JOINT PLANNING COMMISSION & CITY COUNCIL
SPECIAL MEETING
July 12, 1977 - 7:30 P. M.
Members present: City Council: G. Walters, D. Blonigen, P. White.
PI8lll1ing Commission: H. Gillham, H. Doerr, D. Bauer,
J. Miller, J. Ridgeway. Also present were members
of the Downtown Business District Development
Committee.
The purpose of the meeting was to review the Comprehensive Plan
being prepared by Howard Dahlgren & Assoc. for the city and orderly
armexation area.
Howard Dahlgren also presented and reviewed the central business
district improvement plan.
The Plarming Commission and Council t s primary goal in regard to the
central business district plan was the opening of Walnut Street
between downtown and the Monticello Mall.
The central business district plan as presented had an estimated cost
of $327,343, with a breakdown as follows:
1. Downtown area (Broadway)
2. Walnut Street
3. 3rd St. (between Walnut & Locust)

Should such a program be implemented, an assessment policy would have
to be determined as to how much of the costs would be paid by ad
valorem taxes vs. direct assessments.
No decision will be made on the downtown business district improvements
until the opening of Walnut Street is resolved with Burlington Northern
Railroad.
Motion by Ridgeway, second by Doerr and unanimously carried to adjourn.
