Planning Commission Minutes 10-10-1977 (Special Meeting) ~ .-, . . ./ .# ._'.",. SPECIAL PLANNING COMMISSION MEETING October 10, 1977 -- 6:30 P.M. Members present: Members absent: Ridgeway, Doerr and J. W. Miller. Bauer, Topel, and Gillham. 1. Public Hearing - Consideration of a Conditional Use Permit for a Roller Rink in an 1-1 District - Bill Pemberton. Mr. Bill Pemberton requested a conditional use permit to build a roller rink on the north half of lot 1, block 1, Oakwood Industrial Park. At the previous Planning Commission Meeting, a public hearing was held to consider adding a roller rink as a permitted use within an 1-1 district, but the Planning Commission felt it was more desirable to allow such uses as conditional uses rather than permitted. There- fore, another public hearing was necessary to consider a conditional use permit request for the roller rink. The council previously approved the conditional use request and building permit for the roller rink contingent upon the results of the public hearing. Motion was made by Doerr, seconded by Ridgeway to recommend approval of the conditional use permit for Mr. Pemberton's roller rink in an 1-1 zoning district. 2. Consideration of Sideyard Variance Request - Roger Chartrand. Mr. Chartrand requested a variance to build a 24' x 30' garage within 9' of his east property line on lot 7, block P, Monticello. Mr. Chartrand requested the one foot variance in order to save removing two trees. The Planning Commission did not feel there would be any hardship involved in requiring the 10' sideyard setback, and Mr. Chartrand did indicate that the trees could be moved if necessary. The Planning Commission members present recommended that the variance request be denied and the 10' sideyard setback be adhered to. 3. Consideration of Building Permit - N.S.P. N. S. P. requested a building permit to construct a 24' x 24' metal storage building at their Nuclear Plant site in Monticello. The plans were reviewed by the building inspector and a motion was made by Doerr, seconded by Ridgeway recommending approval of the building permit request. . . . .. "'...... .. 4. Consideration of Building Permit - Monti Coin Laundry. Jay Miller requested a building permit to construct a 14' x 24' addition to the living quarters presently attached to the Monti Coin Laundry building. Part of the present living quarters will be used for expan- sion of the laundry business and the proposed expansion would actually just replace the portion of theliving quarters remodeled for commercial use. Motion was made by Doerr, seconded by Ridgeway to recommend approval of the building permit request. 5. Miscellaneous. Crandall Bros. Construction recently completed adding a second story additon toa basement house located at 800 East River Street. The existing basement structure had a front yard setback of only approx- imately 12', instead of the 30' setback now required by ordinance. The existing home would be '~andfathered in" in regards to the setback requirements, but a 6' deck was also added on to the house reducing the front yard setback down to approximately 6'. The original building permit application did not indicate that a deck would be built in front of the house. Consensus of the Planning Commission was to have a letter sent to the property owner and builders informing them of the ordinance violation and requiring the deck to be removed or apply for a variance on the front yard setback. On a motion by Doerr, seconded by Ridgeway, the meeting was adjourned. -2-
