1. Call to Order.
Vice Chair Wes Olson called the meeting to order at 8:00 a.m. and declared a quorum.
2. Consideration of approving minutes from March 2, 2018.

UNANIMOUSLY, 10-0.
3. Consideration of adding to and approving the agenda.
a. Eric Olson, School District Participation.
MARK DALEIDEN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEM.
MOTION SECONDED BY JIM LINDBERG. MOTION CARRIED UNANIMOUSLY, 10-0.
4. Campground Design Process — Review Potential Modifications.
Marc Mattice distributed the campground design proposals from Loucks. Two concepts were
presented, Concept A and Concept B. Mattice reviewed the concepts and asked for input from the
council and which one to move forward with. He explained that the difference in the two concepts
is basically that the future phases are different. The minimum spacing is 75' between sites and the
group camping is set up as a pod so that it can be reserved as one package for rental. The County
Board will determine if there will be seasonal sites and will determine the rates. Mattice noted that
the dump station must be located next to the exit but said he would like to see it moved slightly to
the east on the plans. Concept B is the consensus for the preferred design due to the open play area
behind the camping and the better access to the trail connections.
The complete revised concept is expected by the end of May. Work will be done on the schematic
and design development June thru August. By the end of November, Mattice said it should be ready
for grant application submittals.

5. Singletrack Mountain Bike Trail Construction — Contracts and Schedule.
Brad Harrington said that Wright County received a Fed Rec Grant for trail construction. The
County received proposals that were lower than expected so there will be four miles of trail work
instead of two miles for the same amount of money. Harrington said there are two separate
contractors and each contractor will do a little over two miles, and essentially everything is going
to be on the north side. There will also be a new crossing at Otter Creek. The plan is to get in this
spring to start grubbing. Construction with the first contractor will begin in the spring and then the
second contractor will come in the fall to work on their portion of the trails.
6. Bertram Blast — Special Use Permit.
Marc Mattice said the Bertram Blast will require a special use permit. Brad Harrington distributed
the draft special use permit which can be tabled to next meeting if the council wants time to read
through it. The County will develop a special use permit for each event, and M\ark Daleiden noted
that each event should be treated equally under the special use permit. Mattice said they took the
Frostbite Challenge special event permit and used that as an outline for this permit. Every year there
are more requests for events so it will be important to streamline the process.

APPROVAL TO THE NEXT MEETING. MOTION SECONDED BY MARK DALEIDEN.

7. Eagle Scout Prosect — Demolition of old Long Lake Overlook.
Brad Harrington said there will be an Eagle Scout working on the demo of the old Long Lake
overlook and the new overlook will be relocated. County crews will grub the area out so that the
scout troop can get access to it. The process is that the Eagle Scout will act as the manager of the
project and then he solicits the troop to come out and help with the project.
8. 2018 Summer Programs and Events Updates.
Brad Harrington distributed a calendar of summer programming and events at Bertram, including:
• Earth Day Event — YMCA and Friends: Saturday, April 21 from 9 a.m. —1 p.m. NOTE: this
may be canceled if there is still snow on the ground. Volunteers needed.
• Bertram Blast Triathlon: Scheduled for Saturday, July 21 ". Online registration open.
• Family campout at Bertram — June 22-23.
• Mother Nature Done Wright at Bertram — August 17.
• Equipment Rentals: The YMCA will offer rentals for paddle sports every weekend this
summer. Renters will visit the camp office to make arrangements. The fees will be posted
online as the information become available.

• Geocache Trail: Harrington is working with the YMCA adding 4-5 additional geocache
sites in the park. The details are still being worked out but there is a good chance that the
YMCA will have GPS units available to rent on the weekends from the camp office.
9. Friends of Bertram Update.
The Friends will host the First Annual Membership Appreciation Dinner on May 17 from
6-8 p.m. at the Bertram Lake Chalet. This will be an invitation only, catered event for all Friends
members, their families and the BCOLAC and their families. RSVP's must be received via email
at: friendsofbertram(&hotmail.com by May 10th. The Friends are asking for presentations at the
event from Wright County Parks & Rec., Monticello Parks, the YMCA and are also planning live
music and a campfire.
Cleanup plan is to meet down at the beach picnic area. Friends will concentrate on road by 39 and
90th Street. YMCA will take care of their area.
Friends received a $20,000 donation from the Ellison Family of Monticello. The items earmarked
include three kiosks throughout the park, a national park viewing scope at the new overlook,
signage at the overlook and a fire pit at the beach, along with covers for the fire pits.
10. Discussion of added items.
Eric Olson is the Monticello School District new incoming Superintendent and he said that he will
be the new representative on the council from the school district. Olson said he would like to bring
up a proposal to start a nature -based preschool/kindergarten at the park and will present that at the
next meeting.
11. Schedule Next Meeting.
The next regular BCOLAC Meeting will be held on May 4, 2018, at 8 a.m. at the Bertram Lake
Chalet.
