Regular meting of the village council held this date in the village ?all. ' ' .
Members present- Bergstrum, Adams, Kasper, Madsen and Swanson. Absent-- Plone.

Don Pitt, e, explained the views of the
• citiseAs in the fireing of Red 1lichaelis. There were approximately fifty
other citisens present demai nding an- explanation of cause for this council
action.
Flotaon by Kasper that R,°lichaelis be rehired and a list of duties be set up
to be followed by all the maintainence employees. Seconded by Suanson,. Mayor
Bergstrum called for a signed ballot vote with no further discussion allowed.
Kasper and Swanson voted yes. Adams and T,-aadsen voted no. Bergstrun, than broke
the tie vote with a no vote..
Floyd Johnson complained of his garbage not being picked up for the past two
weeks.
Al Kehn desired an explanation of weather or not the council had plains of
grading oak street. He was promissed that he would be called in when the
engineers plains were recieved and that we would discuss it at thlit time.
Firs E. Sheldon and Don Dorn complained of the water mains not being flushed in
over a month and that the water was becoming very fain.
R. P. Brauch give an explination of how he was attempting to help stop the
purchase of cigerette by minors especially in those places inhere cigerette
machines were located. He desired to know weather or not the council had any
plains of removing these machines. The council felt that the cigerette machines
were shoiring no signs of causing mmnors to smoke and no action was necessary
-to remove these machines.
A pitition was recieved by Edward and marie yonak, and Walter L, Helen Klatt
to vacate the westerly half of cedar street from Broadway to river street.

of deeds. Seconded by Adams and car -C ied.
A request i,as recieved from Jim Scr-�af F'er to install a stru=t light at the corner
of Fifth and Einnesota struts, motion by Kasper to contact TJorthern States
Power Co. 2nd ask to have a light installed at the above mentioned corner.
Seconded by i-ladsen anal carried.
Fyotion by Kasper to grant a building permit to {, ' 1 Viskocil to build a
14 K 26,foot garage on the east side of his home located on lot 13 block 3 in
Lower Monticello$ with special permission being given in this case to build
within four feet of the adjoining propert-,r. Seconded by _ Adams and carried.
Motion by Swanson to grant permission to H. Gilmer Lee to move a 30 X32`foot
story and a half home and double garage on lots 3 & 4 block 46. Seconded by
Adams and carried.
The clerk was instructed to have a notice published in the Monticello Times
informing resedense that tl_ey must brim all Eln trec s on theme property and
adjoining boulivar d.
A discussion was held regarding the adoption of acivil service plain covering

police station to review the monthly bills for the liquor store, that have
not arrived from the bookeeper in time for this meeting. Seconded by Adams

1 otion by Adams to transfer $6,000.00 from the Liquor fund4-rytind $1,000.00 from
the Se -ger fund to the General improvement fund. Seconded by Kasper and carried.

Carried.

Special meeting of the village council held this date in the village hall.
Members present- Bergstrum, Adams, Kasper, Y14dsen and Svranson.
W. Daniels requested a permit to have dancing by recorded music in his newly
established Teen Age Club. Tabeled until the council could check on license require-
ment s.
Don Fitt indormed the council that an attorney had been contacted to represent
R. Michaelis in connection with his being fired by the village council. In reading
from the Handbook for Minnesota Villages 11r. Pitt informed the council that their
action was illigal in accordinance with the veterans preference act. The council
was further informed that violation of this act by council members could make them
personally liable for any damages that result.
lllotion by Kasper that the law be complyed with and that R. 1ichaelis be put back
on the village employment. Following much discu:7sion Kasper moved for a 10 minute
recess. Motion seconded by Swanson and carried. No second, was recieved on Kaspers
notion that was still on the floor prior to -recess.
Eotion by Swanson to wait until Ifiarch 23, so that legal council could be sought
before making a decision concerning the hireing or firing of R. 11-ichaeli.s, and to
have a special meeting on treat date in the village hall at 5:00 jb.I. 1"Iotion seconded
by Tadsen and carried.

Loyd Burkholder, Monticello. Two others had applied for this position but were not
present to be interviewed, these were: Tom Vogel and. George Davis.
