BERTRAM CHAIN OF LAKES REGIONAL PARK ADVISORY COUNCIL
Friday, March 1, 2019, 8:00 a.m.

Call to Order.
Wes Olson called the meeting to order at 8:09 a.m.
Brad Harrington introduced the new YMCA Camp Manitou Director, Brent Erkkill.
2. Consideration of approving minutes from January 4, 2019.
MARK DALEIDEN MOVED TO APPROVE THE MINUTES FROM THE JANUARY 4, 2018
REGULAR MEETING. MOTION SECONDED BY TOM JAHNKE. MOTION CARRIED
UNANIMOUSLY, 7-0.
3. Consideration of adding to and approving the agenda.
MARK DALEIDEN MOVED TO APPROVE THE AGENDA AS PRESENTED. MOTION
SECONDED BY SCOTT PETERSON. MOTION CARRIED UNANIMOUSLY, 7-0.
4. Athletic Park Phase 1 Bidding and Schedule Update.
Matt Leonard said that on February 11th, the City Council awarded the contract for Phase 1 of the
Athletic Complex to New Look Contracting from Rogers, MN. Improvements will include mass
grading of 27 acres, construction of two premier multi-purpose fields, expanded gravel parking and
pedestrian trails, electric utility infrastructure, parking lot lighting, construction of a water reuse
stormwater and irrigation pond, seeding, restoration, tree planting, and landscaping. A
preconstruction meeting is coming up to set the schedule, and hopefully get some equipment on site
before the spring load restrictions are put in place. Construction is expected to begin in May 2019,
with an estimated completion October 15, 2019.
6. Campground Development Schedule Update.
Marc Mattice said he is working on preparing the design build RFP for the comfort station, contact
station, and camper cabins. The footprint of these buildings will need to be developed before they

start the grading plan. He is hoping to have the contractor in place by April. The septic designer is
under contract. By the last quarter of 2019 the goal is to have the final grading plans, site
development plans, and utility plans complete and ready to go out for bids in December, with
construction to start in the Spring of 2020.
7. 2019 Project Update.
Marc Mattice said there are no new projects on schedule for 2019 at Bertram but there are still
projects to complete from 2018, including:
• Landscape, trail alignment, and benches at the Long Lake Overlook.
• Interpretive sign installation.
• Improvements to fire pit and seating area at Chalet (funding from Friends Group).
• Signage on buildings for reservation with contact information.
• Electrical updates to the old pole shed.
Angela Schuman asked about trail connections and Mattice said the county has applied for a Fed
Rec Trail Grant with funds available in 2020 for internal trail work for ski and hiking trail
connections which will be completed in 2021.
8. Friends Update.
Spring Cleanup tentatively set for April 27th from 9 a.m. to 1 p.m. but will coordinate with the new
YMCA camp director.
Looking at May 16th for the annual membership drive and appreciation to include all park
employees and their families as well. Will hold the event at the chalet like last year with a catered
dinner, music and a short presentation.
The Friends provided a letter of support to the county for the fed rec trail grant application.
Friends approved the use of funds from the Ellison donation to construct seating around the fire pit
and to add a raised border around the fire pit ring.
9. Discussion of Added Items.
a. The U.S. Congress passed the Natural Resource Management Act on February 26, 2019
with a vote of 363-62 in the house, and 92-8 in the Senate. This act reauthorized the Land
and Water Conservation Fund with no expiration date. Parks such as Beebe Lake County
Park, Bertram Chain of Lakes, Clearwater/Pleasant Park, Otsego Park and many others
throughout thedd county have benefited from these funds. Now the act is just awaiting the
final approval from the POTUS.

10. Schedule Next Meeting.
There will not be a meeting in April, and the next regular meeting is scheduled for May 3, 2019,
at 8 a.m. at the Bertram Lake Chalet. Mattice noted items for discussion will include the alcohol
in parks policy, nature preschool, summer program schedule, and Briarwood Avenue update.
