BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL

1. Call to Order.
Martyn Dibben called the meeting to order at 8:14 a.m. and declared a quorum present.
2. Consideration of approving minutes from January 6, 2017.
MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE REGULAR
MEETING ON JANUARY 6, 2017. MOTION SECONDED BY DEREK VETSCH. MOTION
CARRIED UNANIMOUSLY, 13-0.
3. Consideration of adding to and approving the agenda.
A. Partnership with Clearwaters Outfitting.
B. Interpretive signage and displays for the park.
MARK DALEIDEN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEMS AS
NOTED ABOVE. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED
UNANIMOUSLY, 13-0.
4. Review and approve maintenance agreement for undeveloped tillable acres.
Tom Pawelk reviewed the maintenance agreement for the undeveloped tillable acres in the future
athletic complex. Pawelk said the contracted farmer will plant the undeveloped fields to maintain
erosion, weed control, etc. This is a one-year lease to be reviewed each year before renewal.
Pawelk noted that it is a rent-free lease as the land was purchased with grant funding which
prohibits renting of the land. Holker has been working with the city since 2008 and worked for the
YMCA prior to that.
JIM LINDBERG MOVED TO APPROVE THE ONE-YEAR LEASE FOR MAINTENANCE OF
THE UNDEVELOPED TILLABLE ACRES AT THE FUTURE ATHLETIC COMPLEX.
MOTION SECONDED BY MARK DALEIDEN. MOTION CARRIED UNANIMOUSLY, 13-0.

5. Set date and time for RFP Review Committee.
Marc Mattice said the RFP has been released and advertised in paper. Monday there is a pre -
submittal review at 9am at the park. Submittals are due on Feb 17th. Mattice would like to set a
time the week of Feb 20th for the review committee to look over the proposals. Consensus by the
review committee to hold the meeting on Friday, February 24, at 9am at Mattice's office in
Buffalo.
6. Federal recreational trail grant application.
Marc Mattice said that Wright County is applying for a federal recreation trail grant to help
expedite some of the mountain bike trails on the north end. This is a competitive grant program.
The grant amount being requested is $75,000. The match will be an $8,000 grant from MORC
with a county match of $8,000. Mattice requested for a letter of support from the BCOLAC. The
Monticello Parks Commission will also draft a letter of support.
BRIAN STUMPF MOVED TO DRAFT A LETTER OF SUPPORT FROM THE BCOLAC
SIGNED BY THE CHAIR FOR THE FEDERAL TRAIL GRANT APPLICATION. MOTION
SECONDED BY DEREK VETSCH. MOTION CARRIED UNANIMOUSLY, 13-0.
7. Discuss ideas and thoughts for the timeline.
Brad Harrington reviewed the design idea for the sign running like a path. Staff still needs to meet
to go over the timeline "highlight" points for each year. The final design and content will be
brought to the BCOLAC at a later date for review and approval.
8. Earth Day volunteer proiect.
Brad Harrington met with the YMCA and they want to put together an Earth Day Program on
April 22nd from 1-5pm. Going to do a buckthorn cleanup in the phase 2 area of the natural
playground which is the edible forest area. Volunteers will do about 2 -hours' worth of cleanup
and then the YMCA will open up the facility for climbing, canoeing, etc. Volunteers are needed.
9. Summer 2017 program planning.
Brad Harrington said he will be meeting with Prairie Woods on Monday to go over program
planning for the 2017 summer season. Some of the programs being looked at are adding a
paddling series and also possibly doing a camping series at the park. Monticello's cross country
team will hold their meet at the park and they are now considering the park their home base. The
park is also full for runs for the season starting with the triathlon in July, cross country meet and
LaVallee Run in September, and the Timberdash 5K in October.

10. Meeting schedule.
Marc Mattice said that the meeting schedule is set for the first Friday every month at 8 am and
asked if the group would like to continue with that schedule. With the acquisition being
complete, there may not be as much to discuss so the meetings could potentially reduce to a
every other month schedule. Jim Lindberg noted that there is a lot of business between now and
July so he would like to meet every month until then. The consensus is to keep the monthly
meeting schedule and review on a month by month basis.
11. Friends of Bertram update.
Graham Sones said the Friends will be meeting on February 17th. Their main focus is to build up
the membership and the group is researching ideas on the best way to do that. The joint cleanup
event will be held on earth day, April 22" d, at the park. This will be a joint effort with the
YMCA. The friends will be coordinating the LaVallee run and will be working closely with
Dave Wik who is a Friends board member and the running club coordinator. The Friends will
keep 100% of the proceeds for park use.
12. Discussion of added items.
A. Partnership with Clearwaters Outfitting: Since last summer Mattice has been working
with the outfitter to figure out a way to have canoe and kayak rentals at the park.
Proposed ideas include:
a. Offer discount pricing for purchasing or lease and the County would have a rental
facility based out of basement of chalet to be run by seasonal County staff.
b. Schedule certain times/dates that to advertise and the outfitter will have an
equipment trailer at the park run by their staff to rent off their trailer at no cost to
the county.
c. Offer Saturday & Sunday rentals where the outfitter would have equipment stored
in the basement of the chalet and they would staff it on the weekends.
d. Offer a reservation system where people would call the County to reserve the
equipment and the staff would then relay that to the outfitter.
DEREK VETSCH MOVED TO ENTER INTO A CONTRACT WITH
CLEARWATERS OUTFITTING TO BRING IN AN EQUIPMENT TRAILER TO
OFFER RECREATIONAL EQUIPMENT RENTALS TWICE/MONTH AT THE
PARK WITH THE ADDITION OF HOLIDAY WEEKENDS IF NEEDED.
MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED
UNANIMOUSLY, 13-0.
B. Interpretive signage and displays for Park: Marc has been working with a grad student
from the U of M who has been working with the National Park Service and the Army
Corps. His Master's Program calls for a design of interpretive elements. He is looking at
signage, interpretive trails, etc. Mattice would like to enlist his skills into doing a

proposal and an interpretive plan, develop trail, signage, etc. this is a summer project and
it is free, other than implementation of the plan.
MARK DALEIDEN MOVED TO HAVE WRIGHT COUNTY PARKS STAFF
COORDINATE WITH THE GRAD STUDENT TO IMPLMENT AN INTERPRETIVE
PLANNING DESIGN PLAN WITH THE COUNTY HAVING FINAL APPROVAL OF
THE PLAN. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED
UNANIMOUSLY, 13-0.
10. Schedule Next Meeting.
TOM JAHNKE MOVED TO CANCEL THE MARCH 3RD MEETING, AND KEEP THE
NEXT REGULARLY SCHEDULED MEETING ON APRIL 7TH. MOTION SECONDED BY
SANDRA THEROS. MOTION CARRIED UNANIMOUSLY, 13-0.
