REGULAR MEETING OF THE PLANNING COMMISSION
September 23, 1976 - 7:30 P. M.
Members present: Howard Gillham, Jim Ridgeway, Fred Topel,
Henry Doerr, J. W. Miller.
Member absent:
Dr. C. D. Bauer.
1. A motion was made by Topel, second by Doerr and un-
animously carried to approve minutes of July 20, 1976,
meeting.
2; Consideration of Building Permit for 35 Unit Motel-
Stuart Hoglund.
A motion was made by Gillham, second by Doerr and unani-
mously carried to recommend approval of a building per-
mit for a 35 unit motel contingent upon approval of
plans by building inspector, J. W. Miller.

3. Discussion on Property Purchase ~ John Sandberg.
John Sandberg discussed with the committee the possible
purchase by the city of (2) parcels of river land pre-
sently available on E. Cty. Rd. 39.
The property's are:
1. Leo Kirscht estate - $7,900 (listing price)
2. Doug Anderson property - $7,900 (asking price)
The listings include one mobile home on each lot with
septic system and well. The Kirscht property also
includes a single garage.
The commission members discussed the possibility of
acquiring the property directly east of these parcels
currently owned by the Krautbauer family. In their
opinion, the (2) parcels currently listed for sale
along with the Krautbauer property would provide an
excellent park area and boat launching area for re-
sidents on the east side of Monticello.

A motion was made by Doerr, second by Topel and unani-
mously carried to recommend to the council that purchase
of the listed property be pursued. The commission also
recommended that the city negotiate for the purchase
of Mr. Krautbauer's property adjacent to the listed
properties. Mr. Krautbauer has additional land in
that area which he may wish to plot in the future and
if the city could negotiate for the river property
now, this land could possibly be credited as part of
his 10% park dedication requirements on future sub-
division requirements.

4. Consideration of Lot Size Variances for Subdivision
Request - Les Finn.
Les Finn was proposing to subdivide Lot 10, Block 45
into (2) parcels, each having square footage of 5,445'
The minimum lot size allowable in an R-2 district is
currently 10,000 sq. ft. Mr. Finn was also requesting
a rear setback variance of 18' in order to build a
home on the proposed new lot.
A motion was made by Topel, second by Doerr and unani-
mously carried to deny subdivision request and related
variances needed.

5. Consideration of Lot Size Variances for Subdivision
Request - Ben Arnold.
Mr. Ben Arnold was requesting to subdivide Lot 2, Block 1,
Manhattan Lots into (2) parcels. The present lot is
approximately 97' x 318' or 30,846 sq. ft. The required
minimum lot size in an R-1 district is 12,000 sq. ft.
The Dept of Natural Resources regulations require
that the minimum size of a lot abutting the Mississippi
River shall be at least 20,000 sq. ft. if not served
by public sewer.
The size of the newly created lot would then be only
10,846 sq. ft., less than the minimum required. In addi-
tion, at least 30' of the property fronting on Cty.
Road 39 would have to remain with the existing lot
to provide a driveway for ingress and egress; resulting
in a new lot width of 67'; 13' less than the minimum
requirements.
Motion was made by Topel, second by Doerr and unani-
mously carried to deny the request for subdivision and
related variances.
6. Consideration of Sideyard Setback Variances - Dr. Fish.
Dr. Fish's home is situated on Lots 5 & 6, Block 59,
and is proposing an addition to his existing garage
which would be within 8!f of the property line.
The abutting property owner, Mrs. Viola Schneider, had
no objection to the variance request.
A motion was made by Doerr, second by Gillham and unani-
mously carried to approve the variance request of 1! ft.

7. Consideration of Adding a Small Printing Business as
a Permitted Use in a B-3 Zoning District.
Mr. Mike Fish indicated a desire to open a small
printing business in part of the present Pro-Mart
building south of 1-94 (B-3 zoning).
Printing and publishing businesses are currently per-
mitted uses in an 1-1 (Light Industrial) district, only.
Howard Dahlgren, city planner, has recommended that a
small printing business employing 6 or less persons
would be acceptable as a permitted use in a B-3
zoning district.
Mr. Fish indicated that he would be employing only
one full time and possibly one part time employee.
A motion was made by Doerr, second by Topel and unani-
mously carried to recommend adding a small printing
business as a permitted use in a B-3 district contingent
upon the business employing less than 6 persons.

8. Request for Building Permit - Richard Osowski.
Mr. Richard Osowski requested a building permit to
erect (2) liquid fertilizer tanks on property recently
leased from the railroad.
A motion was made by Gillham, second by Topel and un-
animously carried to recommend approval of a building
permit contingent upon the construction of a dike
surrounding the tanks.
9. Consideration of Side Yard Setback Variances - Dave
Heskins.
Dave Heskins requested a 20' sideyard variance to
build an electrical shop within 10' of the property
line on a portion of Lot 1, Block 2, Oakwood Industrial
Park. The current ordinances call for a sideyard
setback of 301 in an 1-1 district.
The variance was requested to allow for more parking
area south of the building location.
A motion was made by Topel, second by Doerr and unani-
mously carried to recommend approval of a variance
to build within 10' of the property line.

10. Discussion on 4 unit Apartment Building - Dan Blonigen.
Dan Blonigen discussed with the Planning Commission
his intention of building a 4 unit family dwelling
on Lots 8, 9 and 10, Block 23.
The consensus of the committee was to hold a public
hearing on October 19, 1976, to consider the request
for a conditional use permit to construct a 4 unit
apartment by Dan Blonigen.
