City Council Resolution 2021-74CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA CITY COUNCIL RESOLUTION NO. 2021-74 APPROVING AN ADJUSTMENT TO THE EDMONSON RIDGE PLANNED UNIT DEVELOPMENT WHEREAS, the applicant owns property platted as Edmonson Ridge; and WHEREAS, the applicant had received approvals to rezone its property to PUD, , and develop the property as a single-family residential project; and WHEREAS, the site is guided for residential uses under the guidance of "Mixed Neighborhood" in the City's Monticello 2040 Comprehensive Plan; and WHEREAS, the proposed PUD is consistent with the long-term use and development of the property for residential uses; and WHEREAS, the applicant seeks to provide for additional plans for single-family homes for development within the PUD; and and WHEREAS, previous conditions of approval have been, or are being, complied with; WHEREAS, the City Council considered the adjustment at its regular meeting on September 27, 2021, taking into account staff analysis and other comment; and WHEREAS, the City Council has considered all of the comments and the staff report, which are incorporated by reference into the resolution; and WHEREAS, the City Council of the City of Monticello makes the following Findings of Fact in relation to the recommendation of approval: 1. The PUD provides an appropriate means of furthering the intent of the Comprehensive Plan for the site through development of single-family lots. 2. The proposed improvements on the site under the approved, and revised, PUD are consistent with the needs of the PUD in this location as a mixed neighborhood residential area. 3. The improvements will have expected impacts on public services, including sewer, water, stormwater treatment, and traffic which have been planned to serve the property for the development as proposed. CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2021-75 RESOLUTION ESTABLISHING A SIGN RETROREFLECTIVITY POLICY WHEREAS, it is the intent of the City Council of the City of Monticello to comply with federal and state requirements for Sign Retroreflectivity in accordance with the Minnesota Manual of Uniform Traffic Control Devices, MN MUTCD; and WHEREAS, such federal requirements have stated that by June 13th, 2014, cities must implement a method to maintain minimum levels of sign retroreflectivity in accordance with the MN MUTCD; and WHEREAS, it is recommended by the Public Works Director and Street Superintendent that the City use the Expected Sign Life Replacement Program Method and replace the required signs using High Intensity Prismatic Reflective Sheeting which has an expected life of 10 -years per the sign manufacturers/industry published standards; and WHEREAS, such method will ensure compliance with federal and state regulations and allow the minimum amount of City staff and resources to be used in a simple but effective way for both inventory and replacement purposes. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: That the City Council of the City of Monticello hereby adopt a Sign Retroreflectivity Policy utilizing the Expected Sign Life Replacement Program Method with an expected sign life of 10 years as the City's formal Sign Retroreflectivity Evaluation Policy using a 10 -year expected sign life standard for High Intensity Prismatic Reflective Sheeting and all future new or replacement signage shall be High Intensity Prismatic Reflective Sheeting or better. That the City Council of the City of Monticello hereby approves and directs the implementation of such policy, method, and program in accordance with state and federal guidelines. The PUD flexibility requests for the project are consistent with the intent of the City's economic development objectives, as well as with the intent of the PUD zoning regulations. NOW, THEREFORE, BE /T RESOLVED, by the City Council of the City of Monticello, Minnesota, that the requested PUD Adjustment is hereby approved, subject to the conditions listed in Exhibit Z as follows: 1. The developer shall provide revised elevations and floor plans meeting the recommendation of Table 1 of the September 27, 2021. 2. A PUD Adjustment document memorializing the approved adjustment shall be executed and to recorded against the property. 3. The developer submit the required land use application fee and escrow.
