Call meeting to order Chairman Larry Nolan called the meeting to order. 2. Add items to a2'enda A. Report from the Lions regarding Klein Farm Park area. B. RICK TRAVER MADE A MOTION TO APPROVE THE MINUTES OF THE AUGUST 21, 1997 MEETING. SECONDED BY FRAN FAIR. Motion passed unanimously. FRAN FAIR MADE A MOTION TO APPROVE THE MINUTES OF THE SPECIAL MEETING SEPTEMBER 4, 1997 MEETING. SECONDED BY RICK TRAVER. Motion passed unanimously. 4. West Bridge Park Desi~ Pam Campbell distributed the review notes from the Bridge Park Design Committee that had met April to June. The committee had a recommendation for an improved park design and were proceeding with Roger Mack, Park Superintendent, on purchasing of playground equipment. After the July storm destroyed most of the trees in the park, the plans for improvements were put on hold because of the vast Page 1 . . . Parks Conunission Minutes - 9/18/97 amount of cleanup needed inthe city. The Parks Commission decided to put the improvements on hold until the next year. After the budget has been approved, there will be a full scale effort to improve the Bridge Park area in the spring of 1998. There were a few items the Commission requested be completed this fall. The items were as follows: A. Demolition and removal of the block building that is in the center of the park. B. Completion of the stump removal in both parks. C. Removal of the thorny locust that has become a problem this fall as a result of the storm. 5. Meeting with Hockey Association Three people from the Hockey Association, Ray Henning, Denny Taylor, and Tom Bitzer, came to the parks meeting as agreed to in the spring, to discuss arrangements with Hockey Association. The issues that were discussed involved the following: 1. Snow removal on the rinks - Roger Mack explained the City was looking at equipment to clear the pathway and keep the skatinglhockey rinks open. This will be on the October 13, 1997 City Council Agenda. 2. Flooding of the rinks - the Hockey Association has been flooding the rinks however, they are finding this harder to do because most of the practice is out-of-town in indoor rinks. 3. Repair of the rink boards - there has been an increasing amount of vandalism that the Hockey Association repairs. The city pays for the material and the Hockey Association provides the labor. It was agreed that the City would purchase the materials if the Hockey Association could provide a list of materials, costs, and the labor. 4. Warming house repairs - Roger Mack reported that a window was being installed to improve the lighting in the building. The Hockey Association inquired about shelving for storage of equipment. The present shelving is falling off the wall and it is a hazard. It was agreed that the City would purchase the materials if the Hockey Association could provide a list of materials, costs, and the labor. They had photos showing chalk dust allover the snow removal equipment and the storage room. It was suggested to check the building periodically in the summer by city staff. 5. Keys for the warming house - Roger Mack, Park and Street Superintendent, stated he would re-key the locks this year because there were so many keys out it is impossible to know who has them. The Hockey Association said they would work out a better system for tracking the keys this year, possibly add a deposit so there was more incentive to keys were returned. They would need about 10 keys for the season. Denny Taylor would call Roger Mack with the amount of keys need. 6. Discussion on amendment to park fees on building permits. The Commission reviewed a park and trail fee survey conducted in the western metro area by Northwest Associated Consultants, Inc. Bruce Thielen, Council Liaison, stated that the city staff will be doing an entire study on development fees this winter and the parks fees could be added to this study. RICK TRAVER MADE A MOTION TO HAVE STAFF RECOMMEND TO THE CITY COUNCIL THE PARK AND TRAIL FEES ARE REVIEWED IN THE OVERALL FEE STUDY. SECONDED BY ROBBIE SMITH. Motion passed unanimously. 7. Update on winter pathway maintenance Earl Smith, Larry Nolan, Roger Mack, and John Simola met and discussed the areas along the pathway that would be recommended to the City Council to be kept open over the winter. It was decided to keep the pathway open from River Street to Pinewood School, the Monticello High School to Meadow Oak Drive, along School Boulevard from County Road 118/Fallon to County Road 117/0akwood Drive. 8. Update on National Guard Training Center Wanda Kraemer, Development Services Technician, reported that the National Guard Training Center/Community Center concept will be presented at the next City Council meeting. If the concept is approved a letter of intent will be mailed to the National Guard and the process to hire an architect will began. 9. Update on budget discussions Wanda Kraemer, Development Services Technician, reported that the City Council Page 3 . . . 10. Parks Commission Minutes - 9/18/97 would be meeting in October to discuss the budget items. Kraemer will send out the meeting notice when the meeting date is schedule. Added items. A. Klein Farms Park area - A member of the Lion's club, John Herre, requested to update the Commission on the meeting with the Steve Grittman, City Planner, and the Lions club. The meeting was held at the site of the future park. Herr stated the Lions were anxious to continue with the project and were willing to start with clean up of the area. If the City could provide a dumpster the members of the club would clean up the area this fall. Herr also volunteered the Lions club for future construction help if needed. The club would be willing to help with any labor projects but monetary contribution would be the City's responsibility. B. Mowing of the pathway from Prairie Creek Park to Jerry Liefert Drive- The Parks Commission discussed the pathway along County Road 75 from Prairie Creek Park area to Jerry Liefert Drive. After discussion it was decided to mow the grass along this area because of the weeds and unkept appearance of the pathway. ROBBIE SMITH MADE A MOTION TO HAVE THE CITY CREWS MOW ALONG THE PATHWAY AREA FROM COUNTY ROAD 75 TO THE RAILROAD TRACKS AND FROM THE PRAIRIE CREEK TO JERRY LIEFERT DRIVE AS SOON AS POSSIBLE. SECONDED BY RICK TRAVER. Motion passed unanimously. C. Update on the planting project County Road 118 and School Boulevard - Fran Fair, Larry Nolan, and Rick Traver had organized a group of volunteers to plant about 100 bushes. The group would finish the project with plastic and wood chips on September 29,1997. D. Doug Navinski, Monticello Rotary Club, stated the Rotary Club was interested in volunteering their help with Prairie Creek Park by providing an annual clean-up each spring, planting of flowers and miscellaneous labor in the park. The club might also be able to help with purchasing of park benches and picnic tables. Roger Mack, Street and Parks Superintendent, stated he plans to have the city crew do more cleanup yet this fall. There are large trees down and debris in the creek that will need to be removed with heavy equipment and the use of the wood chipper. E. The Parks Commission received a copy of the City Council item regarding the Page 4 . . . Parks Commission Minutes - 9/18/97 proposal for the parks comprehensive plan.
