Adjourn DRAFT MINUTES BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL Friday, October 5,2018,8:00 a.m. Bertram Lake Chalet Members Present: Lynn Anderson, Mark Daleiden, Jim Hayes, Tom Jahnke, Jim Lindberg, Wes Olson, Scott Peterson, Darek Vetsch Members Absent: Martyn Dibben, Eric Olson, Bill Fair, Brian Stumpf Staff Present: Beth Green, Brad Harrington, Matt Leonard, Marc Mattice, Ann Mosack, Tom Pawelk, Angela Schumann 1. Call to Order. Vice Chair Wes Olson called the meeting to order at 8:00 a.m. and declared a quorum. 2. Consideration of approving minutes from September 7, 2018. MARK DALEIDEN MOVED TO APPROVE MINUTES FROM THE SEPTEMBER 7, 2018 REGULAR MEETING. MOTION SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 8-0. 3. Consideration of adding to and approving the agenda. MARK DALEIDEN MOVED TO APPROVE THE AGENDA AS WRITTEN. MOTION SECONDED BY LYNN ANDERSON. MOTION CARRIED UNANIMOUSLY, 8-0. 4. Review of Draft Traffic Study Prepared by WSB Marc Mattice said he received the traffic study from WSB & Associates; however, it is incomplete so he did not bring it to the advisory council for review at this time. All the baseline data is there and all of the use information is there but the report is missing a number of important factors needed before moving forward with any other recommendations. The traffic study focuses on Cahill and 90th Street, Briarwood Avenue, and all the park entrances. 5. Review/Discussion of 60% Plans & Specs for Athletic Park. Tom Pawelk presented the plans & specs for the Athletic Park, noting that almost 60% plan review is done for the first phase. The City Council has approved $2.5 million (liquor revenue) for the first phase of the project which will include the infrastructure, ponding, irrigation, gravel parking, two premier soccer fields and rough graded baseball fields on the north section of the complex. Landscaping will be included in the phase, some native grasses, turf grass and trees for shade. The stormwater pond is 5 acres and will be filled with a deep well to use for irrigating fields. Water source hookups will be added to interim fields so those fields can be watered with a water wheel. The permanent infrastructure, including stormwater, will be put in completely with this phase. The two premier soccer fields will include the final sustainable irrigation system, and using water conservation seed for the turf grass. Conduits will be put in for the lighting but it will not be included BCOL Regional Park Advisory Council Meeting Minutes: October 5, 2018 in this phase. The ballEelds will be mass graded so Pawelk said he may move the lacrosse fields there in the interim to alleviate the parking issues at the beach parking lot. This phase will also add an additional 475 parking stalls. Once the plans are closer to complete review, they will be brought to Monticello Parks & Rec Commission for review and recommendation to the City Council. The project will go out for bids as soon as plans are complete and approved. All permits are in place so the project is ready to go. The goal is to start construction next spring, to get turf growing by August, and to have fields playable by 2020. Pawelk said the city will need to store equipment to maintain the fields on site, so he will work with the county on a shared maintenance shed. For the time being that will be the existing old shed as the county doesn't have the funding for a new shed for at least the next five years. 6. Fall Event Program Update. Brad Harrington stated that the Color Me Fall event on Sept 29th was a big success with over 500 people in attendance. It was a combined event with the Friends of Bertram and the MCC. The next event is the Timberdash 5K & l OK on Saturday, Oct 6th. The "Schools in the Park" was rescheduled to Oct 15 & 16. A Fungus Among Us class has been scheduled for Oct 13th, and a second Yin Yoga has been scheduled for Nov 17th at the Chalet. Harrington also said that he is working out details for a snowshoe and boot hike for couples Valentine outing at $40/couple to include a guided hike followed by a catered dinner in the chalet. 7. Friends Update. The Phillip LaVallee Run on September 15th brought in around $1,200 net revenue to the Friends. The Color Me Fall event was a big success. The Friends will be looking for sponsors next year as the event became a little too costly. The Friends covered the cost of most of the events, including the s'mores supplies, straw bales, apples, apple cider, face painting, and the bluegrass musicians. If the county wants to purchase the viewing scope for the new Long Lake Overlook, they should submit the receipt to the Friends for reimbursement. That is one of the expenses earmarked from the Ellison family donation. The Ellison money is to be used for enhancements at the park and not necessarily for programming. Jim Lindberg noted that when the history plaque is developed and purchased for placement in the chalet, that could be covered with those funds. The Friends may do a snow sculpture contest again if there is snow this year. Will also work on a new brochure with new pictures in the park. 8. Discussion of Added Items. None.
