JOINT MEETING
Planning Commission & Roads & Streets Commission
October 8, 1974
The joint meeting was called to order at 7:30 P. M. by
Mr. Chuck Stumpf. Planning Commission members present:
Anderson, Maus, Miller, White. Absent: Muehlbauer, Topel.
The Roads & Streets Commission was represented by Mr. Dale
Lungwitz and Mr. Milton Olson.
Individuals in attendance: Council members D. Blonigen and
Gene Walters, Mr. Tom Loucks of Brauer & Assoc., Mr. Thore
Meyer, city engineer and Mr. Ernest Hartwig.
A motion to approve the minutes of October 4, 1974, as
presented, was made by W. Anderson, seconded by J. Miller.
Voting in favor: Anderson, Maus, Miller, Stumpf, White.
Opposed: None. Absent: Muehlbauer, Topel. Motion carried.
The Administrator noted that un unidentified individual has
inquired of the city secretary about the possibility of
building on E. Co. Rd. 39. Mr. Loucks mentioned that a
delay in the allowance of building would be recommended.
Mr. J. Miller stated the individuals should make known speci-
fically what they desire to build and possibly attend a
Planning Commission meeting to have the matter reviewed.
A motion was made by J. Miller, seconded by W. Anderson, to
recommend to the City Council that building permits be ap-
proved on an individual basis until re-zoning has occurred
in the newly annexed area. Voting in favor: Anderson, Maus,
Miller, Stumpf, White. Opposed: None. Absent: Muehlbauer,
Topel. Motion carried.
The Administrator noted that building permits had been
issued to Mr. Stan Hall and Mr. Randy Hall for construction
in the annexed area (Hillcrest addition). It was the con-
sensus of Planning Commission members in attendance that the
issuance of these permits present no problem as the building
is occurring on an orderly basis and in established areas.
Planning Commission members agreed that culverts installed by
these houses out to the street area present no problem. A
representative of the State of Minnesota Highway Department
had asked to be informed if the City objected to the culverts.

Mr. Tom Loucks made a presentation in regard to how streets
should be developed by the proposed community housing pro-
ject. It was the opinion of Mr. Loucks that Sixth Street
should be main thoroughfare in the area and that Maple St.
should have a greenway or pathway system. He recommerided a
Linn Street entrance to the community housing project. Mr.
Ernest Hartwig stated he approved of the plan; Mr. Milton
Olson stated he would rather see Seventh Street as the thorough-
fare. Mr. Meyer stated that the sewer system on Sixth Street
could be extended to almost any area.

Monticello residents in attendance at the meeting stated
they felt the plan covered too small an area and they would
rather see the plan encompassing more of the annexed area.
No decisions were reached on the aforementioned discussion.
Mr. Lungwitz and Mr. Stumpf agreed they would make a report
to the City Council at the council meeting of October 14, 1974.

A motion was made by J. Maus, seconded by J. "Miller, to
have the City Council informed of the Planner's recommendations
and the Roads & Streets Commission recommendations in re-
gard to street development, etc., by the community housing
project.
A motion to adjourn was made by J. Miller, seconded by R.
White. Voting in favor: Anderson, Maus, Miller, Stumpf,
White. Opposed: None. Motion carried. Meeting adjourned
at approximately 10:10 P. M.
