RESOLUTION NO. PC-2021-031
RECOMMENDING APPROVAL OF
A CONDITIONAL USE PERMIT FOR A CAR WASH FACILITY AT
4008 DEEGAN COURT, PID: 155174001021
WHEREAS, the applicant is proposing to establish an automated automotive wash facility on
an existing undeveloped parcel at the above address; and
WHEREAS, the subject property is zoned B-4, Regional Business, in which the proposed use
is allowed through a Conditional Use Permit; and
WHEREAS, the proposed use and site improvements, subject to the conditions identified in
Exhibit Z of the applicable staff report for September 7, 2021, are consistent with the intent
for the Conditional Use requirements and the City's land use objectives for the site; and
WHEREAS, the Planning Commission held a public hearing to consider the matter at its
regular meeting on September 7, 2021 and the applicant and members of the public were
provided the opportunity to present information to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the staff
report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following Findings
of Fact in relation to the recommendation of approval, pursuant to the conditions identified
by staff and others:
1. The proposed Conditional Use is consistent with the intent of the Monticello
Comprehensive Plan.
2. The proposed use will meet the requirements of the Monticello Zoning Ordinance.
3. The proposed use will not create undue burdens on public systems, including streets
and utilities.
4. The proposed use will not create substantial impacts, visual or otherwise, on
neighboring land uses.
5. The proposed use is found to be consistent with the proposed and planned land uses
in the area.
NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Monticello,
Minnesota that the proposed Conditional Use Permit is hereby recommended for approval,
with the following conditions:
1. The applicant shall add additional building facade interest to the wall abutting
Highway 25 (the east wall). This interest should include glass, and variable color
treatments to the proposed wall area, with the objective being to avoid the "blank
back wall" look of the building from that exposure.
2. The applicant shall demonstrate, to the satisfaction of the City, that the proposed
amount of stacking space (17 vehicles) is sufficient to accommodate the number of
vehicles which can be washed during a maximum 30-minute period.
3. The submitted photometric lighting plan shall be modified to demonstrate that the
maximum illumination level along property lines shall not exceed 1.0 footcandles.
4. The submitted grading and drainage plan shall be subject to review and approval by
the City Engineer.
5. The setback of the freestanding sign from the State Highway 25 right-of-way line
(east property line) shall be increased from 12 to 15 feet.
6. All proposed signs shall be subject to sign permit.
7. The applicant shall advise the City of any provisions made to control and/or reduce
noise resulting from the operation of the car wash (primarily the vacuum stations).
8. An expanded backing/turnaround area shall be provided on the north side of the
dead-end parking lot located in the northwest corner of the site (to accommodate
backing maneuvers of vehicles parked in the two most northerly parking stalls).
9. The applicant shall revise the landscaping plan to add screening around the trash
enclosure area, identify the ground cover material in that portion of the site, and
evergreen shrub/tree plantings on the north boundary of the site.
10. The applicant shall confirm that the trash enclosure location illustrated on the site
plan, and not the submitted sign plan, is correct.
11. The color of the trash enclosure shall mimic or complement the colors used on the
car wash building.
12. Conditions as required by the City Engineer's letter dated August _, 2021.
13. Compliance with the Fire Marshals recommendations for road width, hydrant
spacing, radio survey, and dead-end roads over 150 ft.
14. Other conditions of City Staff and Officials.
