Resolution 2RESOLUTION PROVIDING FOR AND CREATING THE OFFICE
OF ADMINISTRATOR FOR THE CITY OF MONTICELLO
WHEREAS, the City of Monticello Council deems that
the administrative details of the City will be more ef-
ficiently and economically handled by the creation of the
office of City Administrator.
NOW THEREFORE, BE AND IT IS RESOLVED, that there is
created in the City of Monticello the office of adminis-
trator. That the administrator shall be appointed by the
Council on the basis of his training, experience and ad-
ministrative qualifications.
That an administrator may be appointed for an in-
definite period and may be removed by the Council at any
time; but that after an individual has served in such
capacity for a period of one year, said individual may demand
written charges and a public hearing on the charges before
the City Council prior to the date when said removal from
office shall take place; that pending such hearing and
removal, the Council may suspend the administrator from
office and may designate some qualified person to per-
form the duties of the administrator during his absence.
That the administrator shall be the head of the
administrative branch of the City Government and shall
be responsible to the City Council for the proper ad-
ministration of all City affairs.
That },the administrator shall perform the following
duties, including such other duties as the Council shall
designate from time to time:
a. He shall appoint upon the basis of merit and
fitness, and subject to any applicable civil
service provision and except as herein pro-
vided, remove the heads of departments, and
all subordinate officers and employees, sub-
ject to council approval.
b. He •shall see that the statutes relating to
cities and the laws, ordinances and resolutions
of the city are enforced.
c. He shall exercise control over all depart-
ments and divisions of the city administration
which may be created by the Council.
d. He shall recommend to the Council for
adoption such measures as he may deem
necessary for the welfare of the people
and the efficient administration of the
affairs of the City.
e. He shall keep the Council fully advised
as to the financial condition and needs
of the City, and he shall prepare and
submit to the Council the annual budget.
f. He shall be the chief purchasing agent
of the City. All purchases for the City
and all contracts shall be made or let
by the Administrator when the amount of
the purchase or contract does not exceed
$1,000.00. But all claims resulting there-
from shall be audited and approved by the
Council. All other purchases shall be
made and all other contracts let by the
Council after receiving recommendations
and giving consideration to same from
the Administrator. All contracts, bonds
and instruments of any kind which the
City is a party shall be signed by the
Mayor and the Clerk on behalf of the
City and shall be executed in the name
of the City.
