1. Call to Order.
Marc Mattice called the meeting to order at 8:00 a.m.
2. Election of Officers, Chair & Vice -Chair.
WES OLSON MOVED TO NOMINATE MARTYN DIBBEN FOR THE BERTRAM CHAIN
OF LAKES ADVISORY COUNCIL CHAIR. MOTION SECONDED BY MARK DALEIDEN.
MOTION CARRIED UNANIMOUSLY, 10-0.
SCOTT PETERSON MOVED TO NOMINATE WES OLSON FOR THE BERTRAM CHAIN
OF LAKES ADVISORY COUNCIL VICE CHAIR. MOTION SECONDED BY MARK
DALEIDEN. MOTION CARRIED UNANIMOULSY, 10-0.
3. Consideration of approving minutes from November 2, 2018.
MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE NOVEMBER 2,
2018 REGULAR MEETING WITH CORRECTIONS. MOTION SECONDED BY JIM
LINDBERG. MOTION CARRIED UNANIMOUSLY, 10-0.
4. Consideration of adding to and approving the agenda.
a. Nature Preschool.
MARK DALEIDEN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEM.
MOTION SECONDED BY WES OLSON. MOTION CARRIED UNANIMOUSLY, 10-0.
5. Camper Cabin Design Considerations.
Marc Mattice reviewed the camper cabin design considerations with the advisory council.
The design proposals were submitted by Frontier Structures. There were two designs submitted and
both include electric baseboard heat. There is an additional cost to add air conditioning. The cabin
specs include metal roofing, tongue and groove knotty pine and vinyl plank flooring. The proposed

rental rate is expected to be $65/night. The plan is to have a total of six cabins constructed with two
different cabin sizes. The cabins are pre -built modular cabins with a cost of around $35,000/each.
The plans show a flat roof and the consensus of the council Is to have the option of a gabled roof
to remain consistent with the look of the other buildings within the park. Mattice will go back to
the contractor to request new designs and work up a price difference between the flat roof structures
vs. gabled roof structures. Council members asked for Mattice to email them the new designs and
costs when that information becomes available.
6. Campground Grant Notice and Engineering Status.
Marc Mattice said that the county received notice of the grant award for the campground
implementation. After the agreements are signed the planning can begin later this summer with
construction in 2020. Currently the county is working with the campground design contractor,
Louck's, on the grading plan.
7. City of Monticello Proiect Update.
Angela Schumann said the Advertisement for Bids for Phase 1 of the Athletic Complex has been
posted with bids due on February 11, 2019. Construction should begin in the spring and City staff
will be working with the county on a parking plan during the construction.
8. Friends Update.
There are no new updates from the Friends group.
Marc Mattice said that the viewing scope has been purchased for the new Long Lake Overlook.
The scope was purchased with funds donated to the Friends group from the Ellison Foundation.
The new overlook will be completed this summer.
Brad Harrington said the YMCA hired a new camp director and they will extend an invite for him
to come to the next meeting.
9. Discussion of Added Items.
a. Nature Preschool: Jeremiah Mack said the levy for lease was approved by the School Board
to initiate the nature based preschool program at Bertram. The school will be set for
Monday -Thursday mornings, and if there is enough participation, they will expand to
afternoons. Class times will be from 9 a.m. to noon. Class size is limited to 20 kids with 3
staff members. The agreements will be developed and signed this summer with the
preschool slated to open in the fall of 2019.
10. Schedule Next Meeting.
The next regular meeting is scheduled for February 1, 2019, at 8 a.m. at the Bertram Lake Chalet.

1. Call to Order at 3:39. Graham
2. Officers. Chair (Graham); Vice -Chair (Jim); Secretary (Wendy); Treasurer

a. Bylaws attached for reference.
b. Board members shall serve two year terms which will automatically renew
until the Board member elects to resign. Martyn proposed and Dave
seconded that officers remain the same, passed unanimously.
c. Bylaws contain both one year and two year stipulation of term.
Clarification: The point of having one or two year terms was to make sure
they stagger. There are only 4 positions, so we need to clarify on the bi-
laws.
3. Approval of Minutes from September 14, 2018 Meeting.
4. Treasurers report: not available
5. Consideration of adding items to and approving the agenda. 4 items added and
agenda approved.
6. Update from the 11/02 BCOL Advisory Council Meeting.
a. Campground budget adjusted to 2.3M estimated (grant funded) project.
Stub utilities, grade roads, build sites excluding north end, ADA slabs on
hold too. Scheduled for a 2022 open.
Jim brought the question came up about length of time campers would be
there. Answer: seasonal, not permanent.
b. The bike/hike and ski trails could get funding to complete a full circuit
including the north areas of the park (gravel). Marc Mattice is applying for
grant funds from the Federal Recreation Trail Grant Program. 171K
estimated total project inclusive of a pedestrian bridge. Scheduled for a

