BCOL Advisory Council Minutes 01-05-2018DRAFT MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, March 2, 2018, 8:00 a.m. Bertram Lakes Chalet Members Present: Mark Daleiden. Martyn Dibben, Bill Fair, Jim Hayes, Tom Jahnke, Jim Lindberg, Wes Olson, Scott Peterson Members Absent: Brian Stumpf, Darek Vetsch Staff Present: Beth Green, Brad Harrington, Marc Mattice, Ann Mosack, Tom Pawelk, Angela Schumann 1. Call to Order. Chair Martyn Dibben called the meeting to order at 8:00 a.m. and declared a quorum. 2. Election of Officers. MARK DALEIDEN MOVED TO ELECT MARTYN DIBBEN AS THE BCOLAC CHAIR. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 8-0. MARK DALEIDEN MOVED TO NOMINATE WES OLSON AS THE BCOLAC VICE -CHAIR. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 8-0. 3. Consideration of approving minutes from December 1, 2017. MARK DALEIDEN MOVED TO APPROVE MINUTES FROM THE DECEMBER 1, 2017 REGULAR MEETING. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 8-0. 4. Consideration of adding to and approving the agenda. A. Review Bylaws. MARK DALEIDEN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEM. MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 8-0. 5. Aquatic Invasive Species in Wright County and Management Objectives. The Water Resource Specialist from the Sol] & Water Conservation District was unable to attend the meeting so the item was tabled. 6. Appoint Proposal Review committee to meet the week of January 29th. Marc Mattice is asking for volunteers to sit on a Proposal Review Committee to review the RFP on the campground. The group will meet on January 30th at 1 p.m. at Mattice's office. Volunteering for the committee are Tom Jahnke, Scott Peterson, Martyn Dibben, Mark Daleiden, Darek Vetsch, BCOL Regional Park Advisory Council Meeting Minutes: July 14, 2017 and Bill Fair with Wes Olson as an alternate. City representatives on the committee will include Angela Schumann and Tom Pawelk. 7. Update on meeting between the County Board and the Township. Mark Daleiden said that an agreement was met with the township or at least they felt more comfortable with moving forward. Discussed expanding the road (Briarwood Avenue), putting in turn lanes, etc. Funding for the road improvements is yet to be determined. Tom Pawelk said that the City and County will be funding a traffic study on Briarwood Avenue and 90th Street this summer at peak times. From that information, we will hopefully be able to apply for the State Park Road Account fund in November. Eventually, after that will come to an MOU for maintenance as while it is a township road, will need to come together with all parties for maintenance. Time frame is to complete the traffic study summer 2018, feasibility study and cost estimates for reconstruction and design in the fall of 2018, and grant application submitted by November 1St. If a grant is approved, construction could start in 2020. Pawelk said the township board approved moving forward with the land alteration permit so next week will be going to the Wright County Board for approval on the permits. Infrastructure improvements are proposed to begin in the spring of 2019. 8. Authorize advertisement for at -large BCOLAC member. Marc Mattice said that Jim Lindberg indicated he is no longer the appointee from the School District and he is interested in filling the vacant role of the at -large position open on the Advisory Council. The term is from 1/1/2018 through 12/31/2020. Mattice requests authorization to either appoint Lindberg or advertise for the open seat. The school district will be contacting Mattice with their new member. MARK DALEIDEN MOVED TO APPOINT JIM LINDBERG TO FILL THE AT -LARGE OPEN SEAT ON THE BCOLAC. MOTION SECONDED BY TOM JAHNKE. MOTION CARRIED UNANIMOUSLY, 8-0. 9. Friends of Bertram Update. The Friends are in the process of planning an annual meeting and membership dinner in the spring. Details will be coming soon. 10. Discussion of added items. A. Review of By Laws: Mattice clarified a few changes to the By Laws including going from a 13 -member committee to a 12 -member committee (eliminating the MCC Advisory Council member as that has merged into the Parks & Recreation Commission). Correcting Monticello City Parks Commission to Parks & Recreation Commission, deleting the Negotiations Committee as it is no longer needed, and re -wording of the Park Use Committee to include "Regional and Passive". TOM JAHNKE MOVED TO APPROVE THE MODIFICATIONS TO THE BY LAWS AS DISCUSSED AND RECOMMEND APPROVAL TO THE CITY COUNCIL AND K BCOL Regional Park Advisory Council Meeting Minutes: July 14, 2017 THE COUNTY BOARD. MOTION SECONDED BY MARK DALEIDEN. MOTION CARRIED UNANIMOUSLY, 8-0. 11. Schedule Next Meeting. The next regular BCOLAC Meeting will be held on March 2, 2018, at 8 a.m. at the Bertram Lakes Chalet. 12.
