BCOL Advisory Council Minutes 10-06-2017DRAFT MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, October 6,2017,8:00 a.m. Bertram Lakes Chalet Members Present: Bill Fair, Jim Hayes, Jim Lindberg, Larry Nolan, Scott Peterson, Brian Stumpf, Sandra Theros, Derek Vetsch Members Absent: Mark Daleiden, Martyn Dibben, Tom Jahnke, Wes Olson, Jessica Pederson Staff Present: Beth Green, Brad Harrington, Marc Mattice, Tom Pawelk, 1. Call to Order. With the Chair and Vice -Chair not in attendance, member Derek Vetsch called the meeting to order at 8:05 a.m. and declared a quorum present. 2. Consideration of approving minutes from July 14 and September 1, 2017. BRIAN STUMPF MOVED TO APPROVE THE MINUTES FROM THE JULY 14, 2017 REGULAR MEETING. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY, 8-0. JIM HAYES MOVED TO APPROVE THE MINUTES FROM THE SEPTEMBER 1, 2017 REGULAR MEETING. MOTION SECONDED BY LARRY NOLAN. MOTION CARRIED UNANIMOUSLY, 8-0. 3. Consideration of adding to and approving the agenda. BILL FAIR MOVED TO APPROVE THE AGENDA AS PRESENTED. MOTION SECONDED BY SANDRA THEROS. MOTION CARRIED UNANIMOUSLY, 8-0. 4. 2018 Wright County Budget — Bertram Chain of Lakes Park Proiects. Marc Mattice reviewed the 2018 Wright County Parks Budget as it relates to the Bertram Chain of Lakes Park projects and noted that the preliminary budget has been approved by the County Board. Budget items include: • $10,000: Long Lake Overlook (plus a $5,000 donation). • $64,000: Single Track Trail Development (funding from Federal Recreational Trail Grant plus match funding of $16,000 from Wright County). • $ To be determined: Site development planning, grading plans, construction specifications and bid packages. Mattice also noted that the board approved developing engineering, electrical, sewer and construction plans for the campground. The Park Use Committee will need to be reestablished when that begins. The goal is to have plans complete by July 1St so can apply for grants by the end of July. If successful could get a grant for 2020 construction. This would be legacy funds and outdoor recreation funds. BCOL Regional Park Advisory Council Meeting Minutes: July 14, 2017 5. Beach House Construction Update. Marc Mattice said the guaranteed maximum price for the project was set and the County Board approved the additional funds needed for the project. The project is underway, the septic is complete, underground plumbing is in, the floor has been poured, and walls are going up. The roof should be going on in a week and the entire building should be enclosed before the snow flies. Mattice said things are going well and there is good communication with the contractor. It appears that they will be coming in under budget on the project. 6. Park Standards Discussion — Signs, Kiosks, Buildings and Other. Marc Mattice said that with the park development underway it may be important to set a design standard for signs, kiosks, buildings and other items within the park to maintain the cohesiveness between the active and passive areas of the park. Wayfinding, directional and entrance signs should be cohesive. Will continue the discussion as the recreational side starts developing. The consensus for City and County to work together on developing standards. 7. Request for ADA access for events, parking and transporting. Marc Mattice said that it has been brought to his attention the need for ADA accessibility for events at the park, including parking and transporting. He said he has received a number of requests and people want to park in the turnaround. This would be for weddings in shelter down by lake, family reunions, etc. to accommodate the elderly, handicap individuals, etc. The request has been to use golf carts to transport people from parking lot to the shelter. Mattice explained that with the park being non -motorized, a special permit would need to be issued from the County Board for doing so. Discussion about setting a precedent and then people will think they can bring in golf carts any time. Currently it is set up to drop people off at the turn around and then park back in the lots. Discussed the potential to send the wrong message about the park and it may end up creating the idea that motorized recreational and ATV type vehicles are allowed in the park. BRIAN STUMPF MOVED TO KEEP THE PARK NON -MOTORIZED BY NOT ALLOWING GOLF CARTS OR OTHER RECREATIONAL TYPE VEHICLES IN THE PARK AND ON THE TRAILS. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 8-0. 8. Outdoor Recreation Program and Volunteer Updates. Brad Harrington said it has been busy with weddings, cross country meets and the Blazin' thru Bertram Phillip LaVallee Memorial Run. He noted that the Timberdash 5K run for the crisis nursery fundraiser will be held this weekend at the park, estimating anywhere from 200 to 400 people. The Soccer Club is also hosting a BBQ as a fundraiser to help pay for the irrigation system at the interim athletic fields. The Soccer Club will also be donating $2 from each ticket purchased to the Crisis Nursery. The next event planned is the "Color Me Fall" event on October 28th from 10am-2pm. This is a joint effort between the County, City, YMCA and the Friends of Bertram. N BCOL Regional Park Advisory Council Meeting Minutes: July 14, 2017 Discussed parking issues at the park during large events. The consensus of the Advisory Council is to create overflow parking at the north and south ends of the athletic park. Monticello Park Superintendent Tom Pawelk said that he will seed in five acres on both the north and south ends of the current farmed (60 acres) undeveloped area of the athletic park for overflow parking next year. This will reduce the farmed area to 50 acres. 9. Athletic Park Partnership Update. The subcommittee is working on developing the policy and the tiers for naming rights and will bring to BCOLAC for review when the policy is ready. 10. Friends of Bertram Update. The Friends hosted the Blazin' thru Bertram LaVallee Memorial Run on September 16th with over 150 in attendance. This is the big fundraising event for the Friends and it is anticipated to take in $1,000 after expenses. The Friends are continuing to promote the new membership drive and will now be offering a free large reusable grocery tote bag with each new membership. Jim Lindberg talked about the noise issues in the chalet. He discussed taking some photo contest pictures and printing on a canvas whereby soundproof material could be placed inside the canvas to dampen some of the sound to help with acoustics in the building. Mattice said he has been working with two different acoustic companies on what to do to make it sound better in the chalet. He will bring that idea to them to get their considerations. 10. Discussion of added items. No added items. 11. Schedule Next Meeting. The next regular BCOLAC Meeting will be held on December 1, 2017, at 8 a.m. at the Bertram Lakes Chalet. 12. Adjourn.
