Tom Pawelk shared a written thank you note he received regarding the city's kindness and
helpfulness with selecting burial plots at Riverside Cemetery.
5. Health Equity presentation and discussion. (AB)
Anna Bohanon gave a presentation on health equity and discussion followed. The video
that she shared can be viewed at: https://www.youtube.com/watch?v=tZd4no4gZnc.
Key points to note: as we are planning and redeveloping parks and trails in Monticello it
will be important to keep in mind that not all children have the same abilities and some
may have physical challenges and are unable to climb ladders, etc. We should ensure that
we are meeting the needs for playgrounds, parking and transportation and making sure

people can get around how they want to. Another important factor is to make sure that we
have connections available from neighborhoods to parks.
Sue Seeger noted that she has ideas about Montiview Park and how to allow for better
ADA accessibility; this will be put on the next meeting agenda for discussion.
6. Ped Count Walnut and Broadway. (AS)
Angela Schumann said the city is working to make improvements on Walnut & Broadway,
and adding curb extensions for pedestrian safety. Council authorized going out for bids on
the project which also includes an accessible ramp on Walnut & River. Because we want
to demonstrate the importance of the improvements, it is important to do a count on walking
& biking. Schumann said she wants to do the counts before the improvements, after the
improvements and then yearly thereafter. Volunteers are asked to perform the counting,
and counting will take place in April, May and August, one week in each month at various
times throughout the day. Schumann distributed a sign-up sheet and said that she will email
the volunteers with detailed instructions.
7. Appointee for Community Vision & Comprehensive Plan RFP Subcommittee.

Angela Schumann said that the Council authorized the release of the 2040 Monticello
Community Vison & Comprehensive Plan RFP. To assist in recommending a final
consulting firm for the project, a subcommittee is being established. The Parks & Rec
Commission is asked to appoint a representative to the Monticello Community Vision &
Comprehensive Plan Proposal Review Subcommittee. This committee will meet
approximately 2-3 times during the month of April to review the submitted proposals and
recommend a final group of proposing consultants to be interviewed by the Planning
Commission and City Council. Commission member Karen Vetsch volunteered to serve
on the subcommittee.
8. Motion to approve alcohol use with shelter rental agreements in designated
city parks. (TP)
Tom Pawelk said the Parks & Rec Commission is asked to provide a recommendation as
related to the sale and use of alcohol and city parks. Pawelk said that staff has discussed
alcohol use in Monticello city parks and determined the most appropriate option will be to
allow alcohol with facility rentals at the premier parks of East Bridge, West Bridge, Ellison
and Pioneer Parks, to include wine and beer only and no glass bottles.
With the Bertram Chain of Lakes Athletic Park residing outside of the city limits, the park
is under county ordinances. At this time, the sale or use of alcohol is prohibited in county
parks. Wright County staff is bringing a proposed amendment to the county board for
approval. The amended ordinance would allow malt beverages and wine, not in a glass
container, to be possessed or consumed at reserved county park facilities and in designated

and permitted campsites; however, never to permit alcoholic beverages within 500 feet of
an organized youth activity.

ALCOHOL USE POLICY TO ALLOW ACLOHOL AT THE FOUR PREMIER
PARKS, EAST BRIDGE, WEST BRIDGE, ELLISON, AND PIONEER WITH
FACILITY RENTALS; AND TO FOLLOW THE WRIGHT COUNTY PARK AND
RECREATION ORDINANCE FOR THE BERTRAM CHAIN OF LAKES REGIONAL
ATHLETIC COMPLEX. MOTION SECONDED BY ANNA BOHANON. MOTION

9. Motion to approve history sign format for EB/WB Parks. (TP)

10. Wright County Great River Trail planning grant award. (TP)
Tom Pawelk said that HKGI is the engineering firm hired for the planning project. The
plan will need to be in place in order to apply for future grants through the Legacy Fund.
Pawelk said he is not directly involved with the project but that the Monticello City
Administrator is, and the city will be billed for their portion of the study. Anna Bohanon
said she is involved because there is a SHIP award with the project.
11. Bertram Chain of Lakes Athletic Park preconstruction update. (TP)
Tom Pawelk said the contractor is New Look Contracting and the start date is April Stn,
with a ground breaking ceremony planned for April 24th. The project is expected to wrap
up in November.
12. Crack filling/fog sealing trail scope area. (TP)
Tom Pawelk said is still in the process of determining which trails will be included in the
maintenance project this. The project will take place in August and a maintenance map will
be posted on city website at that time.
13. Creative Arts Consultant update. (SS)
Sue Seeger presented her update with key points, including:
• Home Community Art Project Show 4/26-27: Collecting submitted artwork for
that. Getting feedback that people are working on things. Set up a link for people
to purchase tickets at the Friday night opening gala along with the spring wine
tasting and a string quartet has been hired to play at the event. This is the first try
at something like this and wise to keep expectations somewhat low.

