1. Call to Order
Kevin Steffensmeier called the regular meeting of the IEDC to order at 7:00 a.m.
2. Approve Minutes:
a. June 4th, 2019 meeting minutes
STEVE JOHNSON MOVED TO APPROVE THE JUNE 4TH, 2019 MINUTES.
MIKE CARR SECONDED THE MOTION. MOTION CARRIED, 12-0.
3. Consideration of Adding Items to the Agenda
The IEDC did introductions. Jim Thares added that he would like to discuss the addition
of Megan Hanson to the IEDC.
RANDY SKARPHOL MOVED TO APPROVE THE IEDC AGENDA. JONI PAWELK
SECONDED THE MOTION. MOTION CARRIED, 12-0.
Jim Thares introduced Megan Hanson to the IEDC. Hanson spoke about her experience
and interest in serving on the IEDC.
JONI PAWELK MOVED TO RECOMMEND APPOINTMENT OF MEGAN HANSON
TO THE IEDC. CHRISTOPHER CHURCH SECONDED THE MOTION. MOTION
CARRIED, 12-0.
4. Consideration of auuointin2 member to the Comurehensive Plan Advisory
Subcommittee
Jim Thares explained the Comprehensive Plan process of which the visioning portion is a
part of will be completed throughout the next two years. He explained that the City was
looking for one representative to sit on the committee.

MOTION. MOTION CARRIED, 12-0.
5. Manufacturer's Week Event Planning Update and Discussion
Jim Thares explained that Minnesota Manufacturing Week is October 1-7. Thares
suggested hosting the Monticello Manufacturing Appreciation breakfast event eon
Wednesday, October 9. Thares noted that the format of the event would be similar to last
year. He asked the IEDC about desired speaker ideas.
It was suggested to ask Steve Grove (MN DEED Commissioner), Peter Frosch, Greater
MSP Executive Director, was another suggestion. The potential of asking a St. Thomas
University real estate professor to speak ,was also suggested along with ideas of inviting
a former speaker who has been involved in the Central Minnesota Manufacturing
Association (CMMA) or Brian Kosloski at Wright Technical Center.
Thares thanked the members for the suggestions and said he would follow up with staff
on the suggested ideas.
6. Consideration of Update of BR&E Visits — Verbal updates to be provided
Jim Thares explained that staff and IEDC members recently completed two BR&E visits.
The visits were completed at Midwest Precision Machining and Ultra Machining
Company. The themes from these discussions included business retention and the hiring
of open positions. Midwest Precision Machining also mentioned persistent issues with
electrical brown outs and total loss of power at their facility located on Chelsea Road
East. The power interruptions cause machines to corrupt precision parts that are in
process. Andrew Tapper said that Genereux's facility, also located on Chelsea Road
East, has not experienced power interruptions. Randy Skarphol said he followed up with
several other businesses near Midwest and they also had some occasional interruptions.
Chris Chrurch, Xcel, made note of the concerns and said he would follow up with Xcel
service staff.
Thares indicated that the BR&E visits were completed for the year. He said the goal
would be to complete six or seven visits that in the spring and summer of 2020 with
IEDC involvement again.
7. Table Topic: Xcel Energy 2019 Integrated Resources Plan — Update -Expected
Impacts
Christopher Church provided an update on behalf of Xcel. He explained that the
Integrated Resource Plan (IRP) was completed for the next seven years. The plan was
completed in the best interest of the customer from a cost perspective. It is the goal of
Xcel to be 100% coal free by 2050. Xcel's Monticello plant is set to end its license in
2030. The updated IRP has Xcel requesting to the Nuclear Energy Commission (NEC)
that the license for the Monticello facility be extended for an additional 10 years with

another potential 10 years after the initial period for a total of 20 more years taking the
timeline out to 2050. The IRP also recommends closure of several coal plants including
Sherco 3, Becker, MN, in 2030 and the King Plan in the east Twin Cities metro area in a
similar timeframe. The Red Wing Nuclear facilities are on a different license timeline
and will be addressed in the next IRP document due out in about 7 years.
8. Retorts (Verbal Retorts):
a. Economic Development
Jim Thares provided the economic development report. He included a report of
the building permits to date. He explained that Project Novus, a new
manufacturing facility, is moving forward.

c. City Council
None.
d. Chamber of Commerce
Marcy Anderson explained that Riverfest was a success. She also added that the
next Chamber lunch would be held on August 20th. Xcel Energy and the
summary of the IRP document and recommendations will be the main topic.
