RESOLUTION NO. 2021-112
A RESOLUTION OF THE MONTICELLO CITY COUNCIL
ADOPTING AN AMENDMENT TO THE
MONTICELLO ZONING ORDINANCE ESTABLISHING THE
"MONTICELO LAKES PUD", AND REZONING A PARCEL FROM
B-4, REGIONAL COMMERCIAL TO PLANNED UNIT DEVELOPMENT
WHEREAS, the applicant proposes to develop property along Edmonson Avenue,
currently zoned B-4, Regional Business District; and
WHEREAS, the applicant has submitted a request to plat said property into a single
development parcel and one outlot under a PUD; and
WHEREAS, the site is guided for mixed uses under the label Commercial and
Residential Flex in the City's Comprehensive Plan; and
WHEREAS, the site is located in The Pointes Small Area Planning district, and that
district accommodates a mix of residential uses, with specific directions related to
architecture, site planning, landscape, and connections to public spaces; and
WHEREAS, the proposed plat, along with the companion PUD, are consistent with
the long-term use and development of the property for residential uses; and
WHEREAS, the proposed PUD falls below the densities prescribed in the Small Area
Plan, but create positive density opportunities for realizing the objectives of the CC -SAP;
and
WHEREAS, the Planning Commission held a public hearing on October 5t", 2021 on
the rezoning application and the applicant and members of the public were provided the
opportunity to present information to the Planning Commission; and
WHEREAS, on November 1St, the Planning Commission recommended the approval
of rezoning of Lot 1, Block 1 of the plat to Planned Unit Development; and
WHEREAS, the City Council of the City of Monticello has considered all of the
comments and the staff report of December 13th, 2021, which are incorporated by
reference into the resolution; and
WHEREAS, the City Council of the City of Monticello makes the following Findings of
Fact in relation to the approval:
1. The Rezoning provides an appropriate means of furthering the intent of the
Comprehensive Plan and The Pointes Small Area Plan for the site by putting
the existing and proposed improvements and parcels to reasonable
residential densities for the area.

2. The proposed improvements on the site under the PUD Zoning are consistent
with the needs of the development in this location as a mixed residential
area.
3. The improvements will have expected impacts on public services, including
sewer, water, stormwater treatment, and traffic which have been planned to
serve the property for the development as proposed.
4.. The PUD flexibility for the project is consistent with the intent of the City's
economic development objectives, as well as with the intent of the PUD
zoning regulations, in support of the proposed plat.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello,
Minnesota, that the Monticello City Council approves the Rezoning Ordinance for
"Monticello Lakes PUD District" for Lot 1, Block 1 of the proposed plat of Monticello
Business Center Eighth Addition, Ordinance No. 767, subject approval of the final stage PUD
and final plat approval.
ADOPTED this 13th day of December, 2021, by the City Council of the City of Monticello,
Minnesota.