June 2021 open. Friends should write a letter of support by mid-March; if
not sooner.
c. YMCA Camp Manitou Dir. replacement search update. They have hired a
male and Brad has met with him and discussed having paddle boards and
canoes available for rental.
d. A recent traffic study has been completed that recommends future turn lanes
on Briarwood. At this time we don't need the turn lanes. (5 years out)
e. Beth brought up that Monday- Thursday there will be a nature based pre-
school 9 -noon, 1-3. (During the school year.)
f. Beth: The athletic complex will be started. It came in quite a bit lower than
expected! It will be the ponding, irrigation, infrastructure, some grading on the
fields, 2 premier soccer fields. The first phase is on the existing fields that
were used last summer and north.
g. The platform for the overlook is in. The binoculars are bought.
7. Updates from Programs/Events
a. Park Clean-up. Usually held on Earth Day (which is a Monday); this yr. we
could do Saturday, April 27, 2019, 9 a.m. to 1 p.m. (with the YMCA).
We need to check with the new YMCA director.
Whoever is coordinating our volunteers/ works with Mark. Let's have an
Open House flyer ready by then?
b. Member appreciation event and renewal event. June 1 is the member
renewal date. Last year we did May 17 (Thursday evening) as the Open
House and gave away tote bags. May 16th would be a good day this year.
We still have plenty of tote bags. Appreciation picnic for Parks employees
and their families, as well.
c. Walk and Roll is JUNE 8th. We can be in the same spot by East Bridge
Park. This is the 25th year.
8. Request for a letter of support for a grant application to the Federal Recreation
Trails Grant program for the hiking trails on the North side of the Bertram.
Brad brought this to us 1/18/19 and we supported it. Graham wrote the grant.
We supported this letter via email.
9. Approval to use part of the Ellison Foundation money to construct a seating
area around the fire pit out of pavers and to raise the fire pit up about 1 foot.
The cost would be $2,800. Brad brought this to us 1/18/19 and we supported
it. Jim made a motion to use this money, Wendy seconded, unanimous.
I O.Parks & Trails Council — we paid $75 annual renewal in Dec., Thanks Beth!

a. "Day on the Hill", 3/27/19 in St. Paul at the capitol. It is important for
people to show up. The Greater MN Parks and Trails Council encourages the
Friends groups to participate. During the day, possibly starts around 10, lunch
break and snacks.
b. Workshops offered: Meet peers, learn about precedence, best practices and
engage with planning activities. Dates: 4/12 @ Lk. Shatek; 5/17 @ Itasca;
9/13 @ J. Cooke; TBA (late Fall) @ Whitewater. $25 fee. 9:30am-3pm.
c. Web hosting Jim proposed and Graham seconded for Graham to pay and be
reimbursed. All unanimous.
d. We should invite the Friends leader of P & T to our next meeting.
11. friendsolbertramlakes. org —Latest history tidbit by Jim: "Going On A Nature
Walk". Published 12/07/18 also, "The Red Caboose". There is money
available for signage that is historical through grant funding. Also, Ellison's
are also interested in more funding support for park projects.
12. Friends Membership Update — New members. Member support. Newsletter.
13. Discussion of added items.
a. A new brochure: Chris Lommel, we may be able to buy or he could donate
pictures. Through FB Beth noticed that a nature photographer lives right by the park.
Beth will look at what we have an update a brochure.
b. T-shirts: Jim's idea is to take the 4 lakes contour map, on it with Bertram
logo. These would be T-shirts for purchase. Dave brought up that we can do an
online store, Ausco design, it would run for 2 weeks. We could use as a fundraiser, or
give to new members, lots of options. We could even do hats!
c. Snowmobiling: we have a snowmobile trail that goes through part of our
property in the corner. When we started the park we said "no motorized vehicles".
Jim would like to bring up to the advisory council that the snowmobile trail is in the
ditch and off our property. Martyn says it is one of the "grandfathered in" things,
through the advisory. We would like it to be brought back to the advisory table to
review again.
d. Dog poop bags? Ask about when Brad or Marc are at a meeting.
