Planning Commission Minutes 01-08-1985 . -.- . MINUTES REGULAR MEETING - MONTICELLO PLANNING COMMISSION January 8, 1985 - 7:30 P.M. Members Present: Jim Ridgeway, Richard Carlson, Ed Schaffer, Joyce DOWling. Members Absent: None. Staff Present: Thomas Eidem, Rick Wolfsteller, Gary Anderson. The meeting was called to order by President Jim Ridgeway at 7:35 P.M. Motion by Ed Schaffer, seconded by Richard Carlson, to approve the minutes of the December 11, 1984, Planning Commission meeting. 3. Public Hearing - Conditional Use Request to Allow an Apartment Building to be Built in Excess of 12 Units - Applicant, Joseph G. Poehler & Associates. Mr. Joe Poehler was present with his proposal to build a 24-unit low to moderate income subsidized housing apartment building. Mr. Poehler's apartment building would be a 2-story building, 16 one-bedroom units and 8 two-bedroom units. The one-bedroom units would consist of 616 sq. ft., and the two-bedroom units would be composed of 716 sq. ft. of room area. Tom Eidem, City Administrator, explained to Planning Commission members the background of the proposed new plat, that being Mr. Marvin George of Marvin George Builders, current owner of the Outlot A, Country Club Manor Addition in the City of Monticello. Mr. George will be coming in at the next Planning Commission meeting with his proposal to subdivide the 12 plus acres in Outlot A. Planning Commission Chairman, Jim Ridgeway, questioned the building setbacks without a proposed lot. zoning Administrator Anderson countered that Mr. Poehler's original project was proposed to be built on the land in Outlot A adjacent to County Road 39 and Country club Road. With the initial plans as submitted, the proposed 24-unit apartment building would meet the minimum setbacks as required in R-3 Zoning. Planning Commission Chairman, Jim Ridgeway, opened the meeting up for any input from the public. Tracy Salzwedel, resident of Country Club Manor Addition, questioned the parking lot location in proportion to the apartment building. Mr. Poehler answered the parking lot would be immediately east -1- Planning Commission Minutes - 1/8/85 . of the proposed apartment building. Mr. Leo Mazer, also a current resident in Country Club Manor, questioned the type of housing and the increased amount of traffic by such type of new development, citing the increased traffic and with this type of housing, generally lower income people, would bring increased amount of theft and vandalism to the area in question. Mr. Tom Hitchcock, also a resident of Country Club Manor, questioned as the type of housing and the devaluation of their residential homes in the areas property valuations. Mr. Poehler replied that the type of housing would be low to moderate income subsidized housing and that the apartment building itself is of the nature of a well-constructed apartment building, that being permanent type siding is being installed with some exterior brick involved also, that the buildings, by federal government guidelines, are of the nature of a better quality type of construction and appearance than have been in previous years. Tracy Salzwedel questioned the amount of rent. When he was currently renting, $225.00 was the minimum that a rental unit could be found for and that with the lower rental rates for this apartment building how it would devalue their property values. Mr. Poehler countered that the minimum amount of rent to be paid per month would be $190.00. He also indicated that that doesn't mean that any and/or all of the proposed tenants in the building would qualify for the minimum amount of $190.00 per month rent. Mr. Poehler indicated a survey that was conducted back in June of 1984 showed that there were many working people that were at entry level working positions in their jobs with an income of $8,000.00 to $12,000.00 per year, with those types of people most likely to rent an apartment in his building. Mr. Deland Larson presented to Planning Commission members a signed petition from property owners in Country Club Manor stating their objection to Mr. Poehler's proposed apartment project. Mrs. Rick Haugeto indicated that Mr. Marvin George, the developer, had indicated to Country Club Manor residents before purchasing their new homes that the area in question, Outlot A, was to be for townhouse units only. . Chairman Jim Ridgeway closed the public hearing at this time. Motion by Ed Schaffer, seconded by Richard Carlson, to deny the conditional use request for an apartment building to be built in excess of 12 units. Voting in favor of the denial was Richard Carlson, Ed Schaffer, Jim Ridgeway. voting against: None. Abstaining: Joyce Dowling. 4. Public Hearing - Variance Request to Allow No Off-Street Enclosed Parking Spaces for a Multiple Family Apartment Building - Applicant, Joseph G. Poehler & Associates. This public hearing was not held because with the previous motion on the public hearing, Mr. Poehler does not have a project to act on for this variance request. . -2- Planning Commission Minutes - 1/8/85 . Additional Information Items 1. Motion by Joyce Dowling, seconded by Ed schaffer, to set the next tentative date of the Monticello Planning Commission meeting for February 12, 1985, at 8:00 P.M. 2. zoning Administrator Anderson informed Planning Commission members of the next possible appointment to fill Don Cochran's Planning Commission seat that is to be filled by Mr. Richard Martie. 3. Zoning Administrator Anderson indicated to Planning Commission members the City staff was working on the zoning section of the new Comprehensive Plan and would be getting back to them at the next meeting on their work progress. 4. Chairman Jim Ridgeway asked zoning Administrator Anderson to set the February Planning Commission meeting as the meeting for the election of officers. . 5. Discussion was then held on a sketch plan for Construction 5's new subdivision proposal as presented by City Administrator, Thomas Eidem. Mr. Eidem indicated that the sketch plan as presented shows the extension of Lauring Lane at the intersection of Washington street and Lauring Lane. The proposed new subdivision would create four additional lots with the zoning not yet determined. The City is currently negotiating with the property owner, Construction 5, in vacating portions of platted streets in exchange for the extension of Lauring Lane. The consensus of Planning Commission members present, Jim Ridgeway, Richard Carlson, Joyce Dowling, and Ed Schaffer, was their approving the sketch plan as presented for Construction 5. 6.
