PLANNING COMMISSION MEETING
October 21, 1975
7:30 P.M.
Members present: Gillham, Anderson, White, Steinert,
Miller.
Members absent: Topel, Muehlbauer.
1. Approval of minutes.
Motion by Anderson, seconded by Steinert and unanimously
carried to approve minutes of September 16 and October 14,
1975 meetings.
2. Public Hearing - Preliminary Plat - Henry Doerr's
Doerr Estates.
Motion by Miller, seconded by White and unanimously
carried to approve plat.
3. Public Hearing - Preliminary Plat - Stan Hal~s
Hillcrest 2nd Addition.
Discussion held on corridor trail system and consensus
was to eliminate obtaining further easements for such
system as merits of such a trail were questionable.
Question also came up regarding minimum lot size require-
ments necessary as most lo~in plat are not currently
serviced by city sewer. Specific point in question was
whether plat could be approved due to 2! minimum acre
requirement for those areas not served by city sewer and
whether this applied to plat requirements or building per~
mit requirements. Motion by Anderson, seconded by Steinert
to approve plat; voting in favor: Anderson, Steinert; White,
Gillham; abstain: Miller. Building permits could not be
issued to those lots until serviced by city sewer.
4. Consideration of possible rezoning of tract of land
west of shopping center from R-3 to B-3.
Discussion on merits and disadvantages of rezoning area
from R-3 to B-3. Motion by White, seconded by Miller to
hold public hearing on rezoning as indicated on City
Hall zoning map east of Fred Tozer property and west of
shopping center from R-3 to B-3, voting in favor: White,
Miller, Gillham; opposed: Anderson; abstain: Steinert.

5. Consideration of allowing Four Family dwelling units
in R-2 district.
Motion by Steinert, seconded by White to allow four family
dwelling units as conditional use in R-2 district. Voting
in favor: White, Steinert, Anderson, Gillham; abstain:
Miller. Since amendment to the ordinance this would
require council approval.
6. Consideration of action to be taken on uncompleted
apartment building structure immedicately west of
Belmar Apartments.
Motion by Gillham, seconded by White to have City Ad-
ministrator contact owner and require building permit
application taken out or area backfilled within 30 days.
Voting in favor: Steinert, Anderson, Gillham, White;
abstain: Miller.
