SPECIAL MEETING — MONTICELLO CITY COUNCIL
Monday, November 25, 2019 — 4:15 p.m.

1. Call to Order
Mayor Brian Stumpf called the special meeting to order at 5 p.m.
2. 4:15 p.m. CLOSED MEETING — City Administrator Annual Review
3. 5:15 p.m. Monticello/Wright County Special Response Unit (SRU) Update
Jeff O'Neill introduced the item and Tom Johnson, firefighter/Xcel Energy, and Ryan
Schmitz, Cargill. Mr. O'Neill commented on the discussions between Cargill and the city
in regard to funding the program which includes firefighter training and unit
maintenance. The city has been asked to share in the funding moving forward. If there
isn't a partnership to cover the cost, the unit may die for lack of funding.
Mr. Schmitz, Cargill, noted that Cargill has funded the unit since the beginning but it was
never their intention to continuously fund the whole thing. He added that Cargill has
contributed approximately $100,000. The annual maintenance cost is approximately
$8,000410,000 per year. There is the current need of training which costs approximately
$45,000.
The Council discussed other jurisdictions participating since they receive a benefit. Mr.
O'Neill noted that no other jurisdiction has expressed interest in participating in the cost.
Mayor Stumpf commented that he is going to bring this item to the Mayor's Association
meeting in March.
The Council was in agreement that the city should help fund the program. Mr. Schmitz,
Cargill, commented that Cargill would be willing to continue with the annual
maintenance cost as long as there was participation to cover the training costs. The
$45,000 in training costs covers approximately five years.
Councilmember Hilgart moved that the city commit $45,000 to pay for the training
of firefighters to help support continuing the program. Councilmember Davidson
seconded the motion. Motion carried unanimously.
4. 6 p.m. Fire Station Project Update
Dan Klein, Fire Marshal, Emergency Services, provided an update of the new fire station
proj ect.
