City Council Minutes 07-08-2019 SpecialMINUTES SPECIAL MEETING — MONTICELLO CITY COUNCIL Monday, July 8, 2019 — 5 p.m. Academy Room City Hall - Monticello Community Center Present: Brian Stumpf, Jim Davidson, Bill Fair, Charlotte Gabler, Lloyd Hilgart Absent: None Others: City staff: Jeff O'Neill, Wayne Oberg, Jim Thares, Rachel Leonard, Angela Schumann, Matt Leonard, Sarah Rathlisberger, Tom Moores, Tom Pawelk, and Jennifer Schreiber 1. Call to Order Mayor Brian Stumpf called the special meeting to order at 5 p.m. 2. 5 p.m. 2020 Budget Discussion Wayne Oberg, Finance Director, gave a presentation which began with a review of critical budget dates. September 9, 2019 or September 23, 2019 were noted for preliminary levy and December 9, 2019 was noted for final levy, budget and fee schedule adoption. Discussion commenced on tax base changes, revenue sources, and debt levy. There will be a decrease in NSP's tax base, however, that number is unknown. There was discussion on increasing the refuse charge. Mayor Stumpf commented that he would like to see revenues equal expenses in regard to refuse, however, not all within one year. The known General Fund expenditure increases were noted. These included: police contract, wages and benefits, visioning/2040 Comprehensive Plan, capital equipment, park supplies, and election. The debt service levy was discussed in addition to future capital improvement projects. There was a question on when the new Public Works facility could possibly be built. It was noted that the project could be completed in two years - possibly 2021-2022. 3. 5:20 p.m. Budget Workshop Communications Rachel Leonard, Communications & Special Projects Coordinator, presented a proposed budget increase of $30,000 for a new city website. Community Development Jim Thares, Economic Development Manager, presented the budget for the EDA. The EDA is requesting a budget of $355,000 for 2020, $7,000 greater than 2019. Mr. Thares also gave a brief overview of the EDA's work plan which included marketing of properties, support of Small Area Plan, focus on Block 52, housing initiatives, and industrial development. City Council Special Meeting Minutes —July 8, 2019 Ron Hackenmueller, Chief Building Official, presented the budget for Building & Code Enforcement. He reviewed the budget items of personnel expenditures and the fees for service from building permits and rental inspections. Angela Schumann, Community Development Director, presented the budget for Planning & Zoning. The primary budget increase is for the Comprehensive Plan. The amount requested is $79,900. 4. 5:50 p.m. Pavement Management Review Matt Leonard, City Engineer/Public Works Director, gave a presentation on the current city pavement management program, what it is and why it is important. Monticello maintains approximately 65 miles of local streets. Mr. Leonard reviewed different levels of pavement condition and how it deteriorates drastically if not maintained. Different maintenance techniques were presented. In addition historical pavement investment was listed along with future funding options. Staff recommended that the city maintain a certain pavement rating (PCI) of 75 and that it invest $2 million per year. This would require a general fund contribution of $1.18 million per year which has historically been finance through bonding. 5.
