1. Public Hearing - Consideration of Conditional Use Permit - Tom Chock.
Mr. Tom Chock has applied for a conditional use permit to allow him to
make a third apartment in his existing duplex at 801 w. 3rd Street.
This property is currently zoned as R-2 (Single and Two Family Residential)
and the legal description for the parcel is Lot 5, Block 42.
Under an R-2 Zone, it is necessary to have a conditional use permit for
a three-unit apartment. It should be noted that Mr. Chock has recently
completed and occupied the apartment building and it was initially
intended as only a duplex. However, in reviewing the large laundry room
and storage room, Mr. Chock indicated that he felt this area was too big
for these purposes, and decided to turn the area into an efficiency
apartment. As a result then, Mr. Chock would propose to have two
two-bedroom apartments and one one-bedroom apartment. According to
the ordinance, it is necessary to have 12,500 square feet in lot size
for a three-unit apartment of this nature, and Mr. Chock has only 10,890
square feet. However, Mr. Chock does own a four-plex which abuts the
property to the west, and this is situated on a lot 99' x 165' and taking
the two lots together, Mr. Chock would be allowed to have a seven-unit
apartment on the two combined lots. Using this rationality, the PI arming
Commission, upon a motion by Dave Bauer, seconded by Fran Fair, voted
unanimously to approve of the conditional use permit and variance for
Tom Chock.

Consideration of Approval of Subdivision of Land - Metcalf & Larson.
James Metcalf and Bradley Larson are proposing the subdivision of land
whereby they will subdivide a portion of a lot they own which will be
purchased by an abutting property owner, Mrs. Viva Jean Abrahamson. The
lot owned by Metcalf and Larson is presently 20,493 square feet, and the
parcel that they would divide off and sell to Mrs. Abrahamson is 7,755
square feet and would still leave the Metcalf & Larson lot with adequate
area to meet the City's minimwn standards for lot size and width. Motion
was made by F. Fair, seconded by D. Bauer and unanimously carried to
approve of this subdivision of land.
Consideration of Extension of Variance for River Meadows Apartment.
On September 26, 1977, the City Council approved a variance request by
Ri ver Meadows partnership to allow a variance for the construction of
up to a 30 unit apartment along East County Road #39. Ordinance Sec-
tion 10-23-7 indicates that whenever, within one year after granting a
variance or appeal, work as permitted by the variance or appeal shall
not have been completed, then such variance or appeal shall become null
and void unless a petition for an extension of time in which to complete
the work has been granted by the City Council. Such an extension shall

be requested in writing and filed with the zoning administrator at least
30 days before the expiration date of the original variance or appeal.
Gary Wieber, a partner in the River Meadows partnership, explained that
the partnership currently is pursuing the possibility of commercial
revenue bonds although they have had a commitment from Knutson Mortgage
Company for a normal type of loan. He further indicated that construction
is contemplated to begin in spring of 1979. Motion was made by D. Bauer,
seconded by F. Fair and unanimously carried to approve the extension of
the variance.
4. Variance request for Off-Site Sign - Electro Industries.
Mr. Bill Seefeldt, Electro Industries, has made a variance application
to put an off-premise sign on the property owned by the Monticello
Rod & Gun Club. There appeared to be some question as to the possibility
of Mr. Seefeldt putting up another pylon sign on property he owned on the
other side of County Road #75, and it was decided to table the item until
such time as Mr. Seefeldt was present to explain his request.
5. Consideration of Variance from Hard-surface Requirements - Bob Rasmussen.
Mr. Bob Rasmussen, who lives at 201 New Street, has made a variance
application to allow him to install a new driveway for his present
duplex off Broadway and have only a Class 5 driveway material up to
24 months.

After discussion and subsequent agreement by Mr. Rasmussen, a motion
was made by D. Bauer, seconded by F. Fair and unanimously carried to
approve of the variance request but to allow the variance from the
provisions of the hard surface for only 12 months. It was explained
to Mr. Rasmussen that it would be his prerogative to come to the City
of Monticello and request an extension of the variance if it was deemed
to be necessary.

Consideration of Variance - Curb Barrier - Silver Fox Motel.
Mr. Ed Larson, part-owner of the Silver Fox Motel, would like a variance
to allow elimination of curb barriers around his truck parking lot.
Mr. Larson previously explained to the City Administrator and Building
Inspector that by not requiring these curb barriers, there would be more
ease in maneuvering the semi-trailers to get in and out, especially
during the busy season. Several of the curb barriers that he has on the
remaining portion of the lot have been damaged by the heavy trucks, and
he thought this would be more of a problem specifically in the truck
parking lot area. A motion was made by D. Bauer, seconded by F. Fair
and unanimously carried to approve of the variance request.
7. Approval of Minutes of August 15, 1978.

Motion was made by F. Fair, seconded by D. Bauer and unanimously carried
to approve the minutes of August 15, 1978 as presented.
Upon motion made by F. Fair, seconded by D. Bauer and unanimously carried,
the eting was adjourned.
