City Council Resolution 2021-73CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA RESOLUTION NO. 2021-73 APPROVING AN AMENDMENT TO THE MONTICELLO 2040 VISION + PLAN - COMPREHENSIVE PLAN ADOPTING THE CHELSEA COMMONS SMALL AREA PLAN WHEREAS, the City seeks to direct development of an approximately 100 -acre area of the community, collectively referred to as "Chelsea Commons" with greater specificity than that in the 2040 Comprehensive Plan; and WHEREAS, the area is guided as Commercial -Residential Flex, a designation that anticipates a variety of uses, and the interaction of those uses with each other and surrounding land use pattern; and WHEREAS, the City has envisioned the consolidation of public facilities serving the Chelsea Commons as an opportunity to create a unique recreational, cultural, and infrastructural asset that can benefit both the immediate development area as well as the greater community; and WHEREAS, the City commissioned the Chelsea Commons Small Area Plan to better define the elements of that infrastructure, as well as the policies necessary to direct both private and public investments in the land in and around the planning district; and WHEREAS, the Small Area Plan endeavors to establish a design context for further analysis, and forms the basis on which engineering feasibility and financial feasibility have been examined at a conceptual level; and WHEREAS, the Small Area Plan establishes a baseline for more detailed design, study, and analysis as a component of implementation of the project's design and policy goals; and WHEREAS, adoption of the Chelsea Commons Small Area Plan will facilitate City land use decision-making, as well as private development planning in the Study Area and beyond; and WHEREAS, the Chelsea Commons area is a component of, and designed to complement, the City's larger planning focus, including economic development in the downtown area, and continued investment and promotion of the Bertram Chain of Lakes Regional Park; and CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA RESOLUTION NO. 2021-73 WHEREAS, the land use changes envisioned by the plan are anticipated to be supported by existing and proposed public infrastructure, accommodating greater density where practical; and WHEREAS, the proposed amendment is consistent with the requirements of the City's consideration of reguiding commercial land for multi -family purposes, subject to findings and conditions recommended by the Planning Commission and required by the City Council; and WHEREAS, the Planning Commission held a public hearing on September 71h and a continued public hearing on September 27th, 2021 on the proposed amendment and members of the public were provided the opportunity to present information to the Planning Commission; and WHEREAS, the City Council has considered the content of the Small Area Plan, all of the comments provided by members of the public, and the staff report, all of which are incorporated by reference into this resolution; and WHEREAS, the City Council of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The amendment provides an effective means of furthering the intent of the Comprehensive Plan for the site by providing for the development of multifamily and commercial uses in appropriate locations. 2. The proposed improvements on the site under the development plans are consistent with the needs of the land uses in this location. 3. The addition of the proposed public amenities will create greater opportunities for private development that can build on the public investments detailed in the Small Area Plan. 4. The improvements will facilitate the logical application of existing municipal public services, including sewer, water, stormwater treatment, and public open spaces which have been planned to serve the property for the development as proposed. S. The development plans proposed with the amendment are consistent with the intent of the City's economic development objectives, as well as with the intent of the City's zoning regulations. 6. The amendment provides an opportunity to support mixed uses that will facilitate a variety of land uses in the immediate area, consistent with the direction of the adopted 2040 Comprehensive Plan. 2 CITY OF MONTICELLO WRIGHT COUNTY, MINNNESOTA RESOLUTION NO. 2021-73 NOW, THEREFORE, BE /T RESOLVED, by the City Council of the City of Monticello, Minnesota, that the Monticello City Council approves the adoption of the Chelsea Commons Small Area Plan.
