Planning Commission Resolution 2021-017CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA PLANNING COMMISSION RESOLUTION NO. PC-2021-017 RECOMMENDING APPROVAL OF A PRELIMINARY PLAT FOR DEEPHAVEN SECOND ADDITION, MONTICELLO WHEREAS, the applicant seeks to replate property consisting a single commercial parcel and residual outlot, currently a portion of Deephaven Outlot B; and WHEREAS, the applicant has submitted a request to plat said property into a single parcel and new outlot, retaining development for future commercial property; and WHEREAS, the site is guided for commercial/mixed uses under the label "Commercial Residential Flex" in the City's Comprehensive Plan; and WHEREAS, the property is zoning B-4, Regional Business, a zoning district suitable for commercial development as proposed; and WHEREAS, the proposed Plat is consistent with the long-term use and development of the property for commercial use; and WHEREAS, the Planning Commission held a public hearing on June 1, 2021 on the application and the applicant and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the Planning Commission has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the Planning Commission of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The Plat provides an appropriate means of furthering the intent of the Comprehensive Plan for the site by continuing the development plans for commercial use. 2. The proposed improvements on the site under the Preliminary Plat are consistent with the needs of the development in this location as a commercial and mixed use area. 3. The improvements will have expected impacts on public services, including sewer, water, stormwater treatment, and traffic which have been planned to serve the property for the development as proposed. 1 CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA PLANNING COMMISSION RESOLUTION NO. PC-2021-017 4. The Plat is consistent with the intent of the City's economic development objectives, as well as with the intent of the B-4, Regional Business zoning regulations. NOW, THEREFORE, BE /T RESOLVED, by the Planning Commission of the City of Monticello, Minnesota, that the Planning Commission hereby recommends that the Monticello City Council approves the Preliminary Plat for Deephaven Second Addition, subject to the conditions listed in Exhibit Z of the staff report as follows: 1. Reconfiguration of the platted lot lines to meet the requirements of the City Engineering Department in its report dated May 27t", 2021. 2. Reconfiguration of the proposed site plan to accommodate driveway changes that avoid interference with stormwater improvements. 3. Platting of the property to include a public pathway/open space easement over the rear 30 feet of the subject property, in exchange for prior public pathway considerations on this parcel, and the adjoining residential development. 4. The temporary blanket easement over the remaining Outlot A would remain in place until such time as those parcels are ready to develop. 5. The applicant shall verify plat naming convention with the Wright County surveyor. 6. The developer execute a Development Agreement for the terms and conditions of the plat. 7.
