein, t e detailed proposals require
submittal of the required orms. A contract will be based
upon the IDC and HRA's spec"fications in and for the City of
Monticello and the propos a of the developer.

All proposals submitted on ime will be reviewed and a
developer selected by the IDC ith recommendation to the HRA
for final developer selection approval. The selection will
be based upon, but not limited to, the following
consideration:
1. Cost competitiveness.
2. Quality of design crite ia.
3. competency/experience.
4. project manager identification and personal background.
5. Participation level in roject marketing.
6. Financial references.
All the proposals should in lude sufficient information to
evaluate the developer based upon the above criteria as well
as any additional information which would assist the IDC in
making its decision.

Minnesota 55362, by 2:00 p. . on January 17, 1991, in order
to be considered. Clearly ark the outside of the envelope

NOTE: This is a reques for proposals. The IDC/HRA
reserves the right to reject all proposals, negotiate
individually with one or ore developers, and select the
developer on the basis of a 1 factorS, not just the cost, or
break off negotiations wit any developer if deemed in the
best interest of the City f Monticello.
