Call to Order. Marc Mattice called the meeting to order at 8:04 a.m. and declared a quorum present. 2. Election of Officers, Chair and Vice. JIM LINDBERG MOVED TO NOMINATE AND ACCEPT MARTYN DIBBEN AS BCOLAC CHAIR. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 13-0. TOM JAHNKE MOVED TO NOMINATE AND ACCEPT WES OLSON AS BCOLAC VICE -CHAIR. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY, 13-0. 3. Consideration of approving minutes from December 2, 2016 meeting. WES OLSON MOVED TO APPROVE THE MINUTES FROM THE DECEMBER 2, 2016 REGULAR MEETING. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED UNANIMOUSLY, 13-0. 4. Consideration of adding to and approving the agenda. A. 2017 YMCA Operations. TOM JAHNKE MOVED TO APPROVE THE AGENDA AS AMENDED WITH THE ADDED ITEM. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 13-0. BCOL Regional Park Advisory Council Meeting Minutes: January 6, 2017 5. Welcome Wright County Commissioner Derek Vetsch and City Councilmember Bill Fair. Marc Mattice introduced Derek Vetsch as the new Wright County Commissioner replacing Pat Sawatzke on the board. Angela Schumann welcomed Bill Fair as the City Council representative replacing Glen Posusta on the board. 6. Discuss ideas and thoughts for timeline display. Brad Harrington said that he met with City staff to brainstorm ideas for the timelines display at the park. It was determined to place the timeline in the entry area in the chalet and it will be a chronological timeline starting when the first documents were signed in 2008, and each year will be a curving path documenting the highlights of the park acquisition process. A design will be brought to the board for review prior to ordering the display. 7. Athletic Complex — Master Planning Update. Angela Schumann said the City Council voted to approve the Master Plan for the Bertram Athletic Park and it is in place and will guide the future development of the athletic park. The next step is to sit down with Monticello Township and also to work out a funding framework going forward for the phased improvements. Schumann noted that the City views the athletic park development as an opportunity to collaborate with other organizations for the park development. Staff will be working over the next year to develop strategies on how to accomplish the goals. Tom Pawelk said that he will be scheduling field use on the 20 -acre green space for the 2017 season and will be meeting with the school district and the associations in the near future. Monticello will be implementing a Facilities Use Request for all users to complete which will outline the fields available and the fee schedule for reserving the fields. 8. Passive use area development construction time frame 2017. • Marc Mattice said there is a final walk through on the chalet this morning with the contractor. The landscape work, concrete work and ADA accessible ramp will be constructed in the spring. Currently there is a temporary ramp in place. • The next step of the Phase I Development will include grading for the beach house. Mattice said that the grading plan is complete and he is planning for staff to do the grading in-house which would save money that could then be invested in a different area of the park. So as to not disturb camp when it is in session, the grading will begin right after Memorial Day and be completed the second week in June before camp starts. • The RFP for the beach house and the shelter is currently at the attorney's office for review. Beach house construction will begin after Labor Day when camp is done for the season. Mattice said he is looking to form a review committee for the RFP and selection of the design build for the beach house. 2 BCOL Regional Park Advisory Council Meeting Minutes: January 6, 2017 MARK DALEIDEN MOVED TO DESIGNATE AN RFP REVIEW COMMITTEE FOR THE DESIGN BUILD PROCESS OF THE BEACH HOUSE AND SHELTER. MOTION SECONDED BY TOM JAHNKE. MOTION CARRIED UNANIMOUSLY, 13-0. Jim Lindberg and Larry Nolan volunteered to serve on the committee as the BCOLAC representatives. Two county commissioners on the BCOLAC along with the Chair will also serve on the committee. 9. Friends of Bertram update. Graham Sones said the Friends met on Dec 9th and will be meeting this afternoon to go over upcoming events. The spring cleanup will be a joint effort with the YMCA on Earth Day, April 22nd. Sones noted that the annual Blazin' thru Bertram LaVallee Memorial Run will be taken over by the Friends of Bertram and will no longer be coordinated by the MCC. This change will allow the Friends to maintain 100% of the proceeds for the park. The Friends are also in the very early stages of planning a bio -blitz for the park which is basically a giant data collection event that would provide background for research and a more in depth look into the park's bio diversity. 10. Discussion of added items. A. 2017 YMCA Operations: Mattice noted a change to the YMCA Camp Manitou in that the Mon -Fri camp portion will continue to be operated by the New Hope YMCA but the aquatics area including the pool and splash pad will be operated and staffed by the Elk River YMCA. Mattice said Camp Director Hanson is doing some winter programming at Bertram for youth winter exploration. The County is happy with the YMCA partnership and they are doing a really good job with programming. A summary of the Camp Manitou pool collaboration for 2017 was distributed. Mattice explained that the YMCA will not be offering a public mid -week open swim as that was not successful last year. Open swim will be on Fridays from 4-8pm and Weekends from I lam-5pm. A water exercise class will be added on Saturday mornings. Swim lessons will be held on weekday evenings and mornings 2x/week. Family open swim passes will include up to a maximum of 6 people at a cost of $25 or $7/person for an open swim pass. A reduced rate pass is suggested to be offered to Monticello residents, YMCA members, seniors 65+ and children ages 2 and under for $5. The consensus of the BCOLAC is to either broaden the reduced rate pass to include Wright County residents or to remove the reduced rate for Monticello residents as it is not just a Monticello park but a regional park. BCOL Regional Park Advisory Council Meeting Minutes: January 6, 2017 10. Schedule Next Meeting — February 3, 2017. The next regular BCOLAC Meeting will be held on February 3, 2017, at 8 a.m. tentatively in the new rental chalet at Bertram. 11. Adiourn.
