IEDC Minutes 12-07-2021MINUTES INDUSTRIAL & ECONOMIC DEVELOPMENT COMMITTEE (IEDC) Tuesday, December 7, 2021— 7:00 a.m. Bridge Room, Monticello Community Center The meeting will be In -Person -Remote hybrid to accommodate those who prefer to minimize contact with others due to COVID-19. The Bridge Room at the MCC will be set up to allow attendees to socially spread out. Call to Order Vice Chairperson Liz Calpas called the regular meeting of the Monticello IEDC to order at 7:03 a.m. 2. Approve Minutes: a. November 1, 2021 meeting minutes KEVIN STEFFENSMEIER MOVED TO APPROVE THE NOVEMBER 1, 2021 MEETING MINUTES, SARAH KORTMANSKY SECONDED THE MOTION, MOTION CARRIED UNANIMOUSLY. 3. Consideration of Adding Items to the Agenda Consideration of Recommending Expiring IEDC Terms to City Council 1. Liz Calpas 2. Randy Skarphol 3. Darek Vetsch 4. Luke Dahlheimer SARAH KORTMANSKY MOVED TO RECOMMEND REAPPOINTING THE ABOVE EXPIRING TERMS OF IEDC MEMBERS TO THE CITY COUNCIL. ANDREW TAPPER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 4. Table Topic — Transportation Improvements -Projects (regional and local) — Matt Leonard, City Engineer -Public Works Director Matt Leonard presented information about the Transportation Improvements around the region. He also highlighted the concept proposals from the Minnesota Department of Transportation as well as the proposed projects that will begin in the near future. Mr. Leonard also presented the 5-year construction plan that was provided by Wright County. For local street projects within the City of Monticello, Mr. Leonard provided information on the scheduled 2022 improvements as well as in the years out beyond 2022. 5. Reports (Verbal Reports): a. Economic Development • Proiect Update — See Exhibit A • Prospects List — See Exhibit B • Restaurant Committee Update — See Exhibit C • Building Permit Report — See Exhibit D Economic Development Manager Jim Thares provided the IEDC with information on Economic Development prospects and projects in Monticello. Mr. Thares highlighted the EDA's pending acquisition of a key property in Block 52 which should allow the long-awaited redevelopment proposal to start to move forward. Mr. Thares also reviewed the restaurant subcommittee's researcha do recruitment efforts, specifically with a restauranter from the region. The ownership is excited about the potential to work with the City and the EDA and may want to establish two distinct restaurant and service formats to the City of Monticello with a goal of being part of Block 52 and possibly in the Pointes At Cedar. b. Planning Commission Agenda Mr. Thares noted the Planning Commission meeting agenda; meeting to be held at 6:00 p.m. that night. c. Wright County EDP Jolene Foss provided the IEDC an update from Wright County EDP. Wright County will be moving into their new building in Buffalo in the middle of January. d. City Council City Administrator Rachel Leonard provided an update on the City Council's recent approval for acquisition of land for a new City public works building. Ms. Leonard also noted the DMV is moving to the Prairie Center building adjacent to Caribou Coffee on the corner of 61h and Walnut. e. Chamber of Commerce Director Marcy Anderson provided an update to the IEDC on the Chamber of Commerce. They Recently held their annual banquet at the MCC on 12/3/2021. It was a success and fulfilled the goal as a significant fundraiser for the Chamber. 6. Adjournment (8:00am) KEVIN STEFFENSMEIER MOVED TO ADJOURN THE REGULAR MEETING OF THE MONTICELLO IEDC.
