BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL
Friday, May 4, 2018, 8:00 a.m.

1. Call to Order.
Marc Mattice called the meeting to order at 8:06 a.m. and declared a quorum.
2. Consideration of approving minutes from April 6, 2018.
MARK DALEIDEN MOVED TO APPROVE MINUTES FROM THE APRIL 6, 2018
REGULAR MEETING. MOTION SECONDED BY DAREK VETSCH. MOTION CARRIED
UNANIMOUSLY, 7-0.
3. Consideration of adding to and approving the azenda.
MARK DALEIDEN MOVED TO APPROVE THE AGENDA AS WRITTEN. MOTION
SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 7-0.
4. Bertram Blast — Special Use Permit Approval.
Marc Mattice distributed the proposed Special Event Permit for the Bertram Blast which was tabled
from the last meeting for review. The County will develop a special use permit for each event, and
Mark Daleiden noted that each event should be treated equally under the special use permit. Mattice
said they took the Frostbite Challenge special event permit and used that as an outline for this
permit. Every year there are more requests for events so it will be important to streamline the
process. Mark Daleiden talked about the use of the large recycling containers at the event (they look
like a big pop bottle). Marc will make sure those are used at the event. Discussed the use of alcohol
as one bottle of ale will be provided to each participant over 21. Mattice explained that the general
park ordinance stays in affect and any "special use" is indicated in the special event permit.
Discussed looking at the county ordinance overall about alcohol use in all county parks. Generally
it may be limited to beer and wine. There may be areas within the park that it's not allowed.

SPECIAL EVENT PERMIT AS PRESENTED. MOTION SECONDED BY DAREK VETSCH.
MOTION CARRIED 6-1; OPPOSED, JL.
Mattice said he will bring it up at the county board to look at alcohol use in Wright County Parks.
Pawelk will bring the issue up to the Monticello Parks & Recreation Commission about alcohol
use at the future athletic park.

5. Campground Design Process Update.
Marc Mattice said the complete revised campground design concept is expected by the end of May.
Work will be done on the schematic and design development June thru August. Mattice went over
the points that he was concerned about and noted that he will come back with the modifications at
the next meeting. The best timeline outcome would be to complete a construction estimate and
apply for a grant this summer which could be awarded in 2019, with bidding to start the fall of
2020, and potential opening in 2021. The plan is to coincide with the city's development of the
Athletic Complex. If the grant is not approved, the timeline would change as it will be necessary to
wait and apply for another grant at a later date.
6. 2018 Wright County Parks & Recreation Work Plan Status Update.
Marc Mattice reviewed the work plan status for the Bertram Chain of Lakes for 2018 as follows:
• Demo and reconstruct Long Lake Overlook: Eagle Scout demo to begin May 12th, and the
new overlook construction will begin after that.
• Install beach shower.
• Landscape around Beach House: Temporarily have a boardwalk out of plywood will wait
on landscaping until the beach shower is in.
• Reconstruct northern singletrack trails to sustainable standards: First contract started last
week on the singletrack trails. Will be out for 2-3 weeks. The second contract will begin in
August.
• Install bike repair station at Trailhead: It is in the shop and will be installed in a few weeks.
• Bertram hike and ski trail work: The layouts are being completed and they will begin
brushing and alignments. Mattice walked the trails and started helping to develop a layout
for that. Hoping to develop the trails next year. If the county can do brushing of the
alignments the construction will be a lot less expensive.
7. Wright County Parks & Recreation 2019 Bertram Budget Items.
Marc Mattice reviewed the proposed budget items for Bertram for 2019 as follows:
• Red Maintenance Shed: The electrical needs to be brought up to code and then the building
will work for the foreseeable future. A new building is not being planned at this time.
9. Friends of Bertram Update.
The Friends will host the First Annual Membership Appreciation Dinner on May 17 from
6-8 p.m. at the Bertram Lake Chalet. This will be an invitation only, catered event for all Friends
members, their families and the BCOLAC and their families. RSVP's must be received via email
at: friendsofbertramghotmail.com by May 10th. The Friends are asking for presentations at the
event from Wright County Parks & Rec., Monticello Parks, the YMCA, and are also planning live
music and a campfire.

With the donation from the Ellison's the Friends are working on purchasing signs. There will be an
esker sign which was designed by a grad student last year. The sign is 36 x 24. The Long Lake sign
will be put in at the overlook. These will be heavy-duty museum quality signs. The cost including
installation is $3,000. Tom Jahnke said this is really a great accomplishment and the Friends should
be sincerely thanked for this amazing quality of improvements.
Jim Lindberg said that he is working on more history tidbits for the park. The newest one will
highlight the nine farmsteads that were in the park and there will be map showing those locations.

11. Schedule Next Meeting.
The next BCOLAC Meeting is scheduled for July 13, 2018, at 8 a.m. at the Bertram Lake Chalet.
