RESOLUTION NO. 2020-16
APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING
ADVERTISEMENT FOR BIDS FOR THE 2020 STREET IMPROVEMENTS PROJECT,
CITY PROJECT NO.200001
WHEREAS, pursuant to resolution approved by the City Council on December 9, 2019, the City
Engineer has prepared plans and specifications for the 2020 Street Improvements Project, City
Project No. 200001 which include the milling and/or removal of existing pavement and
overlaying of new pavement; curb and gutter replacements; storm sewer and drainage
improvements; pedestrian improvements; traffic control; signage; and other necessary
appurtenant work in the following areas of the City as detailed in the Feasibility Report:
• Meadows/Balboul/Anders Wilhem Estates Neighborhood
• Cardinal Hills Neighborhood
• Oakridge Neighborhood
• Wastewater Treatment Plant
WHEREAS, the City Engineer has presented such plans and specifications to the Council for
approval;
NO W THEREFORE, BE IT RESOL PED B Y THE CITY COUNCIL OF MONTICELL 0,
MINNESOTA:
1. Such plans and specifications, a copy of which is on file in the office of the City Clerk,
are hereby approved.
2. The designated authority shall prepare and cause to be inserted in the official paper and in
the Star Tribune and/or Construction Bulletin or Finance & Commerce paper an
advertisement for bid upon the making of such improvement under such approved plans
and specifications. The advertisement shall be published no less than three weeks before
the last day for submission of bids, once in the City's legal publication and at least once
in either a newspaper published in a city of the first class or a trade paper. To be eligible
as a trade paper, a publication shall have all the qualifications of a legal newspaper except
that, instead of the requirement that it shall contain general and local news, such trade
paper shall contain building and construction news of interest to contractors in this state,
among whom it shall have a general circulation.
Any bidder whose responsibility is questioned during consideration of the bid will be
given an opportunity to address the Council on the issue of responsibility. No bids will
be considered unless sealed and filed as set forth in the instructions to bidders in
compliance with the requirements of electronic bidding and bid security.
