SPECIAL PLANNING COMMISSION MEETING
November 22, 1977 - 7:30 P. M.
Members present: Gillham, Bauer, Ridgeway, Doerr, Topel,
Miller.
1. Approval of Minutes.
Motion was made by Ridgeway, second by Doerr and un-
animously carried to approve the minutes of November
15, 1977.
2. Consideration of Building Permit - Decorative Services.
Decorative Services requested a building permit for
the eastern! of Lot 1, Block 2, Oakwood Industrial
Park.
Decorative Services proposed a 40' x 120' (4800 sq.
ft.) concrete block building consisting of 20 in-
dividual garages for rental storage. Current plans
are to use one half of the building for storage of
materials used by Decorative Services and renting out
the other one half to individuals.
Future plans are proposed for construction of another
building on the same lot for the manufacturing business.
Since this lot is being subdivided, a certificate of
survey was required. The commission felt that park
dedication requirements would not be necessary in
this case since the Industrial Park has already gone
through subdivision requirements when it was platted.
A motion was made by Topel, second by Doerr and un-
animously carried to approve the building permit pro-
vided the required parking, cupb barriers and land-
scaping is completed within one year and city engineer
reviews site drainage plans.
The reason for the one year time limit was due to
Decorative Services plans to construct their new
drapery mfg. business on the same lot next year. The
area between the two buildings would then be utilized
for the parking requirements of both businesses and
would avoid the possibility of having the curb barrier
torn up by future construction.

3. Discussion - Ordinance Amendments Review.
The Planning Commission reviewed with consulting planner,
Dick Dwinell, the following possible zoning ordinance
amendments: (see memorandum from H. Dahlgren dated
October 12, 1977).
A. Section 10-3-4 - area and building size requirements:
Mr. Dwinell recommended that the minimum lot size
requirement for the R-3 (Multiple Family Re-
sidential) zoning district be changed from the
current minimum requirement of 6,000 sq. ft. for
multiple family dwelling lot size with 2,000 sq.
ft. per unit to 8,000 sq. ft. lot size for the
first unit and 2300 sq. ft. for each additional
unit.
It was felt that these changes would result in
better utilization of the R-3 land currently sub-
divided into single family scale lots.

B. Commercial planned unit development - recommend-
ation was made to amend ordinance to allow "Com-
mercial PUD's" within B-3 and B-4 zoning districts
as conditional Uses. PUD's are currently allowed
only in B-2 districts.
c. Residential uses within an R-3 district: recommend-
ation was made by the planner to allow R-l & R-2
uses as permitted uses within a R-3 district. This
would allow single family residences in multiple
family districts.
D. Multiple family structures over 12 units.- Current
zoning ordinance allows only up to 12 unit apart-
ments in an R-3 district. Two possible solutions
were discussed including creating a separate zoning
district for larger apartment complexes as con-
ditional uses with an R-3. The planner's re-
commendation was to allow apartment complexes
over 12 units as a conditional use permit.
E. Off street parking - multiple family residential.
Mr. Dwinell recommended that at least one parking
space be enclosed in a garage for each dwelling
uni t .

F. Discussion on "Open and Outdoor storage" as a
principal or accessory use under conditional
uses within a B-3 district.
Mr. Dwinell recommended that this conditional
use be amended to read "Open and outdoor storage
as an accessory use within a B-3 district. This
would eliminate a request for outdoor storage
only within commercial zones unless it was
associated or part of a permitted business use.
Other topics of discussion included possible junk yard
ordinance amendments and a clarification on when park
dedication requirements are necessary for commercial
subdivisions.
Mr. Dwinell will be preparing another
above possible ordinance amendments.
Commission tabled any recommendations
