BCOL Advisory Council Minutes 12-02-2016MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, December 2,2016,8:00 a.m. Bridge Room, Monticello Community Center Members Present: Mark Daleiden, Jim Hayes, Jim Lindberg, Larry Nolan, Wes Olson, Scott Peterson, Glen Posusta, Pat Sawatzke, Brian Stumpf, Sandra Theros Members Absent: Martyn Dibben, Tom Jahnke, Jessica Pederson Staff Present: Beth Green, Brad Harrington, Stacy Marquardt, Ann Mosack, Tom Pawelk, Angela Schumann Others Present: Tim Hennagir, Graham Sones, Crisis Nursery Representatives 1. Call to Order. Vice -Chair Wes Olson called the meeting to order at 8:00 a.m. and declared a quorum present. 2. Consideration of approving minutes from November 4, 2016 meeting. LARRY NOLAN MOVED TO APPROVE THE MINUTES FROM THE NOVEMBER 4, 2016 REGULAR MEETING. MOTION SECONDED BY GLEN POSUSTA. MOTION CARRIED UNANIMOUSLY, 10-0. 3. Consideration of adding to and approving the agenda. A. Bertram Closing. JIM LINDBERG MOVED TO APPROVE THE AGENDA AS AMENDED WITH THE ADDED ITEM. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED UNANIMOUSLY, 10-0. 4. Request from Crisis Nursery to hold the 5K event and fundraiser. Allison Sherman and Consuelos Silbernagel, representatives from the Crisis Nursery presented their request to host the Timberdash 5K Run at Bertram. Silbernagel explained that the Crisis Nursery is a volunteer, non-profit program designed to prevent child abuse by providing emergency resources and child care for families facing crisis situations within Wright County. Services include counseling, overnight child care, food, diapers and baby formula, a 24-hour crisis hotline, and more. Services are offered for families with children from birth to age 17. There is no charge for the services so fundraising is critical to continue running the program. Over 150 families were helped last year by the Crisis Nursery in Wright County. The Crisis Nursery is requesting to move the event to Bertram from its previous venue at Lake Maria State Park due to the updated facilities at Bertram and the expanded trails which will allow for growth and improvement of the Timberdash Event. There have also been numerous concerns BCOL Regional Park Advisory Council Meeting Minutes: December 2, 2016 brought up about the course at Maria being too rough for the participants. The event date is October 7, 2017, and this will be the 8th Annual Timberdash. Last year there were 230 participants in the event. Brad Harrington said that if the Advisory Council approves the run to be held at Bertram, County staff will take it from there and work with them on setting up the course. A number of members brought up concerns about the park being overwrought with too many events which would inhibit access for the general public wanting to visit the park. The consensus is to look at limiting the number of runs at the park and spacing out the current events to allow for time to clean up and prepare between events. Pat Sawatzke noted that the Crisis Nursery is a very valuable group in Wright County and that it is a worthy cause. GLEN POSUSTA MOVED TO APPROVE THE ANNUAL TIMBERDASH FUNDRAISING RUN HOSTED BY THE CRISIS NURSERY TO BE HELD AT BERTRAM ON OCTOBER 7, 2017, AND TO BE REVIEWED ANNUALLY FOR APPROVAL. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY, 10-0. 5. Athletic Park Updates. Angela Schumann said the City Council voted to approve the Master Plan for the Bertram Athletic Park and it is in place and will guide the future development of the athletic park. The next step is to sit down with Monticello Township and also to work out a funding framework going forward for the phased improvements. Tom Pawelk said that next year he will be scheduling fields on the green space and will be meeting with the associations in the near future. Associations will need to complete a Facilities Use Request, which is being implemented in 2017 by the City, for requesting field use each year. 6. 2017 Bertram Blast Triathlon. Brad Harrington said that online registration is now open for the 2017 Bertram Blast Triathlon which is scheduled for July 22, 2017. The website is www.bertramblast.com. 7. Natural Playscape Phase 2, Part 1. Brad Harrington said that the first part of Phase 2 of the Natural Playground includes the playscape, and an eagle scout has been working on the "birds of prey" area designing a wingspan visual sign where kids can stand next to it and stretch out their arms to compare the difference in size. Next year staff will work on getting the full trail cut in and plantings in the "edible forest". The Rotary is working on the entrance sign. 8. Recommendation to reappoint Wes Olson to the Advisory Board for 2017-2020. MARK DALEIDEN MOVED TO REAPPOINT WES OLSON AS THE MONTICELLO AT LARGE MEMBER OF THE ADVISORY COUNCIL FOR A 3 -YEAR TERM RUNNING FROM 2017 TO 2020. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 10-0. 2 BCOL Regional Park Advisory Council Meeting Minutes: December 2, 2016 9. Acknowledgement plaque for Wright County Board of Commissioners and Monticello City Council members. Location and styles. With the final acquisition completed at Bertram, Angela Schumann said there was a suggestion to develop a plaque acknowledging the board of commissioners, council members, and others who have been integral in support of the park acquisition. This could be a sign in the chalet or on the kiosk in the park. Discussed having a brief story board type plaque in the chalet building that talks about the acquisition and the Bertram story in a timeline and then including a thank you for the people involved in more generalized terms rather than naming names so people are not inadvertently excluded. The consensus is to have staff put together a design and bring back to the Advisory Council for review. 10. Naming of the rental chalet (Jim Lindberg suggests "The Cottage"). Jim Lindberg said he had a recommendation to name the rental chalet. he would like to see the buildings named at Bertram, and the first building to be named is the new rental chalet. Suggestions include "The Cottage". Other suggestions include "Bertram Lake Chalet". Consensus is to table this item to the next meeting for additional ideas to be thought of and brought forth. 11. Friends of Bertram Update. Graham Sones said the Friends met on October 21St, and will meet again next Friday. Upcoming events include the snow sculpture contest in February which may be moved from the MCC to West Bridge Park for greater exposure. The Friends are discussing ideas on how to broaden the membership base and how to get more people involved in volunteering at the park for events. Sones also noted that the Friends are donating $500 to the County for the second phase of the Natural Playground. The Spring Cleanup date is set for April 22"d, and the Friends will coordinate with the YMCA on a joint cleanup effort. 12. Discussion of Added Items. A. Bertram Closing: The final acquisition at the park was completed yesterday. This is a huge milestone and accomplishment for all parties involved. A special thank you to Wright County Commissioners Sawatzke and Daleiden, and City Council Members Stumpf and Posusta for their ongoing support of the park acquisition from the beginning. It should also be noted that staff members Marc Mattice and Angela Schumann were extremely dedicated in their grant applications and due to their efforts, the match dollars came in well under the original estimate with the grant dollars covering 50% and the City and County matching at 25% each, rather than the initial 30/30/30 split which was originally presented. 10. Schedule Next Meeting — January 6, 2017. The next regular BCOLAC Meeting will be held on January 6, 2017, at 8 a.m. tentatively in the new rental chalet at Bertram.