• Public Art Grant: At the MCC on the curved area of the building at Walnut & 6'
Street, a local artist will be creating art panels on vinyl mounted on plywood and
then attached to the exterior of the building. The panels are 4' wide and the
longevity is 5-10 years. The artwork will belong to the city. Seeger shared an artist
rendering of what the design will look like.
• School Grant: The School District submitted their first ever arts grant to create a
mural in downtown Monticello (location yet to be determined). With this, they will
also develop a training group of young artists.
• Monti Arts Building: The Parks Department has done a wonderful job remodeling.
The building will be open in about a month and a soft opening is being planned for
April 13th, with a big grand opening on May 11th. First workshops there on
Saturday. Seeger said she has purchased some tables and other tables have been
donated, along with donated shelving units, pallet racking, and bar stools. They will
start holding the first workshop there on Saturday. Seeger also noted that three
artists have agreed to donate their artwork to the building.
• Arts Advocacy Day at the State Capital: Sue said she attended along with 100s
of other art supporters. The purpose or the visit was to encourage continued support
for arts funding and with this being a funding year it was important to attend as
many of the legislatures in our area are more conservative, with a few of them being
anti -arts funding. Seeger said it turned out to be very positive and the two that were
against arts funding had flipped their position by the end of the discussion, and in
some part that is partly due to what we are trying to do in Monticello by using arts
as a community building tool and this was new to them and they were in favor of
using art as a tool for this practical purpose. One of those against arts funding
actually asked to be added to the MontiArts email list so that if we have a
photography event in 2020, he might be able to participate or attend.
• 2020 Photography Project: This is something that is in the works for what a
photography event may look like and this could happen in 2020. Chris Lommel has
agreed to come on board and teach photography workshops.
• Arts Car: This is a possibility for this year but it has not yet been finalized.
• Stitch Group: A stitch group is going to start operating out of the MontiArts
building and they may look at a couple possible public projects involving fiber art.
• Grants: There is an AARP grant due in a couple weeks that Sue will be submitting.
In summary, Seeger said she is planning door to door "neighbor" visits with downtown
businesses to introduce MontiArts as their new downtown neighbor. She will be posting
future videos about MontiArts downtown and will work on scheduling workshops. It will
also be important in the future to discuss with the city on how MontiArts will receive
revenue and to get an operations plan in place.

Transactions and visits
Year to date (02.28.19), the MCC processed 16,093 transactions compared to 16,326 transactions last year. The
MCC year to date revenue is up from the previous year by $36,103, totaling $277,625. Year to date
membership visits are down by 1,104, totaling 27,958 visits. This is probably due to the weather we had in
February. Members are at a total of 5,528 compared to 6,129 last year at this time.

Program updates
The MCC main sign on the corner of Walnut and 6th Street will be replaced this spring. A rendering of the sign
is attached.
Our new cardio equipment has arrived! We now have nine new treadmills and five new bikes.
March has been a busy month for our rental division. The Mississippi room hosted an Early Childhood Family
Education conference, a holistic expo, a wedding, a girl's hockey banquet and dance team banquet, three days
of State of Minnesota Homeland Security meetings, Chamber lunch, Cargill appreciation event, Community
Adult Mental Health seminars, and our regularly scheduled city meetings. We also had two lock -ins and the
Woman of Today Craft Show in the facility. We hosted 24 birthday parties in the party room. A church is
renting the newly renovated upstairs suite at the Prairie Center every Sunday for their church services.

