PLANNING COMMISSION MEETING
July 19, 1977 - 7:30 P. M.
Members present: Gillham, Topel, Bauer and Doerr.
1. Approval of minutes.
Motion was made by Doerr, second by Bauer and 1.Ulanimously carried
to approve the minutes of July 21, 1977 as read.

2. Consideration of Allowing Paint Classes and Antique Sales in a
R-1 Zone.
Mrs. Bettilou Christopher was considering the purchase of a 5.29
acre parcel of land with a home and buildings on Prairie Road
in the northwestern part of Monticello.
Mrs. Christopher would like to hold some paint classes in one of
the garages that exists on the site in addition to selling antiques
on a limited scale.
Monticello ordinances do allow home occupations as a permitted accessory
use in a R-1 zone, however, Mrs. Christopher requested the following
variances from the home occupation definition:
1. No stock in trade shall be kept or sold.
2. No more than one (1) room shall be devoted to home occupation
use.
3. No home occupation shall be permitted which results in or
generates more traffic than one (1) car for off street
parking at anyone given point in time.
Because the property in question is isolated presently from other
residential property, Bauer made a motion, second by Doerr and 1.Ulani-
mously carried to approve the variance request with a 5'year time
limit at which time the variance could be reviewed for renewal or the
property owner complies with current ordinance.
3. Public Hearing - Jom Sandberg Plat West of Co1.Ulty Road 75 and
South of Prairie Road.
Mr. Jom Sandberg requested approval of his preliminary plat
consisting of 30 parcels.
A petition for sewer and water has been approved by the city c01.Ulcil
contingent upon ultimate approval of the plat.
Howard Dahlgren, consulting city planner, has reviewed the preliminary
plan and has recommended that a pathway leading to a future park pro-
posed just east of the plat be implemented.

Jolm Badalich, city engineer, has also reviewed the preliminary
plan. Mr. Badalich recommended that the drainage plan be revised
to include storm sewer, rather than overland drainage.
H. Gillham made a motion, second by Bauer and 1.Ulanimously carried
to approve the preliminary plat submitted by Jolm Sandberg con-
tingent upon the city engineer's and city planner's approval.
4. Consideration of Determining Appropriate Requirements on Subdivisions.
Monticello ordinance 11-1-7 relative to subdivision requirements
reads as follows:
11-1-7: EXCEPTIONS: When requesting a subdivision, if either
of the two following conditions exist, the City
Administrator shall bring the request to the attention of the
Planning Commission whereupon, they shall review said request
and exempt the subdivider from complying with any inappropriate
requirements of this ordinance.
A) In the case of a request to divide a lot which is a part of
an existing lot of record where the division is to
permit the adding of a parcel of land to an abutting lot or
to create two lots and the newly created property line will
not cause the other remaining portion of the lot to be in
violation with this ordinance of the Zoning Ordinance.
B) Such division results in parcels having an area of five (5)
acres or more with frontage on a public right-of-way
measuring three h1.Uldred (300) feet or more and when such
division does not necessitate the dedication of a public
right-of-way; or if a lot which is part of a plat recorded in
the office of the Register of Deeds of Wright Co1.Ulty is to
be divided and such division will not cause any structure
on the lot to be in violation of the zoning ordinance or said
new portions of lots to be in violation of city ordinances.
This ordinance section was reviewed with the city planner, H. Dahlgren.
His opinion was that the following requirements for a subdivision
falling 1.Ulder Sections A or B would be appropriate:
1. Review by Planning Commission and City Co1.Ulcil.
2. Certificate of Survey.
3. Park dedication requirements as noted in Ordinance Section
11-6-1 through 11-6-5.
All other requirements such as public hearings, topographic mapping,
soil surveys, etc. would not appear to be necessary.
H. Gillham entered a motion, second by Doerr and 1.Ulanimously carried
to amend ordinance Section 11-1-7 relative to subdivision requirements
to require Planning Commission and eo1.Ulcil review, a Certificate of
Survey and park dedication requirements if a request for a subdivision
falls 1.Ulder category A or B.

5. Consideration of Approval of John Sandberg Plat East of Hwy. #25.
Mr. John Sandberg owned a parcel of land on the east side of
Highway 25 that was originally 4.28 acres and has sold a parcel
of approximately .89 acres for a home site. No plat or subdivision
was ever approved on this sale.
Additionally, Mr. Sandberg would now like to subdivide the re-
maining 3.39 acres into two parcels one of 1. 36 acres and one of
2.03 acres.
Mr. Sandberg presented a certificate of survey on the three (3)
parcels and requested that he be granted a variance from the full
subdivision regulations since the parcels were actually subdivided
at different times.
Mr. Sandberg agreed to meet the requirements of the proposed
ordinance amendment under Section 11-1-7, including calculating the
park dedication requirement on the entire 4.28 acres.
H. Gillham then made a motion, second by Topel and unanimously
carried to approve the subdividing of the 3.39 acre parcel into
two (2) parcels of 2.03 and 1.36 acres.
6. Approval of Building Permit for 38 Unit Cedarcrest Apartment Building
for the Elderly.
Mr. John Bergstad, developer of Cedarcrest Housing for the Elderly,
requested approval of a building permit for his 38 unit apartment
complex on 4th Street.
J. Miller, building inspector, has been reviewing the final plans
and it appears that all provisions of our ordinances will be
adhered to, including the parking requirements.
Motion was made by H. Gillham, second by Bauer and unanimously carried
to approve the building permit to Mr. Bergstad contingent upon
final approval by the building inspector.
7. Discussion on Requirements of Curb and Gutter in New Subdivision Plats.
The Planning Commission discussed whether the city council would
be setting a good example if they pursue a street improvement
program that did not include curb and gutter when all new subdivision
plats are required to have permanent streets with curb and gutter.
After a lengthy discussion, Bauer made a motion, second by Gillham
and unanimously carried to reconunend to the city council that they
seriously consider implementing a permanent street program which
included curb, gutter and storm sewer to coincide with current
city ordinances requiring the same in new subdivisions.
Motion to adjourn by Bauer, second by Gillham and unanimously carried.
