The council discussed the advan ages and d~dvantages of adding
an additional parking area desi nated for camper/trailer parking.
The estimated cost of adding th additional parking was estimated
at $850 to $1200, depending on ocation. G. Walters made a
motion, seconded by A. Grimsmo 0 leave the parking situation
at the new off sale liquor store as it presently exists.

3. ~ideration of Additional Landscaping at the Munici al Li uor

Since the completion of the ne Municipal Liquor Store and
Maintenance Building, the landscaping of both areas has been
reviewed.
Seeding was attempted at the Liquor Store without much success,
while no major landscaping or parking improvements have been made
at the new maintenance building site.
G. Walters made a motion, seconded by S. Hall and unanimously
carried to proceed with sodding of all areas not currently
used for parking at the Municipal Liquor Store, sod all areas
designated for sodding at the Maintenance Building site accord-
ing to proposed site plan and sod all areas in the city parks
as needed. (See supplement 4-11-77 #1.)
Additional park improvements for 1977 were discussed by the
council. The 1977 capital outlay budget for park improvements
totaled $10,500.00 with only $250.00 spent to date for a mower.
Possible park improvements for 1977 include additional parking
and trees in the West Bridge Park, road improvements and trees
in Ellison Park, baseball field improvements and trees in the
Fourth Street Park, the establishment of a playground and skat-
ing rink in the Hillcrest Park, and repairs to the boat landing
in Ellison Park.
Also additional hoses and adapters could be purchased for water-
ing of the existing parks.
A. Grimsmo entered a motion, seconded by S. Hall and unanimously
carried to proceed with the basic improvements to the city
parks as outlined in the supplement 4-11-77 #2 up to the 1977
capital ouftay budget amount of $10,250.00, including the boat
landing improvements in Ellison Park.
4. Review of Street Report.
Mike Rajala, Public Works Director, prepared a street report
for the council to review the existing condition of the city
streets and various methods of upgrading city streets.
Discussion centered on whether a long range program of street
upgrading should be initiated including storm sewer, permanent
streets and curb and gutter, or resurface the streets with a
2" bituminous overlay mat. The latter alternavive would appear
most feasible cost wise, except for possibly doing nothing
other than routine patching and repairs.
To include storm sewer and curb and gutter, etc., in a street
program would probably put the total construction costs in
the millions, but would provide a solution to the rundown
streets for approximately 20 years.

John Badalich, city engineer, prepared a preliminary report
on the above extensions. (See s pplement 4-11-77 #3.)

imously carried to adopt a resolution ordering Orr-Schelen-
Mayeron to prepare a feasibilit report on extending sewer,
water, storm sewer and street i provements to Oakwood Indus-
trial Park and Mr. Sandberg's d velopment, and providing for
a public hearing on said improv ments on April 25, 1977 at 7:30
P.M. (See Resolution 1977 #2.)
