7:00 PfM. -- The village council members: Ron Schleif, Richard Martie, James
Maus, and Franz Swanberg; village superintendent, Walter Mack and
liquor store manager, Gerald DeLong, village attorney, Gary Pringle
met with Dale Johnson of Gruys, Johnson and Associates to review
the audited reports of the Municipal Liquor Store and the Village
of Monticello financial statements.
Mr. Johnson pointed oi..t the sale increase of the liquor store for
1969 over 1968 of almost a $100,000; with net profit ratio of
16.7%.
Each member of the council will study the village financial reports
and discuss any questions and interpretations at a later meeting.
8:00 P.M. -- The formal meeting of the Council was called to order at 8:00 P.M.
by Mayor Ronald Schleif.
Motion by James Maus and seconded by Franz Swanberg that reading
of minutes of previous meeting be dispersed with and that minutes
be accepted as mailed to each councilman. 11otion carried.
Walter Mack presented need for another truck for the village main-
tenance crew -- preferably a panel type. Jim Maus and Dick Martie
were appointed to study the need and report.
Jerry DeLong reported on needs of the Liquor Store. Jim Maus and
Franz Swanberg reported on findings as designated at last meeting
of repair and renovation required. It was deemed expedient that
compressor for walk-in cooler be moved to provide it with better
air circulation to function properly and the addition of a beer
cooler. Franz Swanberg made motion that these items be done.
Second by Dick Martie and carried.
Thore Meyer, engineer, reported that the state highway engineer
would be in the area this week to study the drainage problems that
will incur with the building of the I-94 and highway 25 inter-
change and the methods of tying into the village storm sewer
systems. This study will be a part of the forthcoming feasibility
report being prepared by the engineering firm.
Gary Pringle reported that annexation/merger plans are still being
negotiated between Township and Council. He also reported that
as yet he has not received a rerort from the Attorney General
relative to the ?inewood School sewer and water hook-up dispute.
Richard Martie made motion that was seconded by Franz Swanberg
that James Maus be appointed Acting mayor, to act in absence of
Mayor Schleif. This motion unanimously carried.
James Maus made motion that Richard Martie be appointed to neg-
otiating committee working with the mayor on settling the 4th
Street closing controversy with the school district. Each person
to study the safety engineers report again.

Clerk -Treasurer was instructed to insert an ad in Monticello Times
advertising for a Building Inspector. One application had been
received but action on this was tabled until public ad had been run.
The council unanimously appointed the following persons to the Park.
Recreation Board: Doug Pitt, James Lungwitz, Mrs. Kay Gauthier,
Gordon Link. James luaus to be council representative.
Building permit approval for renovation of front facia of building on
Main Street recently acquired by Mr. and Mrs. Fred Topel. Moved by
James Maus, seconded by Dick Martie and carried.
Mr. Chock presented plans and formal request for permit to build 4
unit apartment building in west end of Monticello. Council deferred
action for one month to study zoning structure of village.
Clerk -Treasurer was authorized to use his discretion in investing
surplus funds in savings certificates to draw interest. It was
determined in discussion that active checking accounts need not carry
large balances. Franz Swanberg moved for this action with second by
James Maus; -- action carried unanimously.
Janes Maus moved that bills be raid as presented. Seconded by Franz
Swanberg and carried.
Ron Michaelis requested authorization for himself and one other member
of the firecrew to attend Minnesota State Fire School on April 27-30.
Motion to grant by Dick Martie, seconded by Jim Maus and carried.
Motion by Jim Maus to have Don Granlund attend conference for Municipal
Clerks and Finance Officers in Mpls. March 12 & 13. Seconded by Franz
Swanberg and carried.
Magor Schleif reported on his investigation into allegations levied against
Mr. Don Granlund, in an article published on February 17th, in the
Minneapolis Tribune. It was reported that conversations with Mr. Harry
Davis, Chairman of M.O.E.R. and it's present controller, Mr. C. Curren,
evidenced Mr. Granlund's innocence of any wrong -doing and indicated that
any comments questioning Mr. Granlund's competence were unfounded.
A resolution presented to the council naming Mr. William Sandberg as
councilman to fill the vacancy created when Ronald Schleif was appointed
mayor was received and unanimously approved.
