BCOL Advisory Council Minutes 12-01-2017DRAFT MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, December 1, 2017,8:00 a.m. Bertram Lakes Chalet Members Present: Mark Daleiden. Martyn Dibben, Bill Fair, Jim Hayes, Wes Olson, Scott Peterson, Brian Stumpf, Darek Vetsch Members Absent: Tom Jahnke, Jim Lindberg, Larry Nolan, Jessica Pederson, Sandra Theros Staff Present: Devin Hanson (YMCA), Brad Harrington, Stacy Marquardt, Marc Mattice, Ann Mosack, Tom Pawelk, Angela Schumann 1. Call to Order. Chair Martyn Dibben called the meeting to order at 8:06 a.m. and declared a quorum. 2. Consideration of approving minutes from October 6, 2017. MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE OCTOBER 6, 2017 REGULAR MEETING. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 8-0. 3. Consideration of adding to and approving the agenda. A. Acoustics in Chalet. MARK DALEIDEN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEM. MOTION SECONDED BY DEREK VETSCH. MOTION CARRIED UNANIMOUSLY, 8-0. 4. Athletic Park Phased Development Plan. Angela Schumann said the estimated project cost is $2.5 million. The focus will be on getting the infrastructure in along with two soccer fields and a baseball field, which will be graded but not fully developed. The storm water/recirculation pond will be developed and used for irrigation of the fields. The existing interim fields will remain the same. 5. Permit Process Status — Phase I Athletic Field Development. Monticello Township continues to have interest for improvements on Briarwood Avenue. Improvements to Briarwood Avenue will be looked at in the Phase 2 development as the ballfields develop. For the current Phase 1 project, Wright County Planning & Zoning will review the project to look at approving a land alteration permit. 6. Camp Manitou 2017 Wrap -Up. YMCA Camp Director Devin Hanson provided a recap of 2017 camp operations. There was a total of 1,884 campers which is slightly up from 2016. Attendance is slightly higher from girls than boys BCOL Regional Park Advisory Council Meeting Minutes: July 14, 2017 with the average being 4th graders. The majority of the attendees reside in Hennepin County with Wright and Sherburne Counties pretty even in attendees. The annual spring cleanup event is planned for April 21, 2018. The 2018 camp season will open on June 11th and camp will run through August 31St. The grand opening is being planned for June 16, 2018. Public pool hours will be Fridays from 4:30-7:30pm and weekends from 11 am-5pm. Pool punch passes will be available to purchase for $50 which allows for up to 10 visits. No swimming lessons are being planned for 2018. 7. Campground Request for Proposals — Clarifications. Marc Mattice distributed a Draft Request for Proposal and asked for an approval to put out a RFP for the campground design. DEREK VETSCH MOVED TO AUTHORIZE THE RFP AS PRESENTED FOR THE CAMPGROUND DESIGN. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 8-0. 8. "Color Me Fall" Program Recap. The Color Me Fall event was very successful with around 300 people in attendance. The Friends of Bertram ran a number of activities, along with the YMCA and the Women of Today. Due to the success, the event is being planned for the future as an annual event. 9. Appointment for At Large Seat — Term 1/1/2018-12/31/2020. With the MCC Advisory Board being dissolved, there will no longer be a board member representing the MCC. That board was essentially merged into the Monticello Parks & Rec Commission. Discussed the potential of having two Parks & Rec Commission members serving on the BCOLAC or just eliminating that board member position and going down to a 12 -member board. There is also one at -large seat open that will need to be advertised for. BRIAN STUMPF MOVED TO REDUCE THE NUMBER OF MEMBERS SERVING ON THE BCOLAC FROM 13 TO 12. MOTION SECONDED BY DAREK VETSCH. MOTION CARRIED UNANIMOUSLY, 8-0. The BCOLAC By Laws will be amended and brought to the board for review and approval in January. 10. Friends of Bertram Update. No current updates from the Friends of Bertram. 11. Discussion of added items. BCOL Regional Park Advisory Council Meeting Minutes: July 14, 2017 A. Chalet Acoustics: Marc Mattice explained that he has located a company who makes sound absorption panels where photos can be printed onto the panels. Discussed placing some of the photos from the Friends of Bertram photo contests onto the panels. The cost to order the panels, which will be placed in between each window and above the alcove, is $3,900. MARK DALEIDEN MOVED TO APPROVE THE PURCHASE OF THE SOUND PROOF PANELS FOR THE CHALET AT A COST OF $3,900. MOTION SECONDED BY DAREK VETSCH. MOTION CARRIED UNANIMOUSLY, 8-0. 12. Schedule Next Meeting. The next regular BCOLAC Meeting will be held on January 5, 2018, at 8 a.m. at the Bertram Lakes Chalet. 12. Adiourn.
