PLANNING COMMISSION MEETING
May 18, 1976 - 7:30 P.M.
Members present: Howard Gillham, J. Ridgeway, Dr. Bauer,
Henry Doerr, Fred Topel, J. W. Miller.
Members absent:
None.
1. Approval of April 20, 1976 minutes.
Under item #5, the street right-of-way should be
corrected to read 100' instead of 80'. Motion by
Ridgeway, second by Doerr and unanimously carried to
approve minutes as corrected.

2. Continuation of Public Hearing - Conditional Use Permit
for 4 Unit Family Dwelling in an R-2 Zone.
J. W. Miller was proposing a 4 unit apartment at the N.
W. corner of 4th St. and Minn. St., Block 27, Lot 5 and
was requesting a Conditional Use Permit.
At the April 20, 1976 Planning Commission meeting, the
request was tabled to further study the impact the dev-
elopment would have on the area. The main concern of the
property owners in the area was that the site was too
sma 11 .
Discussion was held on the lot size requirements defined
in the ordinances. There appeared to be some inconsistency
as a larger lot is required for a single family residence
and 2 family residential unit than for a 4 family unit.
A motion was made by Ridgeway, seconded by Bauer and un-
animously carried to table a decision on a conditional
use permit until the ordinance pertaining to lot size
requirements for multiple family residences can be
clarified.
3. Consideration of Rezoning a portion of Lot 1, Block D,
from R-B to B-4.
Dr. Kasper discussed with the Planning Commission his
intent to purchase a 65' x 76' lot from Red Michaelis
to build a chiropractic office. The lot is currently
zoned R-B.

Since an R-B zone does not allow a lot size less than
10,000 sq. ft., a rezoning request would be necessary to
B-4, which has no minimum lot size nor setback requirements.

The proposed clinic would be 24' x 32' and would require
7 off street parking spaces.
The consensus of the committee was to hold a public hearing
on June 1, 1976 to consider the rezoning of Lot 1, Block
D from R-B to B-4 for use as a medical clinic.

4. Review of Proposed Elderly Housing Project - W. Houle.
Wally Houle discussed a 36 unit elderly housing project
proposed adjacent to the present site of the Ridgemont
Apt's. The building would consist of 35 one bedroom
units and 1 two bedroom unit. The units would all be on
one level and constructed of brick.
Mr. Houle stated that he would provide transportation
to the downtown area for residents if necessary.
The proposed location would require rezoning from R-3
to R-B and a conditional use permit to allow for an
elderly housing project.
Mr. Houle requested that the Planning Commission send a
letter to the Minnesota Housing Finance Agency recommend-
ing that his project be considered for funding in Monti-
cello.
A motion was made by Gillham, second by Doerr and un-
animously carried to send a letter to the MHFA from the
Planning Commission recommending that Mr. W. Houle's
project be considered for funding.
5. Request for a moving permit by Red Michaelis.
Red Michaelis discussed his intentions of moving an older
garage building from northerly part of Lot 1, Block D to
Lot 14, Block D located behind his present gas station.
He plans on selling Lot 1 to Dr. Kasper and would like to
make use of the garage for storage purposes.
Gillham made a motion, second by Doerr and unanimously
carried to recommend a moving permit be issued to Red
Michaelis.
Motion by Bauer, second by Ridgeway and unanimously carried
to ad'ourn.
