PLANNING COMMISSION MEETING
October 18, 1977 - 7:30 P. M.
Members present: Gillham, Topel, Doerr, Bauer & Miller.
Member absent:
Ridgeway.
1. Motion was made by Topel, second by Doerr and unanimously
carried to approve the minutes of September 20 and October
10 meetings as presented.
2. Public Hearing - Consideration of Sandberg South Preliminary
subdivision Plat.
Mr. John Sandberg proposed a 8.28 acre commercial plat
south of 1-94 and west of Hwy. #25.
The proposed preliminary plat was reviewed by the com-
mission and a recommendation was made to re-align the
proposed road through the development.
Doerr made a motion, second by Topel and unanimously carried
to approve the proposed preliminary plat plan subject to
review by the city engineer and planner in regard to the
road alignment.
3. Consideration of Conditional Use Permit, Variance and Building
Permit for Dairy Queen.
A Dairy Queen was proposed for Lots 6,7 and 8 of Block 5 of
Upper Monticello. The area falls within a B-3 (Highway
Business) zone and as such a conditional use permit and a
public hearing to consider the permit is necessary since
Dairy Queen is construed as a convenience food establishment.
Mr. Bruce Bloom, of Dairy Queen International, explained that
the proposed building would be 27' x 51' or 1377 square feet
and according to city ordinances would require 92 parking
spaces. Proposed parking for the Dairy Queen is 33 spaces
and as a result, a variance of 54 spaces was requested.
In addition, Dairy Queen proposed installing two (2) wall
signs and one (1) pylon sign and asked for a variance to
allow the two (2) wall signs to face both 6th Street and
Highway 25.
Final building, grading and landscaping plans were not a-
vailable for the commission's review.
Bauer made a motion, second by Doerr and unanimously carried
to approve the building permit application, and recommend
granting variances to allow 33 parking spaces and the request
for an additional wall sign provided all other city ordinances
are adhered to.

4. Consideration of Variance from Monticello City Ordinance
Relative to 2! Acre Lot Size Minimum~r Lot Without City
Sewer and Water.
Mr. David Heskins requested a variance to build on a 100' x
320' (32,000 square feet) lot without city sewer and water.
Monticello ordinance Section 10-3-4-(C) requires a 2! acre
minimum lot size without city sewer and water.
The variance request is for a portion of Lot 1 of Block 2
of Oakwood Industrial Park.
After reviewing the area with the cityengineer, it was felt
that it would not be practical at this time to serve the area
with city sewer and water until further development occurs
in the southern portion of the Industrial Park.
Motion was made by Topel, second by Bauer and unanimously
carried to recommend approval of the variance requested for
a septic tank installation on part of Lot 1, Block 2, Oakwood
Industrial Park for Heskins Electric.
5. Consideration of Front Yard Setback Variance - Crandall Bros.
Construction.
Crandall Const., contractor for Richard Guille, recently
built a second story addition to a basement house located on
Lot 5, Block 16, Lower Monticello.
The original basement only had a front yard setback of
approximately 16'. In addition, a 10' deck was built on
the front of the house reducing the front yard setback
down to 6 feet. City ordinances require a minimum 30 ft.
setback, and Mr. Crandall requested a variance be granted
to allow the deck to remain.
Bauer made a motion, second by Topel and unanimously carried
to table this item until the Nov. 15, 1977 Planning Commission
meeting in order to give the Planning Commission members
time to review the property.
6. Consideration of Building Permit - Ken Holker.
Mr. Ken Holker has applied for a building permit to remodel
and add on to the existing Drive In just west of the Phillips
66 station on Broadway.
Purpose of remodeling would be for professional office space.
This area is zoned as B-4 (Regional Business) and as such,
professional offices would be a permitted use. Mr. Holker
indicated that the parking areas would be hard surfaced with
a bituminous overlay.

A motion was made by Topel, second by Doerr and unanimously
carried to recommend approval of the building permit pro-
vided city ordinances are adhered to and a final review is
made by the building inspector.
On a motion by Doerr, second by Topel and unanimously
carried the meeting was adjourned.
