SPECIAL MEETING
MONTICELLO PLANNING COMMISSION
8-9-77 - 7:30 P.M.
Present: C. Bauer, J. Ridgeway, H. Iberr, J. Miller
Absent: H. Gillham, F. Topel
1. Motion was made by H. Iberr, second by C. Bauer and unanimously carried
to approve the minutes of 7-12-77 and 7-19-77 as read.
2. Public Hearing - Amendment of Ordinance to Allow "Glass Sales & Service"
as a Permitted Use within a B-3 Zoning District.
Mr. Rick Longley is proposing to relocate his business, "The Glass Hut" to
an area just east of Hwy. #25 and South of 1-94 to a parcel of land he
recently purchased. The area is currently zoned B-3 (Highway Business);
however, there is no reference to this kind of use in that district.
The City Planner, Howard Dahlgren & Assoc., indicated that this type of use
would be compatible in both a B-2 or B-3 zone, and recommended that "glass
sales & service" be added as a permitted use in a B-2 and then amend the
B-3 district to include all permitted uses allowed in a B-2, thus covering
both zoning districts.
Iberr made a motion, second by Ridgeway and unanimously carried to amend
zoning ordinance section 10-12-2 to allow "glass sales & service" as a per-
mitted use in a B-2 zone and amend zoning ordinance section 10-13-2 to
include all permitted uses allowed in the B-2 (Limited Business District).
Building Permit.
Mr. Longley applied for a building permit to construct a Morton Steel
Building for his glass sales business.
A motion was made by Ridgeway, second by Doerr and unanimously carried
to recommend approval of the building permit contingent upon the Building
Inspector's approval.
Variance from ~ Acre Minimum Lot Size Requirements for an.v Lot without City
Sewer & Water.
Ordinance section 10-3-4.-(C) requires that any parcel that does not have
city sewer and water must be at least ~ acres in size in order to allow
a private septic tank and well. Rick Longley's parcel is 2.03 acres and
therefore would require a variance from the ordinance provisions.
The City Ehgineers did not feel there would be any problem with the size
of the lot as long as state standards relative to the septic tank
installation are met.

Ridgeway made a motion, second by Doerr and unanimously carried to approve
the variance from the 2t acre minimum lot size requirement for septic
systems provided Mr. Longley's lot size area remains at 2.03 acres.
Proposed Access on to Hwy. #25.
Mr. Longley has written the State of Minnesota requesting an additional access
on to Hwy. #25 at the North end of his property.
The State has indicated that they have purchased access rights for this
property further south of Mr. Longley's proposed building site to prevent a
proliferation of entrances onto the Hwy., and therefore, would not grant a
new access.
The Planning Commission instructed the Administrator to check with our
City Planner on his recommendations regarding more accesses for this area.
3. Consideration of Building Permit - Duplex.
Mr. Tom Chock has applied for a building permit to build a duplex on Lot 5,
Block 42, Upper Monticello. J. W. Miller, Building Inspector, is reviewing
the plans and a motion was made by Bauer, second by Doerr and unanimously
carried to recommend approval of a building permit to Mr. Tom Chock for
the duplex, contingent upon Building Inspector's approval and provided all
ordinance s are adhered to.
4. Discussion on Building Addition to Wrightco Products.
Mr. Jim Ridgeway discussed with the Commission the intentions of Wrightco
Products to construct a warehouse addition to their business.
Complete plans will be submitted at a later date.
Motion was made by J. Ridgeway, second by H. Iberr to adjourn.
