MINUTES
SPECIAL MEETING - MONTICELLO PLANNING COMMISSION
August 22, 1983 - 7:30 P.M.
Members Present: Joyce Dowling, Don Cochran, Jim Ridgeway, Richard
Carlson, Ed Schaffer.
Staff Members Present: Gary Anderson.
Council Members Present: Mayor Arve Grimsmo.
The meeting was called to order by Chairman Jim Ridgeway at 6:50 P.M.
2. Approval of the Minutes.
A motion was made by Don Cochran, seconded by Joyce Dowling to
approve the minutes of the August 9th, 1983 meeting.

Public Hearing - James Powers - Front and Rear Yard Setbacks
and parking Space Requirements.

Jim Powers was present to present his proposed new plan for
additional parking spaces. Most of the discussion centered
around the parking variance requirements. Mr. Powers indicated
that he has 201 parking spaces. The number require~ if this
facility is being used as a health club center only, would be 190
spaces, but if it were being used as a joint business establish-
ment containing a bar/lounge in the upper floor, it would
require 215 parking spaces, therefore, Mr. Powers would be short
14 parking spaces. He has requested a variance to this parking
space requirement. Commission members voiced their concern
regarding overflow parking and also, if Mr. Powers does proceed
with plans for expansion in the spring of 1984, where he intends
to accommodate additional parking. Mr. Powers indicated that in
the northwest corner of his property, there is a vacant adjacent
lot in the rear of Longley's Glass Hut. Mr. Powers currently
has a verbal agreement with Mr. Longley to park over flow park-
ing in this area. The Planning Commissi~n members asked if
there would be any problem in obtaining an agreement with Mr.
Longley in writing regarding this additional parking space.
Mr. Powers indicated that this would be no problem and would
pursue this matter further. Another concern voiced by Planning
Commission members was that on the plan submitted, there was
no proposal for an access to get to the rear of the property.
Mr. Powers stated that there will be an access put in to
service the rear of the property during construction and also
to serve as an emergency entrance and exit only at this time.
Taking the above statements into consideration, a motion was
made by Ed Schaffer, seconded by Don Cochran, to approve the
variance request of l4 parking spaces and also to approve the
20 foot variance in the front and rear setbacks. The motion
was carried unanimously.

Due to a conflict in our next regularl~ scheduled meeting that
was tentatively scheduled for September 13, 1983, a motion was
made by Ed Schaffer, seconded by Joyce Dowling to approve
setting the next tentatively scheduled meeting for the Planning
Commission to September 6, 1983, at 7:30 P.M.
The regularly scheduled meeting that was to be held on Septem-
ber 13, 1983 has been taken by the City Council due to the
fact that their regular meeting to be held on September 12,
was cancelled until September 13. The City Council cancelled
their meeting because of the annual Industry and Business Day
Banquet scheduled for September 12, 1983.
There being no further business, a motion was made by Ed
SChaffer, seconded by Richard Carlson to adjourn the
meeting. The meeting adjourned at 7:05 P.M.
