Regular Meeting. Parks Commission
Thursday, June 20,1996.4:30 p.m.
Members Present: Bruce Thielen, Steve Andrews, Larry Nolan, Fran Fair
Members Absent: Earl Smith
Staff Present: Jeff O'Neill, Wanda Kraemer
1. Call meeting to order.
Chairman Thielen called the meeting to order.
2. Consideration of approving minutes for Special Meeting May 23. 1996.
Steve Andrews corrected, Item #9, to read all city parks not just ElIsion park
should be studied to determine saturation levels.
COMMISSIONER ANDREWS MADE A MOTION TO APPROVE THE
CORRECTED MINUTES OF THE MAY 23, 1996 MEETING. SECONDED BY
FRAN FAIR. Motion passed unanimously.
3.
Consideration of adding agenda items.
Discussion on the shade tree ordinance was added.
Update on the NSP park land.
Discussion on a park area for the Lions.
4. Steve Andrews appointment to the HRA.
Commissioner Andrews was appointed to the HRA and because the City
Ordinance states a person cannot serve on two commissions Andrews resigned
from the Parks Commission. Chairman Thielen thanked Commissioner
Andrews for his service. The position will be advertised in the Monticello Times
and Shopper.
5. Future Park development.
Jeff O'Neill reported the commission should begin to brainstorm for the 1997
budget and also a capital improvement plan for the next three to five years. The
City has grown 18% in the last five years and staffing for park planning and
maintenance is not keeping up with the growth pace. .
The Commissioners decided to do an individual site inspection at each of the
parks and bring their comments to the next meeting. Also the summary of the
1995 parks tour will be used. Because of the time involved for this item a

Special Meeting July 11, 1996 at 4:30 was scheduled.
Design of the Prairie West Park.
Jeff O'Neill, Assistant Administrator, explained that the Prairie West
Subdivision park was changed from the first review of the Parks Commission.
The park meets the dedication required by the City but was not as large as
originally shown.
Chairman Thielen expressed concern the project was moving too fast and the
Parks Commission should have been consulted.
After discussing the issue the parks commission made the following
recommendations. FRAN FAIR MADE A RECOMMENDATION, SECONDED
BY LARRY NOLAN, THAT THE PLANNING COMMISSION SHOULD
REQUIRE THE PARK AREA INCLUDE BOTH THE EAST AND WEST SIDES
OF OTTER CREEK AS ORIGINALLY INDICATED AT THE 5/23/96 PARKS
MEETING. MOTION PASSED UNANIMOUSLY.
7. Added items
A.
The revised tree ordinance should be placed on the Council agenda
in July.
B. Chairman Thielen, Wright County Parks Director, reported Wright
County is continuing to work with NSP on researching the
possibilities of buying land to develop a trail system through the
NSP land connecting to Montissippi Park.
C. The sub-committee gave the Lions a book showing costs of park
structures and playground equipment and also, information on the
procedures for adopting a park. The Commission will wait to hear
from the Lions.
8. Adjourn.