Consideration to review for recommendation park dedication requirements for the
preliminary plat of Spirit Hills South. (AS)
REFERENCE AND BACKGROUND
The Parks Commission is asked to consider a formal recommendation related to park dedication
requirements for a proposed 48 -unit residential plat, Spirit Hills South.
RW Land Holdings, LLC is seeking approval of a preliminary plat, rezoning to PUD and
development stage planned unit development for the subdivision of 48 single-family residential
units. The subject site is located south of Montiview Park, along Fenning Avenue. The
proposed plat is the second phase of a previously approved multi -phased plat and planned unit
development, which was originally approved by the City in 2003. The original PUD included
both the north portion of Spirit Hills, which has been and is currently under development as a
townhome/condominium project north of Montiview park, and the south portion, which was
proposed to include 50 single-family lots. The original preliminary plat approval for Spirit Hills
South has since lapsed. To develop the project, the developer has submitted a new application as
noted.
The area to be platted is approximately 24.88 acres. The plat site is currently undeveloped and is
adjacent to existing single-family homes to the south (Hillside Farm) and east (Wildwood).
Large lot residential parcels (located in the township) are located across Fenning to the West. As
noted, Montiview Park is located directly to the northwest, with an additional vacant outlot also
to the north.
The plat is located in an area guided under the Comprehensive Plan as "Places to Live" and is
proposed to be zoned R -A — Residential Amenities, which is intended to provide for low density
single-family dwellings and directly related complementary uses. The R -A zoning is consistent
with the prior PUD. Therefore, the proposed use is consistent with the Comprehensive Plan and
the zoning ordinance.
Under State Statute 462,358, with platting or replatting, the City has the option of either
requiring a land dedication for park, or the City can collect park dedication fees — referred to as
"cash in lieu". The Park & Recreation Commission's consideration is related to a
recommendation for this allocation, which is currently set by City Ordinance at a dedication of
11 % of the land or cash -in -lieu equivalent.
Under Minnesota statutes, the City may set this fee to be equal to the value of raw land no later
than at the time of final plat — this is the value of raw land that is immediately developable, but is
not yet actually developed.
The previous plan for the Spirit Hills development did not include the dedication of land for
park. Similarly, the current plan does not propose a park, but does propose two outlots to be

dedicated to the City for pathway purposes. The developer proposes to dedicate Outlots A and
B, at approximately .26 acres in total. The Parks Superintendent has provided comment on the
location and alignment of the Outlots and pathways as part of the plat review.
The total land dedication based on 11% of the 24.88 acres is 2.74 acres. The differential between
the required and provided land dedication (2.48 acres) would be required to be paid as cash to
meet the city's dedication requirements.
The developer has indicated a willingness to construct the 10' paved pathways on both Outlots A
& B. The construction costs could be credited against the remaining cash dedication
requirement. In addition, City staff supports working with the developer to determine
construction requirements for the required pathway along Fenning Avenue. Due to the potential
for Wright County to take over Fenning in 2019, and a planned set of roadway improvements on
Fenning by the County in 2020, staff would suggest that the final design and credit be subject to
the City Engineer's recommendation.
Any construction costs in excess of the 11% dedication requirement would be credited to the
developer. The final credit will be based on actual construction costs.
An analysis of acreage, estimated construction costs and dedication requirements is attached as
supporting data.
The proposed land and cash mix is in support of existing pathway connections to the Hillside
Farm development and to Montiview Park to the north. In addition, given the direct proximity of
the subdivision to Montiview Park, no additional parkland dedication is recommended.
ALTERNATIVE ACTIONS
1. Motion to recommend a land park dedication at Spirit Hills for Outlots A and B as
proposed, with the differential between the required and provided land dedication to be
paid as cash or credit for construction costs associated with pathway construction on the
Outlots A and B and along Fenning Avenue as recommended by the City Engineer.
2. Motion of other.
STAFF RECOMMENDATION
Staff recommends alternative 1 above, based on the information provided within the Reference
and Background. It is recommended by staff that the city accept Outlots A & B as land
dedication, with all or a portion of the remaining cash requirement be paid in the form of credit
for pathway construction to occur with the development.

