CITY OF MONTICELLO PLANNING COMMISSION
REGULAR MEETING
March 15, 1977
7: 30 P. M.
Members present: Howard Gillham, Dave Bauer, Fred Topel,
J. W. Miller.
Members absent: Henry Doerr, Jim Ridgeway.
1. Approval of minutes.
Motion by D. Bauer, seconded by F. Topel and unanimously
carried to approve the minutes as presented except for a
correction amending item 7 to read "prospective buyers"
in place of "new owners".
2.
Public Hearing Consideration of Rezoning Parcel from
R-1 to 1-1.
William Seefeldt requested that a site of 18.88 acres in
the northwestern portion of the city (described below) be
rezoned from R-1 (single family residential) to 1-1 (light
industrial). purpose of the request is to allow Mr. Seefeldt's
firm, Electro Industries to operate their light manufacturing
and engineering business. Additionally, a sub-lease of part
of the property is intended to Production Specialties for
metal fabrication, welding and painting.

That part of the SEt of the NWt and that
part of the SWt of the NEt of Section 4,
Township 121, Range 25, Wright County,
Minnesota described as follows: Beginning
at the northeast corner of said SEt of the
NWt; thence west along the north line of
said SEt of the NWi, a distance of 717.89
feet to the northeasterly right of way
line of Interstate Highway Number 94;
thence southeasterly along said right of
way line, a distance of 1899.00 feet to a
line parallel with and distant 520.0 feet
east of the west line of said swi of the NEt,
as measured along the north line of said SWt
of the NEi; thence north along said parallel
line, a distance of 1292.08 feet to the north
line of said SWt of the NEt; thence west along
said north line, a distance of 520.0 feet to
the point of beginning. Containing 18.88 acres
and subject to the right of way of a township
road over the north 33.0 feet thereof.

Mr. Richard Dwinell reviewed a planning report of March 10,
1977 (Supplement 3-15-77 #1) and a motion was made by D.
Bauer, seconded by F. Topel and unanimously carried to
recommend to the City Council approval of the zoning change.
Discussion was also held relative to the adjacent salvage
yard and other salvage yard in Monticello and future land
use of the surrounding area of the parcel just approved for
a recommended rezoning. A motion was made by D. Bauer,
seconded by F. Topel and unanimously carried recommending
that the surrounding area be considered for rezoning to
industrial and also the ordinance section 10-3-2-(M)
relative to salvage yards be strictly enforced after it is
reviewed for possible amendments.
3. Consideration of variances allowing a single family residence
in a B-4 zone and yard size requirements.
Mr. John Sandberg, representing Mr. Gary Corrow, owner of
lots 1 and 2 in block 30, reviewed various proposed sub-
divisions of the land to allow a single family residence
in a B-4 zone. Two variances were requested as follows.

Allow a single family residence in a B-4 zone.
Allow reduced yard requirements from ordinance
standards of 80 feet width and 10,000 square foot
lot size.
Mr. Richard Dwinell reviewed his letter of March 11, 1977
(Supplement 3-15-77 #2) and indicated a variance should
not be granted for differences in land uses and recommended
a zoning change request would be the proper procedure.
City Administrator, Mr. Gary Wieber, indicated that the
entire block could be reviewed at time of hearings on
revised comprehensive plan and property owners of the
block could be sent direct notice relative to possible
consideration of redesignating the block as residential.
Motion was made by D. Bauer, seconded by H. Gillham and carried
unanimously to recommend John Sandberg initiate a rezoning
request to properly provide for a single family residence
in a B-4 district and request a variance on lot requirements.

Motion by F. Topel, seconded by D. Bauer and unanimously
carried to adjourn.
