Special meeting of the City Planning Commission - April 24, 1974
Ci ty Hall
Members present: Maus, Miller, Muehlbauer, Stumpf, White.
Absent: Worth, Topel.
A motion to approve the minutes for the meeting of April 17,
1974 was made by Muehlbauer, seconded by Miller. Voting
in favor: Maus, Miller, Muehlbauer, Stumpf, White. Absent:
Topel, Worth. Opposed: None. Motion carried.
Council members Dan Blonigen and Jeff Rowan were in at-
tendance at this meeting.
Mr. Howard Rekstad of Bureau Investment Corp. and attorney
Greg Smith were also present.

A discussion was held concerning the possibility of ap-
pointing Mr. Gerald Fredin as Building Inspector. It
was decided that no decision would be made on this matter
until Mr. Fredin has the opportunity to attend a Planning
Commission meeting; possibly on May 15, 1974.
A presentation was made by Mr. Howard Rekstad in regard to
the status of a Building Permit for the Bureau Investment
Corp. Mr. Rekstad stated that Bureau Investment Corp. will
willingly pay the surtax, but did not feel the Corp. needs
another building permit. A debate was held concerning the
question of when does construction begin. J. W. Miller
stated it was his opinion that construction begins when
ground is moved. A motion was made by Ron White, seconded
by J. Miller, to recommend to the City Council that Bureau
Investment Corp. pay the State surtax of $290.00 and con-
tinue on with the building. Voting in favor: Miller, Muehl-
bauer, Stumpf, White. Not voting: Maus. Absent: Topel,
Worth. Motion carried.
There was Planning Commission consensus, no vote, that in
the future there should be a 3 day period allowed when a
Special Meeting is called. This would allow for a written
notice to all members.

A motion to adjourn was made by White, seconded by Miller.
Carried - all in favor.
Meeting adjourned at 9:10 P. M.
