MONTICELLO PLANNING COMMISSION
December 20, 1977 - 7:30 P.M.
Members present: Gillham, Doerr, Bauer, Ridgeway, Miller.
Member absent:
Topel.
1. Review of Preliminary Plat - Howard Gillham.
Howard Gillham presented for review a preliminary
residential plat consisting of 114 lots. The property
located along East County Road 39 is currently zoned
B-4 (Regional Business), but rezoning to R-1 (Single
Family Residential) would be necessary for Mr. Gillham's
proposal.
The revised Comprehensive Plan proposes that this pro-
perty remain commercial. The Planning Commission discussed
the possibility of splitting the property into both
residential to the east and commercial to the west.

As a result, Dick Dwinell, consulting planner, recommended
that a road proposed near the freeway be repositioned
at least 400' from the freeway, thus allowing for the
area next to the freeway for possible commercial zoning.
It was felt that commercial uses would be more appropriate
near the freeway and a road dividing the property would
provide a sufficient barrier between any commercial
and residential development.
According to previous discussions with the city engineer,
providing city sewer and water to Mr. Gillham's property
may work well with the improvements planned for Golf
Course Road (County Road 39) next spring. It appears
that the entire property could be served with city
utilities by relocating the proposed lift station on
County Road 39 to south Elm Street. This would eliminate
the need for two sanitary sewer lift stations for both
Golf Course Road and Mr. Gillham's property.
Dick Dwinell will be reviewing the plat with Howard
Dahlgren and the city engineer, and be preparing a re-
vised sketch indicating a possible layout of Mr. Gillham's
land which could utilize both residential and commercial
lots.

2. Discussion on Old Senior Citizen Property - Broadway Ave.
Motion was made by H. Doerr, second by J. Ridgeway and
unanimously carried to recommend to the city council that
consideration be given to delaying the sale of the old
Senior Citizen Center property until the downtown develop-
ment plan is completed.

A special meeting was scheduled for January 3, 1978
to review the revised Comprehensive Plan and possible
ordinance amendments.
Motion by Bauer, second by Doerr and unanimously
carried to adjourn.