CHAPTER 6
PARKS, OPEN SPACE AND PUBLIC USE
SECTION:
11-6-1: Dedication Requirement
11-6-2: Cash Contribution
11-6-3: Delayed Dedication Payment
11-6-4: Purchase or Condemnation of Lands
11-6-5: Location and Configuration of Dedication
11-6-1: DEDICATION REQUIREMENT:
(A) Pursuant to Minnesota Statutes 462.358, Subdivision 2b, the City Council
of Monticello shall require all developers requesting platting or replatting
of land in the City of Monticello to contribute an amount of land for public
park and trail purposes. The location of said land shall be at the discretion
of the City Council. The amount of said land shall be reasonably
commensurate with demand that the platting or replatting places on the
City park system, as described in the Comprehensive Plan. For purposes
of this section, an amount of land equal to eleven percent (11%) of the
total gross land area of the plat shall be presumptively defined as
"reasonably commensurate." In the event that the subdivider objects to
the eleven percent (11%) standard, the City shall, at the developer's
request and expense, conduct a specific dedication study of the park
system and the demand placed on the system by the proposed plat. Prior
to conducting the study, the City shall obtain a waiver of statutory time
lines for plat approval during the conduct of the study. No approval of
final plats, nor construction of any improvements, shall occur until the
park dedication study is completed. In lieu of land dedication, the City
Council may require a cash contribution in accordance with Minnesota
Statutes, or a combination of both. The City Council's decision on land
and/or cash shall be made following recommendations from the City's
Park Commission and staff, in accordance with the Comprehensive Plan.

(B) In accordance with Minnesota Statutes, where the City Council determines
that the park dedication requirements shall be paid in a cash contribution,
the amount of said contribution shall be based on the market value of the
raw land not later than at the time of final plat. The City may require that
the subdivider provide an appraisal to determine the market value. In the
alternative, the city may, by Ordinance, establish a fee per residential unit
that will meet the cash dedication requirement. The determination of the
appropriate fee calculation shall be made by the City Council.

(C) The City Council shall not accept for credit against a subdivider's park
dedication requirement any of the following:
1. Delineated wetlands.
2. Land within a designated flood plain.
3. Land encumbered by a utility easement such as a petroleum or
electric power transmission line (except where such easement is a
standard platting requirement of the City of Monticello pursuant to
Section 11-5-4 of this Chapter, and where the City determines that
the land within the easement will be usable for park, trail or open
space purposes).
4. Land within a drainage easement or other land required for
stormwater treatment.
The City may, at its discretion, accept lands in the above categories for
park dedication purposes if it deems the dedication to be of public benefit.
No credit shall be given against the subdivider's park dedication
requirement, however, unless the City determines that the land will be
used for a specific public park, trail or open space purpose.

(D) Land dedicated for park purposes shall be transferred to the City of
Monticello by warranty deed. The transfer of said land shall occur at the
time of recording of the final plat. For multiple -phased developments, all
of the park dedication land shown on the approved Preliminary Plat shall
be transferred to the City upon recording of the first final plat, in the form
of Outlot(s) and shall not be shown as "Park" on the plat. The
Development Agreement may permit the phasing of said land transfer. In
addition, the Development Agreement shall grant the subdivider a license
to enter the park dedication land for the purposes of required grading,
seeding or other work approved by the City Council.

(E) In addition to the park dedication requirements listed above, each newly
subdivided lot shall pay a surcharge for park and trail development
purposes. The surcharge will be at a prevailing rate as determined by the
City Council.

11-6-2: CASH CONTRIBUTION: All monies collected from cash contributions shall be
placed in a special fund from which only those public uses as listed in (1) above
may be constructed or improved or land for those same uses may be acquired.
11-6-3: DELAYED DEDICATION PAYMENT: Upon petition by the developer, the
Council may approve a delay in the actual dedication of the cash required in lieu

of land until such time as development occurs on the property being platted
provided that a proper legal agreement is executed guaranteeing such dedication.
Delayed dedication payment shall include eight percent (8%) interest per year.
11-6-4: PURCHASE OR CONDEMNATION OF LANDS: Where a proposed park,
playground or other recreational area, proposed school site, or other public ground
that has been indicated in the official map and/or master plan is located in whole
or in part within a proposed subdivision, such proposed public site shall be
designated as such and should be dedicated to the City, School District, or other
proper governmental unit. If the subdivider chooses not to dedicate an area in
excess of the land required under this section hereof for such proposed public site,
the Council shall be required to act to approve or disapprove the plat of the
subdivision for a period of ninety (90) days after the subdivider meets all the
provisions of the subdivision title in order to permit the Council, School Board, or
other appropriate governmental unit to consider the proposed plat and to take the
necessary steps to acquire, through purchase or condemnation, all or part of the
public site proposed under the official map or master plan.
11-6-5: LOCATION AND CONFIGURATION OF DEDICATION: In such cases where
the developer is required to dedicate land area, the City Council of the City of
Monticello shall have the right to determine the geographic location and
configuration of said dedication.
