Joint Meeting Village Council and Planning Commission.
Councilmen Ron Schleif, James Maus, Franz Swanberg, Bill Sand-
berg, Richard Martie.
Commission -men Robert Davis, Charles Erlandson, Larry Flake,
Stan Hall, Father P. Gearty and Dale Lungwitz were in attend-
ance.
Meeting called to order by Mayor Ron Schleif.
Mr. Schleif explained the motion for continuance of the annexation
hearing to 9:30 A. M. on July 28 on petition by the Township
Board. Discussion of reasons for delay included question of
location of second N. S. P. plant proposed to be built. Planning
Commission to go on record to oppose any other delays.
Paul Melchert should be at the hearing.
Father Gearty, chairman of the Planning Commission, raised the
question of the council if there is a special assignment for them
to work on,
Motion by James Maus to instruct Planning Commission to proceed
with a study of zoning for the village and to study the down
town area and submit recommendations. Seconded by Richard Martie.
Approved by a1.1 councilmen.
James Yaus reported on the Park Board meeting of this afternoon.
Action was tabled to the regular meeting on July 14. Clerk in-
structed to place ad for park attendant.
?William Bellach, Jr., George Hickler, Charles Holthaus and Basil
S,chilleweart, Town Board members, joined council at 9:15 to discuss
the Fire Contract. _After some discussion the Contract was signed
by the Town Board.
Motion by James Yaus, seconded by Richard Martie to instruct fire
department to study feasibility to become an independent fire dept.
and contract directly with subscribers.
Discussion pertaihing to a letter to the Town Board initiated by
Ron Schleif requesting a meeting to discuss further ramifications
pertaining to merger -annexation as a result of another N. S. P.
plant. Meeting date to be determined in near future.

Regular meeting of Village Council held on July 14, 1370 at 7:30 P. M.
Mayor Ron Schleif, Councilmen James Maus, Richard Martie, 1.411liam Sand-
berg and Franz Swanberg attended. No one absent.
Mayor Schleif reported on a meeting held in Buffalo this morning at
County Auditors office with Monticello Town Board and Representative
of Planning Commission regarding agreement negotiations on annexation
proceedings. One consideration is to split the tax base on the N.S.P.
plant equitably between Township and Village. Other meetings will be
held before hearing on July 28th.
Kenneth Tvedt, Roland Nelson, Al Klimmek and Tom Brown, representing
South Main Street merchants requested that access be made available
from alley to Narking lot. Yotion made by Franz Swanberg and seconded
by Richard Martie that two access lanes be opened to parking lot.
In favor: Schle-if, Martie, Swanberg. Against: Sandberg. Abstain: Maus.
Arthur McIntire reported on police activities for June. Investigation
of burglaries continues. A full time patrolman has not been hired yet.
Some aNplicants are being considered.
Joanne Kjellberg reported on hazardous condition at Senior Citizen's Center
and need to complete basement entrance. Motion by Maus, seconded by
Swanberg to report on condition of hazards. F. Swanberg appointed to
survey. Motion carried.
Thore Meyer reported that survey work for storm catch basin to be installed
at Broadway and Locust has been completed and request to St=ate Highway
Dept. for approval applied for.
Plans for new well are well under way and should be completed in the
near future.
State Highway Dept. is still working on negotiation for storm sewer for
interchange drainage.
At 8:30 bids for the sewer and water work to be done on West 3rd Street
between Elm and Chestnut were o-oened.

Motion by W. Sandberg to table decision of awarding contract. Seconded
by Franz Swanberg and carried.
Larry Hartzler appeared before Council to request permission to build
garage closer to property line because of space. Council request
Hartzler to get signed permit from adjoining property.
Dennis Jenni request for building permit for garage. Motion to
approve by James 'Maus, seconded by Richard Martie. Carried.
Request by Lee Hatfield to raze building adjacent to Liqucr Store
granted on motion by J. 111au.s, seconded by R. Yartie and carried.
Request by Merle Arnold to build a garage approved on motion by
Franz Swanberg, seconded by James Maus.
Richard Hesley reported on Liquor Store operation.
Walt Mack reported on maintenance dept.
James Maus reported on park. Request the park committee review appli-
cations for park sunervisor and recommend to council. Granted.
Franz Swanberg moved that J. C'S. request to hold a street dance on
municipal parking lot be granted. Seconded by R. Martie. Carried.
North Central Public Service Co. request to increase rates was tabled
for further study. Richard Martie and William Sandberg appointed to
study and report.
Motion by Franz Swanberg, seconded. by J. Maus the Council sign contract
for 12 year maintenance of water tower. Carried.
State inspectors had recently surveyed Monticello and advised of
numerous Elm trees dead of or dying of Dutch Elm disease. James Maus
to study how best to facilitate removal and report back.
A committee to study fire service facilities and organization was
appointed. "Red" Michaelis, Ron Schleif, Don Granlund and James Maus
to serve.
A request to condemn and seek removal of building on Lot 3 Block 45
was tabled pending investigation of legal power to do so.
Richard Martie moved that bills be paid as presented, seconded by
Franz Swanberg. Carried.
An ordinance proposal to prohibit open burning was tabled pending
further study of the P.C.A. guidelines.
The clerk was instructed to insert a notice in the Monticello Times
requesting that garbage cans be removed from the street after garbage
pickup and not be set out before evening before pickup.
Motion by James Maus, seconded by Franz Swanberg to place posts between
parking lot and sidewalk on west side of municipal parking lot. Side-
walk to be kept free of snow during winter months to provide walking
area for school children. Motion carried unanimously.
Maintenance dept. instructed to sweep-)arking lot and fill cracks.
Abandoned city dump also to be cleaned up.

Special meeting of Village Council and Planning Commission.
The meeting was called to order by Ron Schlief, Mayor. Those in
attendance were: Franz Swanberg, James Maus, Dick Martie, Bill Sand-
berg, Ron Schlief.
Representatives of the Planning Commission were: Rob Davis, Grant
Schlief, Charles Erlandson, Stan Hall. Gary Pringle, Attorney;
Charles Tooker, Planner; and Thore Meyer, Engineer..
Father Gearty tendered a letter of resignation as chairman of the
Planning Commission. This resignation was accepted.
Some time spent discussing agreement plans to trying to determine lines
for agreement on annexation. Mr. Tooker explained by maps the areas
that should be annexed. Discussion of meetings with County Auditor
and Assessor revealed possibility of dividing N. S. P. plant site to
Township and Village.
Township persons arrived at 9:00 to hear and discuss plans.Tooker
reiterated the plans.
Township people would not accept oroposed plans. Meeting adjourned
to later recall.
