PARKS COMMISSION
Thursday, November 16,2006 - 4:30 p.m.

Members Present:
Ben Hitter, Nancy McCaffrey, Larry Nolan, Rick Traver and Council Liaison,
Tom Perrault.
Members Absent:
Fran Fair
Others Present:
Seth Nelson, Park Superintendent.
1. Call to Order.
Chair Nolan called the meeting to order at 4:30 p.m. and declared a quorum present.
2. Approve minutes of the October 26. 2006 re,!Ular Parks Commission meetin2;.
BEN HITTER MOVED TO APPROVE THE MINUTES OF THE OCTOBER 26, 2006
REGULAR PARK COMMISSION MEETING. NANCY MCCAFFREY SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
3. Consideration of adding: items to the ag:enda.
The following items were added to the agenda: 1) Christmas lights at East Bridge Park;
2) Possible concession stand for freeway fields; 3) Cemetery fence and sidewalk; 4) Pioneer
Park Play Equipment; 5) River Mill pathway; 6) Mississippi Park (Swan Park) Parking Lot and
7) Sunset Ponds.
4. Citizens comments and reQuests.
No one spoke under citizens comments.
5. Park Maintenance.
Park Superintendent Seth Nelson reviewed the work completed by his staff. The playground
equipment at Pioneer Park has been installed except that additional wood chips are needed in
order for the installation to be completely finished. The have also been doing work on the
cemetery fence. He discussed the work being done in conjunction with the Lions Club on the
Christmas Village at East Bridge Park. This work should be completed by December I st.
6. Other Items:
Lights at East Bridge Park: It was noted that the lights that were used on the tree last year
couldn't be located. There is a possibility of getting some lights donated.

Freeway Fields Concession Stand: Seth Nelson asked if the Parks Commission had ever
considered constructing a concession stand for freeway fields. The Parks Commission
discussed this but felt a decision on putting in a concession stand should be held offuntil it is
seen what kind of revenue would be generated. Seth Nelson stated that Kitty Baltos, MCC
Director had mentioned getting a trailer that would be used for concessions if there were no
plans to build a concessions building.
Cemetery Fence and Sidewalk: Larry Nolan stated there are three sections of sidewalk that
can't be placed because of utility poles that need to be relocated. Seth Nelson indicated the
plans were to pave the area once the poles were relocated since it is too late in the year to get
the concrete in. The concrete for these sections would be done next year. Nancy McCaffrey
asked about the roads going into the cemetery. Seth Nelson indicated that crushed granite
would be brought in and the roads would be paved next year.
Pioneer Park Play Equipment: Except for the swings and remaining wood chips the project is
basically complete.
River Mill Pathway: The pathway is just about done. Seth Nelson stated that trimming of the
trees would be done later this year.
Swan Park: The parking lot work is completed but there is fairly steep grade to it. The Parks
Department will be putting up railings at the site. Larry Nolan questioned the $88,000 cost for
this work and was wondering if the Parks Commission could get more detailed information on
what was all covered in the $88,000 figure.
Sunset Ponds: There is still a big pile of dirt on the site. Larry Nolan felt the site should be
graded and ready to be worked on next year. When the work is done the site should be left
with 4" of topsoil.
December Meeting: It was discussed that the December Parks Commission meeting falls on
the week between Christmas and New Year's. The Parks Commission decided to move their
December meeting to December 21 st instead of December 28th.
Meetings: The Park Commission was given information about an upcoming meeting being
conducted by the Wright County Park system on Monday, November 27,2006. Seth Nelson
also reported on a meeting he attended relating to land use/green space planning.

There is a Council meeting scheduled for 5 :30 p.m. on the 21 st as well. Tom Perrault will need to
attend the meeting and I have to take minutes at that meeting so it would be very much appreciated
if the Parks Commission meeting could be substantially completed by that time.

-Added fill to Pioneer Park around the play structure
-Completed install of fencing at Freeway Fields
-Hauled and spread load of conbit to 4th Street Park
-Locate irrigation lines for Lions Project

-Installed new bulbs at Xce1 for the security lights
