MONTICELLO INDUSTRIAL EVELOPMENT COMMITTEE
Wednesday, November 4, 1984 - 7:00 A.M.

Members Present: Co-Chairman Jay orrell, Co-Chairman Gary
Wieber, Wayne B1 well, Arve Grimsmo, Ron Hoglund,
Shelly Johnson, arvey Kendall, Bud Schrupp,
Don smith, and 'lIen Pelvit.
Co-Chairman Jay Morrell opened the; eeting asking for approval
of the 10/18/84 minutes. Arve Gr~msmo moved to approve the
minutes and was seconded by Shell Johnson. Passed 11-0.

The next item on the agenda dealt with choosing a professional
(instant recognition) voice-over or our video update, starting
with a sample of Dave Moore's voi Each voice was briefly

voices were. The Committee asked for the cost of Dave Moore
versus any of the other voices. en Allen stated that the
additional cost of $400 covered a I voices, Don Smith moved
to use Dave Moore's voice for the video update and was seconded
by Gary Wieber. Passed 11-0. Do Smith asked what progress
had been made to date. Allen sta ed that a majority of the
outdoor shots were taken and the emainder would be taken in
the spring. During the winter mo,ths, editing and scripting
would be completed. The completi n of the video was scheduled
for June. Co-Chairman Morrell as ed if we had a deadline with
River City. Allen stated that we did not. Don Smith and Jay
Morrell questioned why it would t ke as long as 9 months to
complete the video production. A len stated that this was mainly
due to capturing FSI, Bondhus, an the old Maus Food building
after their completions. Another reason was to spread out the
amount of work needed to rework t e script. Allen stated that
this must be worked in between ot er duties and projects. The
consensus of the Committee was to proceed with completion of
the update. They felt that if we waited, something else would
come up and postpone it even long r. Don Smith questioned the
need for showing this at future t ade shows, etc. Allen stated
that he would be going to some tr de shows if they were industrial
orientated, but as a spectator on y. In the meantime, we have

has proposed a cooperative advertising program for the current
22 Star Cities. The action neede at this meeting is for the
Committee to decide whether to pu ,sue the advertising program.
The second question is which opti n. $20.000.00 or $30.000.00.

Co-Chairman Morrell reviewed the survey designed for locating
strengths and weaknesses in Monti: ello's development process.
He felt this was something that h s taken time to develop and
should be implemented soon. He a. so stated that he thought
a survey/questionnaire with check type answering system. This
would allow the developer a chanci to think over their answers
prior to Allen's call. It was aI, 0 suggested to have a set
of pre-arranged questions to ask he developers. Shelly Johnson
suggested using the cover letter s a basis for the actual survey/worksheet
type questionnaire. The Committe directed Allen to draft a
sample questionnaire and return t Committee members as soon
as possible.

In other business, Co-Chairman Mo rell mentioned the new businesses
that Delano has recruited as of I te. Shelly Johnson stated
that a few Committee members visi ed with Mr. Bud Garth of Bud's
Pizza in Norwood and since has de ided to relocate to Maple
Lake. Allen stated that he had b en back in touch with Mr.
Garth with a more definite propos I, one that inCluded a new
building and one that included an existing building. More specific
tax increment finance numbers wer given, and he elected to
relocate in Maple Lake. One of h s main concerns was being
close to his home in Annandale. at ever problem he had with
City officials in Annandale, it s not resolved. Allen further
stated that Maple Lake explains eir process as tax increment,
financing. It works like this: he developer pays $5,000 for
the property, and the taxes are rgiven for a number of years.
He stated that this did not seem ppropriate and that Monticello
could not compete with this type f offer. Allen was tOld,
by a Maple Lake businessman, that here were no legal documents
such as Monticello uses. Jay Mor ell asked who in Maple Lake
is tying all these things togethe. Allen stated that it appeared
the City Council was making these deals. Allen stated he would
also get back in touch with Bud G rth and get more information
on Maple Lake's TIF process.

Gary Wieber commented on the repo t that Don Cochran asked Allen
to prepare for his HRA budget pre entation to the Council.
He added that we dwell much more n the business that we lose
or do not attract than those we d. During the last two years,
members of this Committee and the RA have been involved with
approximately four industries. T ey have or will expect to
provide approximately 400 ~ jobs, annual salaries of $5.7 million/
year, estimated market value of $3.9 million, additional tax
base of $181,000. Co-Chairman Wie er stated that this Committee
played a roll in some of that deve, opment. For example, the
Committee believed that if it were not for Shelly'S personal
relationship with the JOhnson'S, I I might not have located
