MONTICELLO C TY COUNCIL
SPECIAL ETING
October 6, 197 - 4:00 P.M.
Meeting Held at Montice Historical Museum
Members present:
C. Jolmson, D. Blonige , A. Grimsmo, G. Walters, P. White.
1. Consideration of 1 - Permanent St
am.
A petition was received from Mr. Chu k Stumpf which contained 460 signatures
of Monticello residents requesting t e street improvement program be put
to a vote of the people.
Various comments and questions were eceived from the citizens in atten-
dance relative to the improvement pr ject. It was explained to those in
attendance that in order to have a r ferendum, the assessment on the
project would have to be lowered fro the proposed 20%.
After council deliberation, a motion was made by G. Walters, seconded by
P. White to adopt a resolution orde ng plans and specifications be
prepared by Orr-Schelen-Mayeron and ssociates for the 1977-3 Street
Improvement Project.
Voting in favor: G. Walters, A. Grim mo, P. White, C. Jolmson.
Opposed: D. Blonigen. Motion carried.

2. Consideration of a Referendum on the 197 - Street I rovement Pro "ect.
Motion by D. Blonigen to assess 15% f the project and to call for a
referendum died for lack of a second
3. Call for Sale of Bonds to Finance 19
Pro,iects.
A motion was made by G. Walters, Secnded by A. Grimsmo to adopt a
resolution calling for the sale of g eral obligation improvement bonds
in the amount of $3,470,000 to finan e the above projects, sale to be
held October 26, 1977 at 11:30 A.M.
Voting in favor: G. Walters, A. Gri
Opposed: D. Blonigen. Motion
